Election of Chair

To elect a Chair of the Committee until the next Annual Council meeting

Minutes:

RESOLVED – That Stephen Clarke be elected as Chair of the Standards Committee for the period until the next Annual Council Meeting.

Appointment of Vice-Chair

To appoint a Vice-Chair of the Committee until the next Annual Council meeting.

RESOLVED – That Keiran McMahon be appointed Vice Chair of the Standards Committee for the period until the next Annual Council Meeting.

To approve as a correct record and sign the Minutes of the meeting held on 1 March 2013.

The Minutes (copies of which had been circulated) of the meeting held on 1 March 2013 were approved as a correct record and signed by the Chair.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

To consider the following reports of the Monitoring Officer in relation to requests received for dispensations:

 

(i)            A request for a dispensation from Councillor David White in relation to issues concerning Borough Care

 

(ii)          A request for a dispensation from Councillor Martin Candler in relation to issues concerning Stockport Homes

 

Recommendation

 

The Standards Committee is invited to consider granting the dispensation as requested.

(i)        A request for a dispensation from Councillor David White in relation to issues concerning Borough Care

 

The Monitoring Officer submitted a report (copies of which had been circulated) relating to a request for a dispensation received from Councillor David White in relation to Borough Care where Councillor White’s partner was employed.

 

The Monitoring Officer clarified that Councillor White had a Disclosable Pecuniary Interest in Borough Care.

 

RESOLVED – (1) That a dispensation be granted to Councillor David White until May 2014 to enable him to stay and speak in relation to any matters concerning Borough Care when being discussed at the Council Meeting or any committee of the Council, but not to vote.

 

(2) That the dispensation does not extend to consideration of any planning application from Borough Care.

 

(ii)       A request for a dispensation from Councillor Martin Candler in relation to issues concerning Stockport Homes

 

The Monitoring Officer submitted a report (copies of which had been circulated) relating to a request for a dispensation received from Councillor Martin Candler in relation to Stockport Homes where Councillor Candler’s daughter was employed.

 

The Monitoring Officer clarified that Councillor Candler had a Personal Interest in Stockport Homes as his daughter, not a partner or spouse, was employed by the organisation.

 

RESOLVED – (1) That a dispensation be granted to Councillor Martin Candler until May 2016 to enable him to stay and speak in relation to any matters concerning Stockport Homes when being discussed at the Council Meeting or any committee of the Council, but not to vote.

 

(2) That the dispensation does not extend to consideration of any planning application from Stockport Homes.
