The Minutes (copies of which had been circulated) of the meeting held on 4 November 2013 were approved as a correct record and signed by the Chair.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that Anne Wallace, the Director of the Starting Point Community Learning Partnership, had recently been awarded on OBE for services to adult and community learning through the creation of a café within Woodley Precinct which had operated as a community hub for informal adult learning.  The Chair commended Mrs Wallace and referred to the recent establishment of a subgroup of Starting Point within the Romiley area.

 

The Chair further commented on a number of initiatives that had taken place within Romiley Precinct, specifically the Artisan Markets which had run once a month and which was due to be taken over by the Romiley Traders Association and the tree lighting event which had taken place on Saturday, 30 November 2013.

 

Finally, the Chair reported that Greater Manchester Police would be holding a ‘Santas’ Grotto Crime Prevention Event’ at Bredbury Library on Saturday, 14 December 2013.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         A number of incidences of fly-tipping had occurred on Welkin Road, Bredbury from which evidence had been retrieved and investigations remained ongoing.

·         A fly-tip had occurred on Dark Lane, Bredbury where evidence had been found and investigations were underway.

·         A fly poster had been reported on Otterspool Road, Romiley and the company involved had now received an initial warning and the poster had been removed.

·         All grit bins within the Werneth area had now been filled with grit and would be refilled as appropriate.  Members of the public were encouraged to contact the Council if they encountered a bin which had not been replenished.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

To receive petitions from members of the public and community groups.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application from Stockport Building Preservation Trust for funding of £200.00 towards the cost providing materials to support the work of the organisation.

A representative of the Democratic Services Manager submitted an application received on behalf of Stockport Building Preservation Trust for Area Flexibility Funding towards the cost of providing materials to support the work of the organisation.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £200 to Stockport Building Preservation Trust towards the cost of providing materials to support the work of the organisation.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Council Solicitor (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

The representative of the Corporate Director for Place Management and Regeneration clarified that the prosecution being pursued against the developer at Sandy Lane, Romiley had resulted from a report by a member of the public that work had been undertaken to remove branches and roots of trees which were covered by a Tree Preservation Order.  It was confirmed that the trees had been assessed by the Council’s Arboricultural Officer who had determined that the trees were not in an unsafe condition.

 

RESOLVED – That the report be noted.

7.

Hillside Road, Pennine Road, Werneth Road, Woodley - Proposed Traffic Regulation Orders pdf icon PDF 33 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report details proposals to implement waiting restrictions and associated Traffic Regulation Orders on Hillside Road, Pennine Road & Werneth Road, Woodley.

 

The Area Committee is recommended to give approval to that element of the following scheme that falls within the purview of the Area Committee and to request that the Executive Councillor (Economic Development & Regeneration) gives approval to the remaining element of the proposed scheme that falls within 15 metres of the kerb line of a Strategic or District Distributor route.

 

Proposed No Waiting At Any Time       

           

Pennine Road - East side from the northern kerb line of Hillside Road for a distance of approx. 18 metres in a northerly direction.

 

Werneth Road – East side from the southern kerb line of Hillside Road for a distance of approx. 40 metres in a south easterly direction.

 

Hillside Road - North side from the eastern kerb line of Pennine Road for a distance of approx. 15 metres in an easterly direction.

 

Hillside Road - South side from the eastern kerb line of Werneth Road for a distance of approx. 25 metres in an easterly direction.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing the results of a public consultation exercise which was carried out during October 2012 regarding proposed waiting restrictions on Hillside Road, Pennine Road and Werneth Road, Woodley and seeking approval to proceed with the implementation of the waiting restrictions and associated Traffic Regulation Orders.

 

The Chair reported that the Area Committee had previously considered proposals to introduce waiting restrictions at this location at its meeting on 19 November 2012, and that since that time the proposed scheme had been amended to reduce the extent of the restrictions.

 

RESOLVED – That, in the light of there being no further evidence to support the introduction of waiting restrictions at this location since the Area Committee last considered the matter, the Executive Councillor (Economic Development and Regeneration) be recommended not to proceed with the proposals.

The report seeks the Area Committee’s views on the proposed polling arrangements within the Werneth area in order to inform the Council Meeting’s determination of polling districts, polling places and polling stations for forthcoming elections.

 

The Area Committee is requested to consider and comment on the report.

A representative of the Democratic Services Manager submitted a report of the Assistant Chief Executive (Strategy, Policy, Partnerships & Transformation) (copies of which had been circulated) seeking the Area Committee’s views on the proposed polling arrangements within the Werneth area in order to inform the Council Meeting’s determination of polling districts, polling places and polling stations for forthcoming elections.

 

The following comments were made/ issues raised:-

 

·         It was noted that access to the polling place identified in the report as ‘Cherry Tree Community Shop’ for polling district ‘JE’ was not wide enough to allow a wheelchair through the entrance.

·         The Community Room at Bredbury Library for polling district ‘JA’ was not in an ideal location for most electors of that polling district, being located across a busy road with one crossing point.  It was requested that consideration be given to the use of the Highgate Centre, Bents Avenue or alternatively the use of a mobile polling station.

 

RESOLVED – That the Assistant Chief Executive (Strategy, Policy, Partnerships & Transformation) be requested to give consideration the comments of the Area Committee in determining the polling districts, polling places and polling stations for forthcoming elections.

9.

The report details an application made by Romiley Traders Association to hold one event per month within the courtyard of Romiley Precinct.

 

The Area Committee is recommended to approve the application.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing a street trading application made by Romiley Traders Association to hold one event per month within the courtyard of Romiley Precinct.

 

RESOLVED – (1) That the application be granted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to submit a report to a meeting of the Area Committee in six months’ time providing an update on the operation of the street trading consent and providing an opportunity for the Area Committee to review its decision to approve the application in the light of this information.

10.

Use of Commuted Sums in the Werneth Area pdf icon PDF 37 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report details proposals for the use of commuted sums for play provision in the Werneth committee area and requests the Area Committee to give approval to the location of the play area where these sums are to be spent.

 

The Area Committee is recommended to give approval to the allocation of commuted sums as follows:-

 

(1) The use of £334.62 from development no. 1111 (DC052638, 52 Osborne Street, Bredbury) to future playground improvements at Woodbank Park Play Area.   

 

(2) The use of £334.62 from development no. 1113 (adj. to 140-142 Hyde Road, Woodley) towards future play improvements at Smithy Green (Pine Street) Play Area.

 

(3) the use of  £167.31 from development no. 1114 (DC052857, 4 John Street, Romiley) towards future play improvements at Romiley Park.

RESOLVED – That approval be given to the following allocations of commuted sums for the Werneth area:-

 

(i) The use of £334.62 from development no. 1111 (DC052638, 52 Osborne Street, Bredbury) to future playground improvements at Woodbank Park Play Area.  

 

(ii) The use of £334.62 from development no. 1113 (adj. to 140-142 Hyde Road, Woodley) towards future play improvements at Smithy Green (Pine Street) Play Area.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on Area Flexibility and the Highway Maintenance and Traffic Management delegated budgets.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide a further update on action that had been taken following the undertaking of a speed survey on Carlton Avenue, Romiley.

 

(3) That the Corporate Director for Place Management and Regeneration be requested to clarify the current position with regard to proposals to introduce a 20mph speed restriction on the Goyt Valley Estate.
