Estates and Asset Management undertake planned reviews of the
condition of the Council’s estates and assets. As part of
this process, a need has been identified for the replacement of
Heat Emitters, Radiators and all associated pipework within a
number of schools.

The Council engaged with STaR Procurement to establish the most
effective way to appoint a consultant. A competitive tender was
adopted, using the ABC Framework with further competition. This
process included assessment based on Quality, Cost and Social Value
Benefit.
Three contractors responded to the tender. Following scoring Dodd
Group Limited were the preferred supplier.

The Deputy Chief Executive has awarded a contract to Bowker Sadler Partnership Ltd to carry out feasibility and design work in relation to the possible expansion or replacement of Thorn Grove Primary School.
The Estates and Asset
Management (EAM) team are in the process of undertaking the
feasibilities for the Marple Area review with the support of to the
appointment of external Design Consultants. One of these is for a
feasibility study at Thorn Grove Primary School, Woodstock Avenue,
Cheadle Hulme, for replacement of existing 1 form entry school to 2
form entry. Options to extend or replace. Scheme with costings and
programme required.
An initial briefing process has been undertaken involving the Head
of Thorn Grove Primary, SMBC Education, Robertson Asset Management
and the EAM Design Technical Services Management. This process has
formulated a feasibility brief for the external consultants to work
to.
7 Consultancy firms were identified from a pre-selected list with 2
practices tendering for the feasibility at Thorn Grove together
with separate quotes for feasibilities at Rose Hill and All Saints
Marple. (See separate ODR’s for Rose Hill and All Saints
Marple Primaries).
Both consultant quotes were valid and assessed by EAM Design
Technical Services and Robertson Asset Management. It was agreed
with STaR that the proposals would not be marked on social value
due to the limited options for implementation during feasibility.
That said comments were requested and given by the two
consultancies. Both submissions were assessed on cost and quality.
The successful consultant was Bowker Sadler Partnership Ltd.
