Reason for urgency:
Due to time constraints relating to the Homes and Communities Agency (HCA) funding which Equity Housing Group has obtained to support the possible new development at Royley Carr, the decision on the disposal of this site would need to be agreed before the next scheduled meeting to minimise the risk of the funding for the scheme being withdrawn and allocated elsewhere by the HCA.

This particular scheme has been submitted for grant funding assuming a start on site in January 2016 and pushing a report submission to the Executive in October 2015 would make the timetable for planning and tenant consultation unattainable.
