To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

RESOLVED – (1)That the report be noted.

 

(2) That a report on notice boards in the Cheadle area be submitted to the next meeting of the Area Committee.

 

(3) That the work to lift the kerb height and reshape the footway and provide additional slot drainage to the rear of the footway at 253 Outwood Road, Heald Green and to lift the kerb height and reshape the footway at 189/191 Finney Kane, Heald Green be added to the list of outstanding works.

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

 

Supplementary Planning Document for Woodford

 

The Area Committee is requested to note that a Supplementary Planning Document (SPD) for Woodford will be issued for public consultation from 3rd September 2012 up to and including 15 October 2012. 

 

The SPD consultation document will be available to view on the Council’s website at www.stockport.gov.uk/woodfordspd as well as at the Council’s main reception at Fred Perry House and all libraries and local information centres in Stockport during their regular opening hours.

 

In addition, the Council will be holding two Open Days at Woodford Community Centre, Chester Road, Woodford on: Friday 7th Sept 3pm – 8pm and Saturday 29th Sept 10am – 3pm.

Minutes:

The Chair reported that the public consultation on the Supplementary Planning Document (SPD) for Woodford would run from 3 September 2012 up to and including 15 October 2012.

 

She also reported that the Friends of Hall Street Green, Cheadle would be holding a launch event on 8 September between 12 noon and 3.00pm.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Steve Gilbertson (Greater Manchester Police) attended the meeting to report on current issues and answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Cheadle area.

 

The following issues were raised/comments made:-

 

           Targeted patrols as a deterrent to domestic burglaries.

           The theft of vehicle number plates and the Safer Plates Scheme with regard to the fitting of tamper-proof screws to car number plates.

           Incidents involving off road motorbikes in Gatley.

           Intruders at the former Barnes hospital, Cheadle and the Cheadle Royal Nurses Home.

           Regular patrols of the Brookhead Arcade in Cheadle Hulme.

           Concerns raised by a number of incidents of ‘cold calling’ in the area.

           Incidents of shoplifting on the High Street in Cheadle.

 

RESOLVED –That Inspector Gilbertson be thanked for his attendance and presentation.

5.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Minutes:

Two public questions were submitted regarding the condition of the car park at Massie Street, Cheadle and flooding at the junction of Wilmslow Road and the High Street in Cheadle.

 

RESOLVED – That the Service Director (Place Management) be requested to investigate the issues and report back to the questioner and to the Area Committee.

 

 

5.(iv)

Public Realm Service

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

           Work carried out using the probation service’s community payback scheme in subways off Borrowdale Road in Gatley and off Kingsway.

           Graffiti near Cheadle Royal.

           Litter on Demmings Road, Cheadle.

           Gulleys which were prevented from being cleaned by parked cars.

           The public right of way near to Daisy Bank Lane, Heald Green.

           Recurring problems with residents allowing hedges to grow over the boundaries of their property and the remedies open to the Council.

 

RESOLVED – That David Wilson be thanked for his attendance and presentation.

Ward Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

Gatley Village Business And Traders Association

 

To consider an application for funding towards the cost of a Gatley Shop Local Day.

Minutes:

Mr David Fernandez, Chairman of the Gatley Village Business and Traders Association, attended the meeting to answer questions from councillors in relation to an application for funding towards a Gatley Shop Local Day which was being held on Saturday 29 September 2012.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £300 towards the cost of the Gatley Shop Local Day from the Cheadle & Gatley Ward allocation.

RESOLVED – That the Service Director (Place Development) be authorised to determine the application upon the applicant entering into a Section 106 Agreement to provide a commuted sum for both informal children’s open space and formal sports provision.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Place Management) in connection with a proposal to upgrade the existing zebra crossing to a puffin type crossing on Schools Hill, Cheadle which would provide better control for pedestrians wishing to cross at this location including school children crossing to the nearby Lady Barn School, pedestrians using the adjacent bus stops and people wishing to access Bruntwood Park.

 

RESOLVED – That the Executive Councillor (Economic Development & Regeneration) be recommended to approve the upgrading of the existing zebra crossing to a puffin crossing at Schools Hill, Cheadle, as detailed in the report, at an approximate cost of £50,000 to be funded from the development agreement received from the extension to the Sainsbury Store at Cheadle Royal.

This report requests the area Committee to consider financial assistance in respect of a contribution to the cost of future maintenance of an elm tree within the boundary of 30 Whitegates Road, Cheadle.

A representative of the Democratic Services Manager submitted a report of the Service Director (Legal and Democratic Services) (copies of which had been circulated) requesting the Area Committee to consider financial assistance in respect of a contribution to the cost of future maintenance of an elm tree within the boundary of 30 Whitegates Road, Cheadle.

 

RESOLVED – (1) That a financial contribution be made to the future maintenance of an elm tree at 30 Whitegates Road, Cheadle adjacent to public footpath number 18, Cheadle and Gatley as there was considered to be some public benefit.

 

(2) That the financial assistance referred to in (1) above be only given at such time as the Council deems that the spread of the tree encroaches onto the public footpath, is only made to the current landowner and will be up to 50% of the costs to be decided based upon the requirements at the time.

 

15.

Cheadle and Gatley District Council - Commemorative Plate

This item has been placed on the agenda at the request of Councillor Peter Burns.

Minutes:

A representative of the Democratic Services Manager reported that this item had placed on the agenda at the request of Councillor Peter Burns.

 

Councillor Burns presented a limited edition plate which commemorated the Cheadle and Gatley Urban District Council which had existed between 1894 and 1974.

 

RESOLVED – That the commemorative plate be placed in the civic insignia cabinet in the Town Hall.

Condition of the Overflow Car Park at Bruntwood Park, Cheadle

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order for the Area Committee to consider the issue at the earliest available opportunity).

 

 A representative of the Democratic Services Manger reported that this item had been placed on the agenda at the request of Councillor Peter Burns.

 

Councillor Burns reported on the poor condition of the overflow car park at Bruntwood Park and it was:-

 

RESOLVED – That the Service Director (Place Management) be requested to arrange for temporary repair work to be undertaken to the pot holes in the overflow car park at Bruntwood Park.
