The Deputy Chief Execdutive has given approval to the appointment of a Main Contractor to undertake a programme of refurbishment works at Stockport School, Mile End Lane, Stockport including Roof Replacement, Fabric Condition Works, Mechanical and Electrical works, along with works related to capacity.

The Cabinet Member for Sustainable Stockport has considered a proposal to amend the current Experimental ‘No Waiting at Any Time’ Traffic Regulation Order on Peak Bank and School Brow, Bredbury to a permanent Traffic Regulation Order, and has subsequently given approval the following Permanent Traffic Regulation Order:-

School Brow (North East Side)

From a point 10 metres south east of the projected southern kerbline of Peak Bank, for a distance of 47 metres in a north westerly direction

Peak Bank (North Side)

From the intersection of the north eastern kerbline of School Brow for a distance of 15 metres in a north easterly direction

Peak Bank (South Side)

From the intersection of the north eastern kerbline of School Brow for a distance of 16.5 metres in a north easterly direction.

The Planning and Compulsory Purchase Act (2004) (as amended) requires the Council to publish a Statement of Community Involvement (SCI) detailing how they will engage local communities and other interested parties in producing their Local Plan and determining planning applications. The Council is required to consult in accordance with its adopted SCI when preparing Local Plan or other development plan documents.

An addendum is now required proposing changes to the SCI to reflect temporary changes to national regulations in response to Covid-19 as well as other regulatory or national guidance changes since the SCI was last updated in 2015.

The Corporate Director for Place Management & Regeneration has given approval to a proposal to undertake a 2 week consultation with statutory consultees to be followed by a 4 week general consultation in relation to a proposed addendum to the Council’s adopted Statement of Community Involvement.

Any proposal to approve and adopt the proposed addendum following the consultation would be a matter remitted to the Council Meeting.

At the Council Meeting on 30 September 2017 it was agreed that the:-

·         the Council Meeting approve and seek the endorsement of the revised Levy Apportionment Methodology Agreement, which was to be applied in full from 2019/20 with transitional arrangements in place during 2018/19; and

·         that authority be delegated to the Corporate Director of Place Management and Regeneration, the Borough Treasurer and the Head of Legal and Democratic Governance Services in consultation with the Leader and the Cabinet Member for Communities and Housing to approve and/ or make any minor amendments to the final Levy Apportionment Methodology Agreement, and to enter into and finalise the Agreement, the transitional arrangements, and any associated documentation relating thereto.

Between 31 October 2019 and 26 November 2019, agreement was obtained from the Corporate Director for Place Management and Regeneration, the Borough Treasurer and the Head of Legal and Democratic Governance Services in consultation with the Leader and the Cabinet Member for Sustainable Stockport approved the minor amendments to the draft final Levy Apportionment Methodology Agreement.  This was published as a joint Officer Decision on with the references ODPL75, ODBT11 & ODSHLDGEA2.

The final version of the agreement has now been received from the Chief Legal Officer at the Greater Manchester Combined Authority for entering into and execution.

The Corporate Director for Place Management & Regeneration, the Borough Treasurer and the Head of Legal and Democratic Governance, in consultation with the Leader of the Council and the Cabinet Member for Sustainable Stockport, have agreed that the Head of Legal and Democratic Governance may now enter into the final Waste Disposal Levy Allocation Methodology Agreement on behalf of the Council.

The Cabinet considered the Annual Report on the functioning of the Council’s Treasury Management functions for 2019/20 and recommended to the Council Meeting that it:-

·         Approve the actual 2019/20 prudential and treasury indicators in this report;

·         Note the annual treasury management report for 2019/20; and

·         Note that changes have been made to the Council’s Treasury Management Policy Statement and Practices during 2019/20 to accommodate the requirements of the revised CIPFA Codes published in December 2017.

The Cabinet has considered the Quarter 1 revenue forecast outturn that incorporated the business as usual forecast with an update on the financial impact of COVID19, and has:-

·         Approved the virements to the Revenue Budget;

·         Noted the Cash Limit and Non-Cash Limit forecast positions for 2020/21 as at Quarter 1;

·         Noted the HRA, DSG and Collection Fund forecast positions for 2020/21 as at Quarter 1;

·         Noted the forecast position for the 2020/21 Capital Programme; and

·         Noted the changes to the Capital Programme and re-phasing of schemes during Quarter 1.

The Cabinet has given approval to the adoption of the Highway Structures Maintenance Policy Statement.

To provide an update on the Greater Manchester Unlocking Clean Energy bid for European Structural Investment Fund (ESIF) monies to support local clean energy generation.

To provide an outline of project proposals in Stockport.

The Cabinet has considered an update on the Greater Manchester Unlocking Clean Energy bid for European Structural Investment Fund monies to support local clean energy generation as part of the Council’s emerging Climate Action Now draft plan and has:-

(1) Noted the report.

(2) Delegated authority to the Corporate Director for Place Management & Regeneration and the Corporate Director for Corporate and Support Services, in consultation with the Cabinet Member for Economy & Regeneration, to:-

(a) take all necessary steps to implement the strategy in this report, reporting back as necessary and appropriate to the Cabinet;

(b) enter into contracts, procurement and funding agreements, as required, with Energy Systems Catapult and partner authorities within the GM Unlocking Clean Energy Consortium, in order to deliver Stockport’s proposed projects; and

(c) receive and administer European Structural Investment Fund monies in respect of Stockport’s Unlocking Clean Energy in Greater Manchester projects.

(3) Delegated authority to the Corporate Director for Place Management & Regeneration and the Corporate Director for Corporate and Support Services  in consultation with the Cabinet Member for Resources, Commissioning & Governance, to source the necessary capital match funding to the ESIF.

The Cabinet has considered a proposal to transform the former St Thomas’ hospital site into a new intergenerational community by bringing forward an exemplar scheme that would deliver 67 new affordable homes alongside a new Intermediate Care facility.  The Cabinet has then:-

(1) Endorsed the principles of this key regeneration scheme for Town Centre West and the wider Borough and support the proposal to progress the scheme to RIBA Stage 4 design.

(2) Noted that a Planning Application will be submitted and an application made for Listed Building Consent based on the outcomes of the detailed design work

(3) Approved revenue costs of £370,000 to undertake the next stage of design for the Academy of Living Well and associated Highway improvement designs.

(4) Noted that further approval will be sought for the Capital Funding to deliver the Academy of Living Well once Planning Permission has been secured and the build cost has been finalised.

The Cabinet considered and noted performance in relation to complaints as at the end of 2019/20, including a comparison with the previous year and any lessons learnt from these complaints.

The Cabinet has considered the current insufficiency of places for secondary aged students with Special Educational Needs and Disabilities (SEND) in Stockport and noted the offer made by the government for local authorities to bid for SEND Free Schools.  The Cabinet has noted that the Council has taken up the invitation to bid and has given approval to the proosal that the Department for Eduction sponsor an approved Multi-Academy Trust to run a Secondary Special Free School in Stockport.

The Cabinet has considered the Clean Air Local Authority update setting out the progress that has been made following the Government’s response to Greater Manchester’s Outline Business Case to tackle Nitrogen Dioxide Exceedances at the Roadside, and has:-

·         Noted the progress of the Greater Manchester Clean Air Plan;

·         Noted the progress in the development of the Clean Commercial Vehicle and Hardship funds;

·         Noted the initial funding award of £41m for clean vehicle funds to award grants or loans to eligible businesses;

·         Noted the Government has accepted the need for vehicle replacement funds for Hackney Carriages, and Light Goods Vehicles, but has requested further development of shared evidence on the needs within that complex sector before responding and does not support the sustainable journeys measure.

·         Noted that TfGM is seeking confirmation that the funding award for Bus Retrofit is a continuation of Clean Bus Technology Funds to be distributed as soon as possible as per previous arrangements;

·         Noted the government will not support electric vehicle charging infrastructure through Clean Air monies but have committed to work with GM on securing funding from OLEV;

·         Agreed the position that the GM Local Authorities will move to a statutory public consultation on the GM Clean Air Plan as soon as reasonably practicable;

·         Further agreed the position that the GM Local Authorities’ decision to commence a public consultation should be taken once there is a clear timeframe for exiting lockdown and moving to the next phase of the COVID-19 response;

·         Noted the implementation of a GM CAZ is delayed to 2022 with a revised implementation date to be confirmed in the consultation commencement report;

·         Noted the DfT’s positioning paper “Decarbonising Transport – Setting the Challenge”;

·         Noted the assessment of the possible impacts of COVID-19 to inform a technical briefing note for decision makers; and

·         Noted that the GM local Authorities intend to consult on GM’s proposed MLS, alongside the Clean Air Plan consultation and agree the position for consultation, on when taxi/PHV fleets should be Zero Emission Capable.

The Area Committee has approved an application from Big Kid Entertainment Ltd to hold its event (a non-animal circus) in Woodbank Memorial Park between 23-27 September 2020, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place

The Area Committee has given approval for the cost of the proposed scheme to create a compacted accessible hard-standing area behind the former Bowling Pavilion within Marple Memorial Park to access the planned artwork panel at a cost of £774.37 to be funded by the Area Committee’s Delegated Budget (£387.19 from the Marple North ward and £387.18 from the Marple South ward budget allocations)

The Area Committee has given approval to an application received from Compstall Community Council for a grant of £730 from the Ward Flexibility Budget towards the cost of setting up a website for the community of Compstall and which would be shared with other groups in the village who don’t have such a medium.  

The Area Committee has given approval to the allocation of £600 from the Ward Flexibility Budget (Bramhall South & Woodford ward allocation)for the manufacture and installation of a blue plaque at 446 Chester Road, Woodford in recognition of Ivan Mauger MBE OBE.

The Area Committee was minded to approve the statutory legal advertising of the following Traffic Regulation Order on Simpson Street, Stockport to be funded from the Network Management budget:-

The Cabinet Member for Sustainable Stockport has considered a number of objections received to a proposed ‘No Waiting at Any Time’ restriction and ‘No Waiting Monday-Friday 7am-9.30am & 4pm-6.30pm’ restriction on Hillcrest Road at its junction with Bridge Lane, Bramhall and has agreed that nothwithstanding the objections, the Order be made as advertised.

The Bramhall & Cheadle Hulme South Area Committee considered the proposals at its meeting on 20 July 2020 and supported the recommendation.

The Area Committee has considered a number of objections received to a proposed ‘No Waiting at Any Time’ restriction and ‘No Waiting Monday-Friday 7am-9.30am & 4pm-6.30pm’ restriction on Hillcrest Road at its junction with Bridge Lane, Bramhall and has agreed that nothwithstanding the objections, the Order be made as advertised.

The Area Committee has given approval to a proposal to install 47 wooden bollards on both sides of Bramhall Park Road, Bramhall from the junction of Broomhill Drive to the bridge at a cost of £5,824.05 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation).

The Cabinet Member for Sustainable Stockport has considered a number of objections received to proposed ‘No Waiting at Any Time’ restrictions on Ravenoak Park Road/ Ravenoak Road, Cheadle Hulme and has agreed that nothwithstanding the objections, the Order be made as advertised.

The Bramhall & Cheadle Hulme South Area Committee considered this matter at its meeting on 30 July 2020 and supported the recommendation.

The Area Committee has considered a number of objections received to proposed ‘No Waiting at Any Time’ restrictions on Ravenoak Park Road/ Ravenoak Road, Cheadle Hulme and has agreed that nothwithstanding the objections, the Order be made as advertised.

The Area Committee has:-

The Area Committee has approved Ward Flexibility Funding of £1,000 to The Gatley Flower Rangers (part of Gatley Village Partnership) for various flowers, plants and gardening equipment to help Gatley become a more attractive place for its residents and businesses by improving its green spaces, to be funded from the Cheadle and Gatley Ward allocation.

The Area Committee has given approval to an application received from the Woodley Cricket Club for a grant of £1,000 from the Ward Flexibility Budget towards the cost improvement to the clubhouse at the cricket club.

The Area Committee has considered objections received to a proposed prohibition of waiting revocation order on Heaton Moor Road, Brownsville Road, Derby Road, Elms Road and Lynton Road, Heaton Moor and in the light of those objections has given approval for the following proposed amendment/s to the Order as follows: -

Both sides from the North Westerly kerb line of Elms Road for a distance of 5 metres in a North Westerly direction.

The Area Committee has considered a report detailing the findings of a consultation exercise in relation to a proposed road safety around schools scheme around Dial Park Primary School and has given approval to the  installation of dropped kerbs and tactile paving on Half Moon Lane; and installation of dropped kerbs, tactile paving and pencil bollards at the vehicular entrance to Dial Park Primary School and as detailed in the report, to be funded from the Road Safety around Schools programme budget allocation.

The Area Committee has considered the findings of a consultation exercise in relation to a proposed road safety around schools scheme around St Philip’s Catholic Primary School and has given approval to the following:-

(1) The legal advertising of the following Traffic Regulation Order and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders:-

(2) The installation of signage; amendments to the existing guard rails; and implementation of dropped kerbs with associated tactile paving and pencil bollards associated with the above traffic regulation order and as detailed in the report.

Any costs associated with this decision are to be funded from the Road Safety around Schools programme budget allocation.

The Cabinet Member for Children, Family Services & Education approved the nominated following persons to the governing board vacancies at the schools indicated :-
