To approve as a correct record and sign the Minutes of the meeting held on 16 April 2014.

The Minutes (copies of which had been circulated) of the meeting held on 16 April 2014 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

Disclosable Pecuniary Interest

To receive any announcements from the Chair about local community events or issues.

The Chair reported that the Mayor had attended the opening of the Marple Brass Band Room on 18 May 2014 and that it had been a very entertaining day. He further reported that issues relating to Chadwick Street continued to progress and he anticipated he would be able to report something more substantial at the next meeting.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Wayne Bardlsey (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

The following comments were made/issues raised:-

·         Work had commenced on Upper Hibbert Lane and would last four weeks.

·         Footway repairs on Ashworth Crescent had commenced.

·         Carriageway resurfacing on Glossop Road was due to commence – work would take place at weekends.

·         United Utilities would be carrying out works between 4-6 June 2014 on Station Road.

·         Enforcement action taken about cars for sale on the highway.

RESOLVED – That Wayne Bardsley be thanked for his attendance.

To receive petitions from members of the public and community groups.

(i)            Friends of Windlehurst Park

A representative of the Democratic Services Manager submitted an application on behalf of the Friends of Windlehurst Park requesting funding towards a number of initiatives in the park.

RESOLVED – That consideration of the application be deferred to enable the applicant to submit more detailed information at a future date.

To consider a report of the Corporate Director for Place Management and Regeneration.

The following development applications will be considered by the Area Committee:-

The Corporate Director for Place Management & Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. Proposed cattle housing and muck store to be achieved by roofing over an area between two existing buildings.

The Area Committee is requested to recommend that the Planning and Highways Regulation Committee grants planning permission.

To consider a report of the Council Solicitor.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Marple Area Committee area.

The Area Committee is recommended to note the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider a nomination for listing Windlehurst Park as an asset of community value under the Community Right to Bid.

RESOLVED – That the Corporate Director for Corporate and Support Services, in consultation with the Chair, be authorised to determine the application for listing Windlehurst Park as an asset of community value under the Community Right to Bid.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report outlines objections received to a proposed Traffic Regulation Order - No Waiting at Any Time at Church Lane and Waterside, Marple.

The Area Committee is requested to consider the objections detailed in the report and determine how they wish to proceed.

To consider a report of the Service Director (Education)

The report requests the Area Committee to exercise its delegated power to provide political nominations for Local Authority Governor vacancies in local schools.

The Area Committee is requested to make a nomination to the vacancy at High Lane Primary School.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
