Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 11 December 2013 were approved as a correct record and signed by the Chair.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.a

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that the Friends of Rosehill Station would be be running the annual ‘Santa Train’ service on Saturday 14 December 2013 which was due to depart from the station at 10.54am. The Chair further expressed his thanks to the community groups and volunteers in the Marple area who had run numerous Christmas events.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

With the consent of the Area Committee, this item was withdrawn.

4.c

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the Public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the code of practice.

 

Two questions were submitted concerning the proposed Chadwick Street development.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to provide a written response to the questioner within seven days.

4.d

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Rachel Bingham (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

 

·         Repair works on Mount Drive footways was near completion.

·         Plans for the removal of flags and replacement with Bitmac on Peacefield.

·         Mill Brow drainage – outside the Hare and Hounds public house.

·         The clearing of leaves from Station Road, Strines.

·         Problems associated with fly posting and fly tipping across the Marple Area Committee area.

·         Potholes on Upper Hibbert Lane, near to Sunwell Terrace remained a major concern.

·         Problems associated with Canal Bridge 4 near to Goyt Mill.

·         The cutting of hedges was a major issue across the Area Committee area with footways no longer being safe for pedestrians to use.

 

RESOLVED – That the report be noted.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

A representative of the Democratic Services Manager submitted applications for Area Flexibility Funding (copies of which had been circulated) as follows:-

 

a) Marple Junior Park Run

 

An application for funding towards providing a free 2km run in Brabyns Park every Sunday at 9am.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £200 to the Marple Junior Park Run.(To be divided equally between the two wards)

 

b) High Lane Residents Association

 

An application for funding towards reviving the High Lane War Memorial.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500 to the High Lane Residents Association. (Marple South Ward Allocation)

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Marple Area Committee area.

A representative of the Head of Legal and Democratic Services submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the Area represented by Marple Area Committee.

The report outlines a proposal for a local initiative scheme on Peacefield, Marple South.

 

The Area Committee are recommended to approve the scheme as outlined in the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) outlining a proposal for a local initiative scheme on Peacefield.

 

RESOLVED – That the following be approved at an approximate cost of £6,500 to be funded via the Highway Maintenance and Traffic Management delegated budget ( Marple South ward allocation)

Proposed Waiting Restrictions, Winnington Road/ Station Road, Marple pdf icon PDF 29 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report is a re-submission of a previous report considered by Marple Area Committee on 6th November 2013 with the amended Traffic Regulation Order as instructed by members.

 

The Area Committee is requested to approve the proposals contained in the report and recommend the Executive Councillor (Economic Development & Regeneration) to approve the proposals for roads within 15 metres of the kerb line of a strategic of district distributor route.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to give consideration to the introduction of waiting restrictions on Winnington Road/Station Road, Marple.

 

RESOLVED – (1) That the Executive Councillor (Economic Development & Regeneration) be recommended to approve the proposals at Schedule 1 of the report.

 

(2) That should the Executive Councillor (Economic Development & Regeneration) be minded to approve the proposals contained in the report, the Corporate Director for Place Management and Regeneration then be requested to give consideration to the use of lining which would be sympathetic to the character of the conservation area.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider an application for the use of Council owned land for a community garden.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be informed that the Area Committee supports the proposal for the land to be used as a community garden and he further be requested to ensure that the path leading to and around the land in question is appropriately maintained.

A representative of the Democratic Services Manager submitted a report of the Service Director (Education) (copies of which had been circulated) requesting the Area Committee to exercise its delegated powers to make nominations to the vacancies at St Marys RC Primary, High Lane Primary and Marple Hall Schools. The Area Committee was also requested to give consideration to the re-appointment of Councillor Shan Alexander at Marple Hall School.

The report outlines the estimated costs and works involved in relation to the possible adoption of Cromwell Avenue footpath.

 

The Area Committee is requested to authorise the expenditure of approximately £1000.00 to cover the costs of topographical and geological surveys and the expenditure of approximately £2,300 to cover the costs of the detailed design and estimate for the footpath upgrading works.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider the costs and works involved in relation to the possible adoption of Cromwell Avenue footpath, Marple under s228 of the Highways Act 1980.

 

RESOLVED – That the Democratic Services Manager be requested to arrange a meeting between the Chair of the Area Committee, Councillor Craig Wright and the Corporate Director for Place Management and Regeneration to discuss this matter further and that a report be submitted to the next meeting of the Area Committee outlining the outcome of the discussion.
