To approve as a correct record and sign the Minutes of the meeting held on 7 August 2018.

The Minutes (copies of which had been circulated) of the meeting held on 7 August 2018 were approved as a correct record and signed by the Chair subject to the amendment of the following:-

(i)            in the list of Councillors present the amendment of the Vice Chair designation to Councillor Paul Hadfield

(ii)          under Minute 4 (iii) ‘Public Realm’ the replacement in the resolution of ‘Carolyn Anderson’ with ‘Carolyn Turner’.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

The following interests was declared:-

Personal & Prejudice Interest

No urgent decisions were reported.

To receive any announcements from the Chair about local community events or issues.

The Chair made the following announcements:-

(a)  There would be a service and dedication event and for a new commemorative stone for Wilfred Wood, a recipient of the Victoria Cross, on Sunday 28 October 2018 at 10.30am at Hazel Grove War Memorial.

(b)  There would be a coffee morning at 8am on Friday, 28 October at the Harvester Pub on Turnstone Lane, Offerton as part of the MacMillan Coffee Morning campaign.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Area Committee on any matters within its powers and duties, subject to the exclusions set out in the Code of Practice.

Two public questions were submitted.

(1)  The first question asked what the Council was doing to properly resource policing in the Hazel Grove area in light of a recent upturn in burglaries and anti-social behaviour.

In response, Councillor Julian Lewis-Booth stated that he was aware of concerns from residents in Hazel Grove about crime, but highlighted some notable successes for the police in the area recently, including apprehending a number of members of criminal gangs. He further reported that there had been changes to staffing rosters for the Neighbourhood Policing Team to provide better coverage at high demand periods. Councillor Lewis-Booth also encouraged residents to ensure that crime and anti-social behaviour was reported to the Police using the 101 number.

Other councillors echoes these comments in relation to their own wards and encouraged the public to attend Police community meetings to raise their concerns.

RESOLVED – That the Democratic Services Manager be requested to extend an invitation to local Neighbourhood Policing Team to attend the next meeting of the Area Committee.

(2)  The second question asked when the Area Committee would be holding a meeting with residents, Council officers and representatives of Stepping Hill Hospital to discuss parking problems as had been promised in June 2018.

The Chair responded by explaining that it had not be possible to arrange an appropriate date for a separate meeting so she was proposing to include an Open Forum item on the agenda for the meeting on 6 November 2018 to discuss the outstanding issues relating to hospital generated parking. She stated that a number of meetings had taken place in recent years and that the Hospital management had implemented a number of measure that should have an impact on parking, but that these had needed time to have an impact. She emphasised the need for the discussion at the next meeting to be focussed and directed toward a resolution to the issue.

Councillor Dawson commented that there had not been a clear consensus amongst residents as to the most appropriate solution although residents of Hurdsfield Road had been clear about their desired outcome and he hoped that this could be resolved promptly.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Carolyn Turner, Public Realm Inspector, attended the meeting to answer questions from councillors and members of the public in relation to highway and environmental quality issues within the area represented by the Stepping Hill Area Committee.

The following additional issues were raised:-

·         Highway safety inspections had taken place on the A6 in Hazel Grove (east side of A6 from the Bramhall Lane junction to Torkington Rd back to Hazelwood Rd) in Stepping Hill Ward on Mile End Lane, Dialstone Lane and Buxton Rd) and were due to take place in Offerton Ward in October on the Offerton Estate and main routes. Works had been completed on the Cherry Tree Lane highway collapse.

·         6 monthly gully cleansing had been completed on Chester Rd (Shepley Drive to Vaudrey Drive), Bean Leach Roadd (Brooklands Farm to Brook Vale Farm), Marple Road (Fogbrook to Marple Old Road), Offerton Road (Brinkburn Road to Torkington Road), Torkington Road (from Hazelwood Road to Allotments). Ad hoc repairs and cleansing was taking place where there were short term flooding incidents caused by recent heavy rainfall.

·         The Community Pay Back team had tidied planters on Moorland Road; removed green waste from the field by Offerton Fire Station; trimmed vegetation on Maxwell Ave at the entrance to Boothby Street Park; visited Cow Lane and undertaken some work although more remained to be completed.

·         The Council was purchasing A4 aluminium warning of sign for dog fouling, to be fitted to existing poles. Councillors were invited to nominate locations.

·         The responsible dog walkers pledge had been launched, further details of which were on the Council website at www.stockport.gov.uk/welovestockport

·         Resurfacing work was ongoing on Dial Road and was due to start this month on Boothby Street and Ravenoak Road. A rolling programme of resurfacing would take place on Warwick Drive, Beaumaris Crescent, Sterling Avenue, Skipton Close, Aldwyn Crescent, Cotswold Avenue, Ringwood Avenue, Boscombe Drive, Newlyn Close and Rhos Drive.

The following additional issues were raised:-

·         Concerns were raised about flooding on Bean Leach Road possibly caused by the brook being blocked.

·         A request was made for vegetation to be trimmed around the island adjacent to 2-12 Torkington Road in preparation for bollard installation as otherwise pedestrians would need to into road.

·         An update was requested for the timescale for repairs to the brickwork on planters on Moorland Road.

·         An update on the timescale was requested for repairs to the leaning signage poles at the junction of Woodmoor Lane & Bramhall Lane.

·         There remained snagging following resurfacing work on Warwick Drive.

·         The recent resurfacing work on Maxwell Avenue had left a significant amount of loose core material that needed addressing.

·         The grass in the Boothby Street Play area was being mowed but not all areas were being mown. A request was made for some areas to be strimmed.

·         Concerns were expressed that the play area on the recently completed Redwood gardens was suffering from dog fouling.

·         Clarification was sought on whether residents could use their own weed killer products on the highway outside their properties. In response it was stated that the Council would neither advise nor authorise this.

·         Broken fencing on the Council car park near the Bamboo Club in Hazel Grove was reported and clarification was sought on if this would be repaired or replaced.

·         Officers were thanked for works on the vergers on Lunedale Green.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisation had indicated that they wished to address the Area Committee as part of the Open Forum Arrangements.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

Conversion and remodelling of existing building to 16 apartments and the construction of an extension to form a further 8 apartments.

To consider a report of the Deputy Chief Executive.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Stepping Hill Area Committee area.

The Area Committee is recommended to note the report.

A representative of the Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Stepping Hill Area Committee.

RESOLVED – That the report be noted.

To consider a joint report of the Corporate Director for Place Management & Regeneration and the Deputy Chief Executive.

The report invites the Area Committee to consider the creation of a bridleway over a section of unrecorded path between Woodsmoor Station and Mirrlees Field, as shown marked A – B on the plan at Appendix 1. If it creates the bridleway, the Council will have maintenance responsibility to bridleway standard for the route. The path would be maintainable at public expense.

The Area Committee resolve to authorise the making of a bridleway creation order in respect of the section of the route between points A – B as shown on the plan at Appendix 1.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) inviting the Area Committee to consider a proposal to create a bridleway over a section of unrecorded path between Woodsmoor Station and Mirrlees Field, shown marked A – B on the plan at Appendix 1 of the report, as part of the Town Centre Access Plan and as part of improvements to local connectivity.

RESOLVED – (1) That approval be given to the making of a bridleway creation order in respect of the section of the route between points A – B as shown on the plan at Appendix 1.

(2) That the Corporate Director for Place Management & Regeneration be requested to expedite the surfacing of the new bridleway.

The report sets out an objection received to a proposed order to introduce No Waiting at Any Time on Norbury Crescent, Hazel Grove, and includes the response of Officers to the issues raised in the objection.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneation (copies of which had been circulated) informing the Area Committee of an objection received to the proposed introduction of a waiting restrictions on NorburyCrescent, Hazel Grove. The report also included a response from the Coporate Director to the issues raised.

RESOLVED – That in light of the objection received, the Metropolitan Borough Council of Stockport (Norbury Crescent, Hazel Grove) (Prohibition Of Waiting) Order 2018 be amended as follows:-

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) inviting the Area Committee to consider a proposal to introduce speed cushions on Woodsmoor Lane/ Moorland Road, Woodsmoor to reinforce the existing 20mph speed limit.

The £24,051.70 projected cost of the scheme was to be met from the Highway Capital Programme.

A number of local residents attended the meeting in support of the proposals.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) inviting the Area Committee to consider proposals to introduce No Waiting at Any Time restrictions on parts of Arundel Avenue (including Harlech Drive and Warwick Drive) in Hazel Grove in order to reduce conflict and congestion amid with traffic near the junction with Lyndhurst Avenue.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) inviting the Area Committee to nominate a councillor to lay a wreath at the Hazel Grove War Memorial on 11 November 2018.

RESOLVED – That Councillor Paul Ankers be nominated to lay a wreath on behalf of the Council at the Hazel Grove War Memorial on 11 November 2018.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

The Area Committee is recommended to note the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress with decisions taken at previous meetings and on the current position on the Area Committee’s delegated budgets.

RESOLVED – That the report be noted.

(Note: the Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 (as amended) in order to allow the Area Committee to consider the matter before the expiry of the representation period for the application).

The Chair reported to the Area Committee that the operators of the Service Station at Offerton Green had recently applied to the Council to sell alcohol for consumption off the premises 24 hours a day and the provision of late night refreshment from 11pm until 5am, both for every day of the week. The Chair further reported that she had been approached by local residents concerned by the changing character of the facility and the potential for this to lead to increased nuisance and anti-social behaviour.

Councillors expressed concern that existing problems of anti-social behaviour in this area would be exacerbated by the presence of a late night retailer and food outlet and that patrons to the establishment may cause nuisance to neighbours during the early hours of the morning. Councillors referred to the recent planning application for this site and reiterated comments made then when a number of members raised no objection to provision of a food outlet but were uncomfortable with extended hours of operation.

RESOLVED – That the Democratic Services Manager, in consultation with the Chair, be authorised to submit an objection to the new premises license application for Offerton Green Service Station, Marple Road objecting on the grounds that the proposal would not meet the Prevention of Public Nuisance and the Prevention of Crime and Disorder.
