Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that the Marple Food and Drink Festival had been a great success and that the event continued to go from strength to strength. He congratulated all those involved in running the event. The Chair further reported that on Saturday 20 September, Marple Brass Band had been successful in winning the Second Section National title at the championships held in Cheltenham. He congratulated all the participants on their excellent achievment.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Minutes:

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the code of practice.

 

One question was submitted relating to speeding traffic on Church Lane and Hibbert Lane, Marple.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to investigate concerns about cars speeding on Church Lane and Hibbert Lane, Marple and submit a report to a future Area Committee meeting.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Adam Cunningham (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

 

·         Work was underway to address the issue of overgrown hedges on Buxton Road and Glossop Road.

·         Issuing of section 34 notices and the issuing of warning letters in response to the erection of banners on Carr Brow.

·         Litter problems in High Lane associated with a fast food take away.

·         Speeding vehicles in Etherow Country Park.

·         The need for surface improvement works on Montague Street at its junction with George Street.

 

RESOLVED – That Adam Cunningham be thanked for his attendance and presentation.

To receive petitions from members of the public and community groups.

4.(v)

Open Forum

Explorer Belt Presentation

 

This item has been placed on the agenda at the request of Councillor Shan Alexander. Local Scouts will attend the meeting and make a presentation.

Minutes:

Robert Roberts attended the meeting and made a presentation in respect to the Explorer Belt presentation. Robert explained that the Explorer Belt was a challenge of a lifetime. It was a chance to take part in a ten day expedition that brought a real understanding of a different country, its culture and way of life. Robert and two fellow scouts had visited Belgium. The Scouts had to demonstrate a number of skills and complete a number of tasks in order to achieve their goal.

 

RESOLVED – That Robert and his fellow scouts be congratulated on their efforts and that Robert be thanked for his attendance and presentation.

A representative of the Democratic Services Manager submitted application for Area Flexibility Funding (copies of which had been circulated) on behalf of a number of community groups as follows:-

 

(i) All Saints Church, Marple

 

Funding requested to support a work club which would meet fortnightly in the church.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 (to be divided equally between the two wards) for funding towards the provision of a fortnightly work club at the church.

 

(ii) Marple Business Forum Christmas Cracker Event.

 

Funding requested towards the Christmas market and entertainment on Market Street.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 (to be divided equally between the two wards) for funding towards the Marple Business Forum Christmas Cracker Event.

 

(iii) Friends of Marple Station

 

Funding requested towards improving the station and brightening up the waiting areas at the station.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 (to be divided equally between the two wards) for funding towards a project to improve and brighten up the station waiting areas.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

The Area Committee are requested to recommend that the Planning and Highways Regulation Committee grants planning permission.

RESOLVED – That the Planning and Highways Regulation Committee be recommended to grant planning permission.

5.(ii)

In connection with demolition (in part) of the former Compstall Printworks and construction of 18 no. dwelling houses and 14 apartments with associated parking and landscape.

 

The Area Committee are requested to recommend that the Planning and Highways Regulation Committee grants planning permission subject to the conditions detailed in the report and the payment of a commuted sum in respect to open space provision and traffic regulation orders.

RESOLVED – That the Planning and Highways visiting team be requested to undertake a site visit to address the Area Committee’s concerns on the proposed development in respect to the potential for overdevelopment at the site and parking provision.

Highways Act 1980 Section 119 Diversion of the south eastern section of footpath 148 Marple between points A – C to points A – B - C on the plan attached. pdf icon PDF 66 KB

To consider a joint report of the Corporate Director for Place Management and Regeneration and the Council Solicitor.

The report details a proposal to divert section of footpath 148 Marple from a route shown by a solid black line between points A-C to a route shown by the broken black line between points A-B-C as detailed on the plan attached at Appendix 1 to the report.

The Area Committee are requested to consider and comment on the proposals detailed in the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to give consideration to the diversion of a section of footpath 148 Marple from the routes shown as a solid black line between points A-C to the route shown by a broken black line between points A-B-C on the plan attached at appendix 1 to the report.

 

RESOLVED – That approval be given to make an order under section 119 of the Highways Act 1980 diverting that part of footpath 148 Marple shown as a solid black line marked as A-C to a broken line marked A-B-C on the plan at Appendix one to the report.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report outlines an agreement has been reached with Marple Golf Couse, Marple to dedicate a public footpath 77 metres long and 1.5 metres wide running parallel to footpath 75 Marple near the disused railway lines Middlewood Way.

 

The Area Committee are requested to consider and comment on the proposals detailed in the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to give consideration of a public path creation agreement in accordance with the provisions of section 25 of the Highways Act 1980.

 

RESOLVED – That approval be given to the marking of a public path creation agreement in accordance with the provisions of section 25 of the Highways Act 1980 for the dedication of public footpath 75(a) Marple as shown on plan 75M_1.15, subject to the path being in a condition satisfactory to the Council prior to the agreement being concluded.

The report outlines a request from the Friends of Marple Memorial Park would like to use the railings at the front of Hollins House Offices for a temporary display about the 141 Marple Men that fell during the first World War.
