The Chair reported that he had taken an urgent decision in respect to Springfield Avenue to enable a traffic regulation order to proceed. The scheme had been approved by the Area Committee but the subsequent Executive Decision Record had contained a minor typographical error.

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the code of practice.

 

The following questions were submitted:-

 

a)    Terms of the Covenant that protects Marple Recreation Ground.

b)    The checking and unblocking of the drain on Marple Recreation Ground

 

RESOLVED – That in accordance with the Code of Practice, the Corporate Director for Place Management and regeneration be requested to provide a written response within 7 days.

 

c)    Permission for planting of an orchard on Marple Recreation Ground.

d)    Consultation on the planting of an orchard on Marple Recreation Ground.

 

RESOLVED – That in accordance with the Code of Practice, the Corporate Director for Place Management and regeneration be requested to provide a written response within 7 days.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Tim Device, Public Realm Inspector submitted a report (copies of which had been circulated) providing an update on issues relating to public realm and enforcement matters in the Marple area.

 

The following comments were made/issues raised:-

·         The blocked gullies on Lower Fold were now running freely and a job had been raised to clear the gullies on Garth Road. Councillors requested that a report on the gullies for the full length of Windlehurst Road be submitted to a future meeting.

·         Trial digs were in the process of being carried out on Strines Road, Buxton Lane and Faywood Drive.

·         Solutions SK were carrying out footway and carriageway repairs on Compstall Road and Glossop Road, Marple Bridge.

·         Contractors working on behalf of United Utilities are carrying out an annual clean of their underground pumping station on Otterspool Road, Romiley near the junction with Vale Road. The work is scheduled to take place Saturday 4th March and will require stop/go boards between 09:30 and 13:00.

·         Contractors working on behalf of United Utilities will be undertaking works to disconnect and replace an old lead supply on Station Road, Marple, between the junctions of Stockport Road and Manor Hill Road.

 

RESOLVED – That Tim Devine be thanked for his attendance and presentation and that he be requested to arrange for a report to be submitted to a future meeting of the Area Committee in respect to the gullies on Windlehurst Road.

Open Forum : Report of the September flooding incidents pdf icon PDF 115 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report explains that on the 13th September 2016, extreme rainfall events hit parts of south west England and the south Pennines, with significant flooding observed across Greater Manchester, Cheshire, Staffordshire, and also in parts of west Cornwall. The rainfall event significantly affected Stockport, with the borough receiving approximately 44% of its total monthly rainfall in just one day. The report requests the Area Committee to comment on the various aspects of the flood events in September and specifically incorporates the draft Independent Section 19 Investigation Report in accordance with the Flood & Water Management Act (FWMA) on the investigation into the flooding events undertaken by Jacobs Consulting Engineers.

 

The Area Committee are invited to consider and comment on the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing the opportunity for Councillors and members of the public to comment on the Council’s response to the extreme rainfall event which occurred on 13 September 2016 as well as on the draft Independent Section 19 Investigation report.

 

The following comments were made/issues raised:-

·         A query was raised in respect to the accuracy of the river level data and how that data was arrived at and analysed.

·         Councillors asked about what additional proactive plans were being formulated.

·         If there were any areas which suffered from flooding that were not detailed in the report, councillors and residents were encouraged to inform the Corporate Director for Place Management and Regeneration.

Open Forum: Friends of Marple Station

Representatives of the Friends of Marple Station will attend the meeting to report on a project being undertaken for the creation of a community hub at Marple station.

RESOLVED – That the representative of the Friends of Marple Station be thanked for his attendance and presentation and that the support of the Area Committee be extended to the Friends Group to enable their ambition to create a community hub at Marple Station.

The report provides an update the Rights of Way Improvement Plan (ROWIP) review and an opportunity to comment on the current state of the Rights of Way network. This is part of the ongoing consultation reviewing our current ROWIP. The ROWIP review is looking at all off road walking, cycling and equestrian routes in Stockport and it is not limited to recorded Public Rights of Way.
