Statement of Community Involvement

The Council Meeting will be invited to agree a revised Statement of Community Involvement, as required by the Planning and Compulsory Purchase Act 2004 (as amended), to reflect changes to the Council’s planning processes, to national legislation and to regional and local agencies, and to account for the development of the Greater Manchester Spatial Framework (GMSF).

 

Prior to the Council Meeting consideration, the Corporate Director for Place Management & Regeneration will be invited to approve the draft Statement of Community Involvement and the commencement of a public consultation period.

This decision will be taken under urgency procedures.

Reason for urgency:
The Statement of Community Involvement (SCI) needs to be revised to reflect changes to the Council’s planning processes, to national legislation and to regional and local agencies. Most pressingly, a revision of the SCI is required to detail the consultation arrangements for the Greater Manchester Spatial Framework (GMSF) before statutory stages of consultation can be undertaken, in accordance with the Planning and Compulsory Purchase Act 2004 (as amended).
Before an SCI can be adopted, the Council is required to undertake a public consultation period of not less than 6 weeks. The decision required is to publish the revised SCI for consultation beginning as soon as possible. Delaying the consultation would hamper the SCI being agreed by the Council in time to allow the GMSF consultation to commence in conjunction with other Greater Manchester authorities. It has not been possible to agree the consultation document earlier due to ongoing negotiations over the GMSF arrangements.
