The Deputy Chief Executive has given approval for the Estates and Asset Management to undertake planned reviews of the condition of the Council’s estates and assets. As part of this process, a need has been identified for the replacement of a Lift at Avondale Life Leisure.

The Deputy Chief Executive has given approval to assign a parcel of garden land, together with a surrender and re grant of a separate small parcel of garden land: both of which adjoin Lum Barn, Strines Road, Marple.

The Deputy Chief Executive has given approval for the payment of compensation to a property owner for the acquisition of their interest in property, which was acquired to implement the A6 MARR highway scheme.

The Deputy Chief Executive has given approval to a licence for a small parcel of land at 41 Cheadle Road, Cheadle.

The Deputy Chief Executive has given approval to the appointment of a main contractor to undertake remodelling and refurbishment works at Castle Hill School to deliver 14 additional SEND places.

The Deputy Chief Executive has given approval to the appointment of a contractor to
undertake the replacement of the mechanical systems at Whitehill Primary School.

The Deputy Chief Executive has given approval to the appointment of a contractor to undertake electrical rewiring and replacement of the mechanical systems at Bank Lane Junior School.

In July 2017 the Secretary of State issued a Direction under the Environment Act 1995 requiring seven Greater Manchester local authorities, including Stockport Council, to produce a feasibility study to identify the option which will deliver compliance with the requirement to meet legal limits for nitrogen dioxide in the shortest possible time.

A report that set out the progress that has been made following the Government’s response to Greater Manchester’s Outline Business Case to tackle Nitrogen Dioxide Exceedances at the Roadside, and the implications for the 10 Greater Manchester  local authorities in relation to the schedule of work and statutory consultation on the Clean Air Plan was considered on 4 February 2020 by the Cabinet.

1At this time a delegation was given to Corporate Director for Place Management and Regeneration, in consultation with the Cabinet Member Adult Care and Health and Director of Public Health, to determine the preparatory implementation and contract arrangements that need to be undertaken utilising the initial tranche of £36m of funding from Government to deliver the Clean Air Zone (CAZ) and other GM Clean Air Plan (CAP) measures

Consequently, and in line with the above delegation, the Corporate Director for Place Management and Regeneration in consultation with the Cabinet Member Adult Care and Health and Director of Public Health, has given approval to the proposal that the GMCA (acting by its officer, TfGM) undertakes the preparatory procurement arrangements that need to be undertaken to deliver the CAZ and other GM CAP measures on behalf of Stockport Council in accordance with TfGM’s existing Constitutional arrangements.

NOTE: This decision does not give approval for TfGM to enter into contracts on behalf of the Local Authority, but to run the procurement exercise with potential suppliers to final evaluation and to provide a report to allow the GM Authorities make a decision to award to the successful supplier(s).

The Cabinet Member for Sustainable Stockport has given approval to the statutory legal advertising of the Traffic Regulation Orders detailed in Appendices A and B to the report and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders with the costs being met from within the budgetary provision for the A6 to Manchester Airport Relief Road scheme.

The Cabinet Members for Resources, Commissioning & Governance and Economy & Regeneration have given approval to a second phase of Local Authority Discretionary Grants Fund and associated guidance for Stockport with the aim of widening access to the scheme, in addition to the consideration of any further applications that meet the phase one criteria for the grant scheme, as originally approved on 18 May 2020.

The Cabinet Member for Sustainable Stockport has given approval to the legal advertising of the following Traffic Regulation Order, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £600 to be funded from the Central Budget:-

That the Cabinet Member for Sustainable Stockport be has given approval to the proposed interventions detailed in Section 3 of the report and the legal advertising of the associated package of Traffic Regulation Orders detailed in Appendix 3 of the report, and subject to the receipt of no objections within twenty one days of the advertisement date, the subsequent making of the orders at a cost of £13,500 to be funded from the Road Safety around Schools 2018-19 programme budget allocation.

The Cabinet Member for Economy & Regeneration has approved that an Article 4 Direction is confirmed in respect of Former Hatworks, King Street West, Stockport (also known as Mentor House) (as defined on the plan contained in Appendix 2) in accordance with Part 11 of Schedule 2 to the General Permitted Development Order. 

The Cabinet Member for Economy & Regeneration has approved the Stockport Blue Plaque scheme will be extended to incorporate a plaque in recognition of Ivan Mauger at his former home at 446 Chester Road, Woodford.

The Cabinet Member for Adult Care & Health has given approval to the ASC COVID-19 and Infection Control Funding packages for care homes as detailed in Sections 2 and 3 of the report.
