The minutes (copies of which had been circulated) of the meetings held on 12 and 26 October 2011 were approved as a correct record and signed by the Chair.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.a

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

Minutes:

No announcements were made.

4.b

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Inspector Bray and PC Rigg (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Marple Area Committee.

 

The following issues were raised/comments made:-

 

·         An overall reduction in burglary and criminal damage.

·         The success of Operation Treacle.

·         Concern at a rise in theft from motor vehicles.

·         The restructure of the division.

·         Responding to metal theft is a top priority.

·         The Junior PCSO Scheme was now in operation at Rose Hill Primary School.

 

RESOLVED – That Inspector Bray and PC Rigg be thanked for their attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

 

Minutes:

Four public questions were submitted relating to:-

 

a)    Funding for the Connect 2 project.

b)    Consultation carried out in respect to the Connect 2 project.

c)    Costs for the distribution of the 2012 recycling calendars;and

d)    The public consultation on planning.

 

Questions a) b) and d) were answered at the meeting.

 

RESOLVED – That in respect to question c) the questioner be provided with a written response within 7 days.

4.d

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

 

(a) Alan Whitfield (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by Marple Area Committee.

 

RESOLVED - That Alan Whitfield be thanked for his attendance.

 

(b) Rachel Bingham (Highways Officer) attended the meeting to answer questions from Councillors and members of the public in relation to highway issues within the area represented by Marple Area Committee.

 

RESOLVED - That Rachel Bingham be thanked for her attendance.

Petitions

To receive petitions from members of the public and community groups.

Minutes:

A petition was submitted on behalf of residents of Glossop Road requesting some form of traffic calming in response to the number of accidents and cars speeding on Glossop Road.                 

 

RESOLVED – That the Service Director (Place Management) be requested to investigate this issue as a matter of urgency and report to the next meeting.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

There were no Area Funding applications to consider.

The following development applications will be considered by the Area Committee:-

Sub-division of existing property to provide additional dwelling and creation of separate parking space.

 

The Area Committee is recommended to request that the Planning & Highways Regulation Committee grant planning permission.

 

 

(a)  To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

 

(b)  To consider the remaining applications.

 

(c)  To consider consultations (if any) received by the Service Director (Place Development) on any planning issues relevant to the Marple Area Committee area.

RESOLVED – That the application to hold the Marple Christmas Food and Drink Market on Market Street, The Hollins and Derby Way on 10 December 2011 be approved.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Place Management) requesting the Area Committee to consider a proposed scheme on Meadow Close, High Lane.

 

RESOLVED – That approval be given to the following scheme at an approximate cost of £3600.00 to be funded from the Highway Maintenance and Traffic Management delegated budget (Marple South ward allocation)
