Community Engagement

(i)    Chair’s Announcements

 

To receive announcements from the Chair about local community events or issues.

 

(ii)    Neighbourhood Policing

 

Councillors and members of the public are invited to raise 'Neighbourhood Policing' issues with the local Neighbourhood Policing Team.

 

(iii)   Public Question Time

 

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice. (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local

libraries and Information and Advice Centres)

 

(iv)  Environmental and Highway Services

 

The Area Conditions Officer and Highways Officer will attend the meeting to provide an update on matters raised at the last Area Committee meeting. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

 

(v)   Petitions

 

To receive petitions from members of the public and community groups.

 

(vi)  Open Forum

 

In accordance with the Code of Practice, no organisations have indicated that they wish to address the Area Committee.

 

(vii)  Area Flexibility Funding

 

To consider applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

(i)         Chair’s Announcements

 

The Chair reported that there would be a Carer's information event in Stockport Town Hall on Tuesday, 14 June 2011. She further reported that the Marple Brass Band would be holding a fundraising event on Monday 30 May in Marple Memorial Park

 

(ii)        Public Question Time

 

No public questions were submitted

 

(iii)       Neighbourhood Policing

 

Inspector Brendan O’Brien (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Marple Area Committee. The following comments were made/issues raised:-

 

·        Policing efforts to reduce all types of crime.

·        Participatory budgeting events.

·        The provision of an additional PCSO in the Marple area.

·        The issuing of a search warrant on an off-licence in Rose Hill.

·        Anti-social behaviour in Rose Hill Park.

 

RESOLVED – That Inspector O’Brien be thanked for his attendance.

 

(iv)       Environmental and Highway Services

 

(a) Alan Whitfield (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues in the Marple area.

 

The following comments were made/issues raised:-

·        The poor state of the building site on Cross Lane.

·        An increase of flyposting on street furniture in the last month.

·        The removal of Graffiti in High Lane Park and Marple Memorial Park - Joint patrols between the Council and the Police.

·        Litter on Stockport Road and bin replacement.

 

(b)   Rachel Bingham (Highways Officer) attended the meeting to answer questions from Councillors and members of the public in relation to highways issues in the Marple area.

 

The following comments were made/issues raised:-

 

·        Drainage on Mill Brow.

·        Theft of gullies in High Lane.

·        Work programmed for Dooley Lane in June.

·        Costs are being sought for works on Compstall Lane.

·        Meeting with United Utilities to discuss issues on Hibbert Lane.

·        The poor state of the road surface on Russell Avenue.

 

 

RESOLVED - That Alan Whitfield and Rachel Bingham be thanked for their attendance.

 

(v)        Petitions

 

No petitions were submitted.

 

(vi)       Open Forum

 

No organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

 

(vii)      Area Flexibility Funding

 

(a)       A representative of the Democratic Services Manager submitted an application on behalf of the 1st Marple Beavers/ Marple Scout Group to support the adoption of a flower bed in Marple Memorial Park.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £50.00 to be funded equally between the Marple North and South wards.

 

(b)       A representative of the Democratic Services Manager submitted an application on behalf of 1st Marple Rainbows, 2nd Marple Rainbows, 3rd Marple Rainbows to support the adoption of a flower bed in Marple Memorial Park

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £150.00 to be funded equally between the Marple North and South wards.

The report informs members of the investigation into the introduction of a possible 3.5 tonne environmental weight restriction order and a 20mph speed limit order on Church Lane.

A representative of the Service Director (Environment) submitted a report (copies of which had been circulated) informing the Area Committee of an investigation for the introduction of a 3.5 tonne Environmental Weight Restriction order (Except for Access) on part of Church Lane, Marple and a 20mph speed limit order on Church Lane and surrounding streets, Marple.

 

RESOLVED - (1) That the following be approved at an approximate cost of £3000.00 to be funded from the Highway Maintenance and Local Innitiatives delegated budget (3.5 Tonne Weight restriction) and the Execuitve Councillor (Transportation) be requested to approve and fund the element of the scheme under his responsibility as soon as possible :-

 

3.5 Tonne Environmental Weight Restriction Order (Except for Access)

 

To introduce a 3.5t Environmental Weight Restriction (Except for Access) Order on the following street:

 

Church Lane - From the southerly kerb line of Stockport Road to the north western kerb line of Leigh Avenue.

 

20 mph speed limit order                

 

To introduce a 20mph speed limit order on the following streets for the whole length.

 

Avon Close, Carver Road, Carver Drive, Windsor Drive, Ash Grove,

Westbury Drive, Shirley Avenue, Turner Road, Highfield Road,

Springfield Avenue, Ellesmere Avenue, Edwards Way, Edwards Close,

Leigh Avenue, Brindley Avenue, Union Road, Marple.

 

Church Lane - From its junction with Stockport Road to its junction with Hibbert Lane

 

 

(2) That the Service Director (Environment) be requested to submit a report to the next meeting of the Area Committee outlining the costs to conduct a residents' only parking survey on Church Lane.

The report outlines a proposal for the acquisition of the Seven Stiles allotment site by Stockport Council.

 

The Area Committee is requested to give consideration and comment on the proposal of the Seven Stiles allotment site be acquired by Stockport Council.

A representative of the Managing Director NPS Stockport Ltd submitted a report (copies of which had been circulated) requesting the Area Committee to consider an outline proposal for the acquisition of the Seven Stiles Allotment site by Stockport Council.

 

RESOLVED - (1) That the Managing Director NPS Stockport Ltd be informed that the Area Committee supports the proposal for the Council to acquire the land in question.

 

(2) That the Managing Director NPS Stockport Ltd and the Service Director (Legal & Property) be requested to submit a report to a future meeting of the Area Committee outlining any legal issues associated with the acquisition of the land.

The Area Committee is requested to consider the current arrangements in relation to the appointment and role of Highway Ward Spokesperson and the monitoring of the Highway Maintenance and Local Initiatives Delegated Budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Area Committee to give consideration to the current arrangements in relation to the appointment  of Highway Ward spokespersons and the monitoring of the Highway Maintenance and Local Initiatives delegated budget.

 

RESOLVED - (1) That the following Councillors be nominated as spokespersons with whom the Service Director (Environment) should undertake consultations prior to reports being considered by the Area Committee on highway and traffic issues:

 

Marple North Ward -  Susan Ingham

Marple South Ward -  Susan Ingham

 

(2) That the Highway and Traffic Ward Spokesperson Protocol be approved, including the delegation to the relevant Corporate Director authority to spend up to £300 of the Area Committee’s Highway Maintenance and Traffic Management delegated budget, in consultation with the relevant Ward Spokesperson.

 

(3) That the Corporate Director (Communities, Regeneration & Environment) be authorised to review annually the level of delegated budget and amend if required in consultation with the Chair and ward spokespersons.

 

(4) That the Area Committee agrees not to commit expenditure from the following financial year’s Highway Maintenance and Local Initiatives delegated budget for any schemes before January 1 in any given year unless approval has been obtained from the Executive Councillor (Transportation).

15.

Cabe - Ridding Marple of Street Clutter

The Democratic Services Manager to report at the meeting.

Minutes:

A represnetatived of the Democratic Services Manager reminded the Area Committee that they had heard a presentation from CABE and the Marple Civic Society in October 2010 and had further met with the group in February 2011 to discuss the issue of street clutter in Marple. The Area Committee were asked how they now wished to proceed in repect to the issues raised at both those meetings.

 

RESOLVED (1) That the Service Director (Regerneration) be requested to report to the next meeting of the Area Committee outlining the costs for the removal of unnecessary signs in Marple District Centre as detailed in the review carried out by CABE and Marple Civic Society presented to the Area Committee in Oct 2010.

 

(2) That the Service Directors (Regeneration) and (Environment) be requested to report to a future meeting of the Area Committee outlining proposals for ridding Marple District Centre of any unnecessary street clutter.
