The Health and Social Care Act 2012 has given
local authorities (LAs) and clinical commissioning groups (CCGs)
equal and joint duties to prepare a Joint Strategic Needs
Assessment (JSNA) and Pharmaceutical Needs Assessment (PNA) through
the health and wellbeing board (HWB Board). This report sets out
proposals for how this duty can be discharged in 2014/15, including
recommendations for the governance, management and process of
delivering.
