Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 25 September 2013 were approved as a correct record and signed by the Chair.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.a

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair welcomed PC Woods (Greater Manchester Police) to the meeting. PC Woods provided an update on Neighbourhood Policing issues in the Marple Area Committee area and answered questions from Councillors and members of the public.

4.b

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Minutes:

Members of the public were invited to submit questions to the Chair of the Area Committee on matters within the powers and duties of the Area Committee subject to the exclusions contained in the code of practice.

 

Two questions were submitted relating to gulley cleansing on the A6 and in respect to a schools project to create a memorial for World War One in Marple Memorial Park.

 

RESOLVED – (1) That the Corporate Director for Place Management and Regeneration be requested to provide a written response to the questioner within seven days.

 

(2) That the Democratic Services Manager be requested to write a letter of support to the Deputy Head of Ludworth Primary School informing him that the Area Committee fully supports the project for the creation of a memorial for World War One to be placed in Marple Memorial Park.

4.c

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality and highway maintenance issues.

Minutes:

Rachel Bingham (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

 

·         The removal of asbestos from Strines Railway Station car park and following fly tipping in Marple Bridge.

·         Preparation for winter gritting during 2013/2014.

·         Resurfacing of the footway on Mount Drive.

·         Works to address drainage issues on Mill Brow were due to commence in the next few weeks.

·         The clearing of leaves to prevent blocked gullies – Councillors requested that the street cleansing rota be circulated.

·         The street lamp at the junction of Lay Hey Road and Winnington Road was still in need of repair.

 

RESOLVED – That Rachel Bingham be thanked for her attendance and presentation.

Petitions

To receive petitions from members of the public and community groups.

Minutes:

One petition was submitted in relation to Proposed Waiting Restrictions on Winnington Road/Station Road, Marple.

 

The Chair suggested to the Area Committee that the petition should be considered in conjunction with agenda item 11 ‘Proposed Waiting Restrictions, Winnington Road/Station Road, Marple.’

 

RESOLVED – That the petition be noted and that it be considered in conjunction with agenda item 11 ‘Proposed Waiting Restrictions, Winnington Road/Station Road, Marple.’

Open Forum

Otterspool Road – United Utilities

 

A representative of the Corporate Director for Place Management and Regeneration and representative of United Utilities will attend the meeting to explain works which will take place on Otterspool Road throughout 2014.

Minutes:

Tony Lowes and Stephen Taylor representing United Utilities and Jon Brown (Traffic Management Engineer, Stockport Council) attended the meeting and made a presentation in relation to proposed sewer works on Otterspool Road, Romiley. 

 

It was stated that the intention of the works was to minimise the environmental impact of sewage overflow during periods of heavy rainfall on Hatherlow Brook by introducing a new waste transfer pipe along sections of Otterspool Road such that any overflow would discharge into the River Goyt.

 

The following comments were made/ issues raised:-

 

·         Works were scheduled to take place for approximately 12 months from January 2014, although the impact on vehicular traffic would not be constant throughout this period as work would also be taking place off the highway.

·         The Council would issue press releases and erect advanced warning signage in the vicinity of the proposed works before it commenced to allow drivers to plan alternative routes.

·         The Council had the ability to control the duration of highway works on Otterspool Road and there were fines that the Council could impose if the works overran.

 

RESOLVED – (1) That Tony Lowes, Stephen Taylor and Jon Brown be thanked for their attendance.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to liaise with United Utilities to prepare and submit regular reports to the Area Committee providing an update on the progression of the sewer works on Otterspool Road, Romiley.

 

4.f

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

5.

Proposed Waiting Restrictions, Winnington Road/Station Road, Marple pdf icon PDF 30 KB

The report informs Members of the proposal to introduce No Waiting At Any Time on part of Winnington Road/Station Road, Marple.

 

The Area Committee is requested to recommend that the Executive Councillor approve the proposals contained in the report.

A representative of the of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) informing Councillors of a proposal to introduce No Waiting at Any Time restrictions on Winnington Road/ Station Road, Marple.

 

The Chair reported that in of a petition being submitted, consideration of the report should be deferred to enable the Corporate Director to assess the points raised in the petition and report to the next meeting.

The report requests the Area Committee to consider an application for a deed of dedication order under section 228 Highways Act 1980 with the intention to formally adopt Railway Road, Marple as a public vehicular highway.
