The Minutes (copies of which had been circulated) of the meeting held on 12 August 2015 were approved as a correct record and signed by the Chair.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reminded those present that there would be an extra-ordinary meeting of the Area Committee on Wednesday 28 October 2015 and that all community groups and residents were welcome to attend and raise issues important to them. She further reported that Stockport Council was holding a special wellbeing festival between 10am and 3.30pm in the Town Hall Ballroom between Monday 5th and Saturday 10th October 2015. There would be a range of stalls with ideas how to improve health and wellbeing as well as entertainment throughout the day led by a number of local choirs and musicians.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Wayne Bardsley (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

 

The following comments were made/issues made:-

 

·         Highway inspections continue on the light green routes.

·         Community payback were carrying out work on Buxton Lane and Hollins Lane.

·         Planned resurfacing works on Station Road and Hollins Lane.

·         National Grid gas replacement works on Windlehurst Road and Lower Fold.

·         The replacement of a manhole cover on Strines Road by United Utilities.

·         Overgrown grass verges on Windlehurst Road and Torkington Road.

·         Increased litter in the Windlehurst Road area.

·         Overgrown vegetation on Glossop Road was blocking signage and the highway.

 

RESOLVED – That the report be noted and Wayne Bardlsey be thanked for his attendance and report.

To receive petitions from members of the public and community groups.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

4.(vi)

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

There were no Area Flexibility Funding applications to consider.

Development Applications

To consider a report of the Corporate Director for Place Management and Regeneration.

 

(a)

To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

To consider the remaining development applications.

 

(c)

To consider consultations (if any) received by the Corporate Director for Place Management and Regeneration on any planning issues relevant to the Marple area.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Marple Area Committee area.

The report requests the Area Committee to consider a Highway Maintenance and Local Initiative Scheme for carriageway resurfacing for the full length of Cynthia Drive, Marple.

 

The Area Committee are requested to consider the proposals detailed in the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider a Local Initiative Scheme for the resurfacing of Cynthia Drive carriageway.

 

RESOLVED – That consideration of the report be deferred to enable the Corporate Director for Place Management and Regeneration to submit a report to the next meeting outlining potential alternative schemes.
