Consultations/Surveys

·         Technology Enabled Living Survey – To assist those disadvantaged to use technology to cope with everyday life. (Deadline – 16 December 2019)

·         Domestic Abuse Survey – Seeking the views of people who have either experienced domestic abuse or are aware of it. (Deadline – 17 December 2019)

·         Public Space Protection Order Consultation – An extended consultation, to stop car cruising on a number of Stockport car parks (Deadline - 19 December 2019)

·         School Admissions Policy and Whitsun School Holidays –

o   School Admissions – for specific schools, but not in any of the Marple Area Committee Wards (Deadline – 12 January 2020)

o   Whitsun School Holidays – how the Primary and Secondary Whitsun school holidays are planned for the school term. (Deadline - 12 January 2020)

 

Events

·         16 December 2019 – Santa Train arrives at Rosehill Station from 3.30pm with the Mayor of Stockport and Santa present.

·         18 December 2019 – School Choir will be singing at Marple Station for commuters from around 6.45am.

·         20 December 2019 – Marple Lime Kilns will be having a lighting up event from 5.00pm.

 

The Chair then informed the Committee that the next Marple Area Committee meeting would be held on Wednesday, 29January 2020.

 

He also reported that the General Elections would be held on Thursday, 12 December 2019 and encouraged everyone to vote.

RESOLVED – (1) That with regard to plan no. 074339 for the approval of listed building consent, planning permission be granted.

 

(2) That with regard to plan no. 074338 for full planning consent, planning permission be refused on the grounds that the proposed development would have a detrimental impact on the heritage of the local environment and conservation area as well as having a detrimental impact on the highway network through additional traffic generation which would have a further negative impact on parking in the local area.

A representative of the Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Marple Area Committee.

 

It was commented that it was regrettable that the Mayor of Greater Manchester was shortly due to visit The Garden House, Lakes Road, Marple that was the subject of a longstanding appeal against the undertaking of enforcement action by the Council with regard to the change of use of the site without the benefit of planning permission.

 

Following concerns expressed by members in relation to the length of time it was taking for appeals to be resolved, it was commented that there was a backlog of enforcement enquiries with the Planning Inspectorate due to a shortage of Planning Inspectors.

 

RESOLVED – That the report be noted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

The Chair reported that the Public Realm Officer was unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the area committee separately.

 

The following comments were made/issues raised: -

 

·         Cycle Path – is still not complete in the vicinity of Chadkirk Chapel, with no signs as yet being erected. Signs need to be installed to indicate the cycle path and the pedestrian path to avoid any incidences.

·         Weed Spraying - Residents of High Lane, were very unhappy regarding the weed spraying on High Lane. There has since been a visit from a member of staff of Stockport Council, to discuss the issue and find a way forward.

Simon Styche attended the meeting and submitted an application for Ward Flexibility Funding on behalf of English Knights Lacrosse towards the cost of the purchase of playing kit.

 

RESOLVED – That, approval be given to an application from English Knights Lacrosse for a grant of £150 from the Ward Flexibility Funding Budget (Marple North ward allocation) towards the cost of the purchase of playing kit.

RESOLVED – That, approval be given to an application from Age UK Stockport for a grant of £200.20 from the Ward Flexibility Funding Budget (£115 from the Marple North ward allocation and £85.20 from the Marple South and High Lane ward allocation) towards the cost of facilitating community events.

A representative of the Deputy Chief Executive reported that this application had been the subject of an award from the Werneth Area Committee of the full amount that had been applied for, and consequently it was requested that the Area Committee give its consent to the item’s withdrawal.

Proposed Traffic Regulation Orders A555 (A6 to Manchester Airport Relief Road) pdf icon PDF 198 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details proposals for new traffic orders associated with proposed permanent speed limits on the recently constructed A555 and also other roads affected by the A6-MARR highway scheme (A6 to Manchester Airport Relief Road). The new road (A555) now links Ringway Road West within Manchester City Council’s boundary to the new section of A6 constructed east of Buxton Road in Hazel Grove.

 

Sections of the A555 and associated approach /side roads that require speed limits which differ from the three national speed limits of 30mph, 60mph and 70mph where these would be considered inappropriate will be set (or re-set on existing sections) by Stockport Council as Lead Highway Authority in order to meet the local needs and conditions.

 

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approval to the legal advertising of the package of traffic regulation orders and associated revocations detailed at Appendix A and B of the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders, to be funded from the existing budget for the A6-MARR scheme.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) setting out proposals for new traffic orders associated with proposed permanent speed limits on the recently constructed A555 and also other roads affected by the A6-MARR highway scheme (A6 to Manchester Airport Relief Road). The new road (A555) now links Ringway Road West within Manchester City Council’s boundary to the new section of A6 constructed east of Buxton Road in Hazel Grove.

 

It was commented that there were a number of different speed restrictions that applied over the length of the A555 and it was suggested that consideration should be given to increasing the limit on the new stretch of road to 60mph. In response, it was stated that the proposed schedule of traffic regulation orders only sought to make permanent the existing temporary orders that had been in place since the road opened. It was further clarified that the new length of road had been built to a different design standard which meant that 50mph was the appropriate speed limit.

 

RESOLVED – That the Cabinet Member for Sustainable Stockport be recommended to give approval to the legal advertising of the package of traffic regulation orders and associated revocations detailed at Appendix A and B of the report and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders, to be funded from the existing budget for the A6-MARR scheme.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the position on the ward delegated budgets.

 

It was requested that: -

 

·         an update be provided with regard to the Council’s position on the provision of new residents’ permit parking schemes.

·         an update be provided with regard to the investigation into speed mitigation at the Strines Road/ Station Road/ Whitecroft junction.

·         a formal update and written papers be provided to the next Area committee meeting with regard to Minute No. 5(ii), November 2018 – Public Question Time – Work undertaken by the Council and Atkins to improve the Marple Town Centre.

·         the “timescales” be included in the report for each of the outstanding projects/schemes for future meetings.
