To approve as a correct record and sign the Minutes of the meeting held on 23 November 2011.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 23 November 2011 were approved as a correct record and signed by the Chair subject to Minute 4 (iii) (b) being amended to state that a written response be provided.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that agenda item 9 ‘Highway Maintenance and Local Initiatives’ had been withdrawn. She further reported that Councillors surgeries would be held as normal on Christmas Eve and New Year’s Eve and that Councillor Andrew Bispham would hold an additional surgery on 16 January 2012 in Marple Library at 6.00pm to discuss the DPD.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Sergeant Roe (Greater Manchester Police) attended the meeting to answer any questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Marple Area Committee.

 

The following issues were raised/comments made:-

 

·         Crime statistics revealed that there had been a reduction in crimes reported in the following areas – burglary, criminal damage and robbery. However, there had been a significant increase in vehicle crime.

·         Operation Alloy was a top priority for Greater Manchester Police addressing the theft of metal.

·         Policing during the Christmas and New Year period.

·         The issuing of drug warrants in the past four weeks.

·         Parking in the vicinity of primary schools and the implementation of the Junior PCSO Scheme.

·         Burglaries in the Rose Hill area of Marple.

 

RESOLVED – That Sergeant Roe be thanked for his attendance and presentation.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

Minutes:

Two public questions were submitted relating to:-

 

a)    The Council’s policy for consulting the public on development applications; and

b)    The Connect 2 Project.

 

Question (a) was answered at the meeting.

 

RESOLVED – That in respect to question (b) the Service Director (Place Development) be requested to provide a written response within 7 days.

4.(iv)

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

(a) Alan Whitfield (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

 

·         There had been 16 instances of fly tipping in December.

·         A spate of obscene graffiti in Marple Memorial Park/ combined efforts with Greater Manchester Police to address and investigate the issue.

·         The public should report instances of cold calling to Trading Standards.

 

RESOLVED – That the report be noted.

 

(b) Rachel Bingham (Highways Officer) attended the meeting to answer questions from Councillors and Members of the public in relation to highway issues within the area represented by Marple Area Committee.

4.(v)

Petitions

CAMSFC Plans for Hibbert Lane Site

 

To note and receive a petition in respect to Cheadle and Marple Sixth Form College plans to develop the Hibbert Lane Campus.

Minutes:

A representative of the Democratic Services Manager reported the receipt of a petition in respect to Cheadle and Marple sixth form colleges’ plans for the development of the Hibbert Lane site.

 

RESOLVED – That the petition be referred to the Service Director (Place Development) for consideration and that he be requested to provide a written response.

 

Diane Jackson, Marple In Action, attended the meeting and provided the Area Committee with an update in respect to an on-going petition relating to the proposed development of Cheadle and Marple Sixth Form Colleges’ Hibbert Lane site.

 

RESOVED – That the report be noted.

4.(vi)

Open Forum

Glossop Road

 

Following the submission of a petition at the last meeting, the Service Director (Place Management) will attend the meeting and report on road safety concerns on Glossop Road.

Minutes:

No organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Marple Area Committee area.

To consider a report of the East Area Housing Manager (Stockport Homes Limited)

 

The report provides an update on the progress of the delivery of Stockport Homes Neighbourhood Action Plans.

 

The Area Committee is recommended to comment on the progress to date any future actions for inclusion in the 2012-113 action plans.

A representative of the Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing the Area Committee with an update on the delivery of Stockport Homes Neighbourhood Action Plans and seeking comments on progress to date and any future actions for inclusion in the 2012-2013 action plans.

 

The following comments were made/issues raised:-

 

·         The “You said, We did” format of the report was excellent and extremely informative.

·         Councillors requested further information in relation to the introduction of photovoltaic systems.

·         Estate walkabouts and the implementation of housing surgeries.

 

RESOLVED – That the report be noted and the Chief Executive, Stockport Homes Ltd be requested to circulate further information in relation to the roll out of photovoltaic systems in the Marple area.

THE METROPOLITAN BOROUGH COUNCIL OF STOCKPORT (WALTON DRIVE & OTHER ROADS, MARPLE) (PROHIBITION AND RESTRICTION OF WAITING) AND (REVOCATION) ORDER 2011 pdf icon PDF 50 KB

To consider a joint report of the Service Directors (Place Management) and (Legal and Democratic Services)

 

The Area Committee is requested to give consideration to objections to a proposed traffic regulation order at the Rose Hill Primary School area, Marple.

 

The Area Committee is recommended to approve the Traffic Regulation Orders as detailed in the report.

The report presents for consideration an application received from Mr Mike Morton requesting permission to hold a Jubilee Fun Day at High Lane Park on 4 June 2012.
