The Cabinet Member for Economy and Regeneration has approved the proposed measures and legal advertising of the Traffic Regulation Orders contained in Appendix B and subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.  

The Cabinet Members for Resources, Commissioning & Governance and Economy & Regeneration have given approval to: -

(1) The range of local Economic Recovery Fund Grant schemes as set out in the report to ensure that the current Additional Restrictions Grant funding allocation is spent by the deadline of 20 June 2021 as required by the Department for Business, Energy and Industrial Strategy.

(2) The increased Stockport Economic Recovery Fund of £3.2m being open for applications on Monday 29 March 2021, with communications activity promoting the approved new arrangements to go out from 24 March 2021.

The Deputy Chief Executive has given authority to enter into a grant agreement with the Greater Manchester Combined Authority to receive a grant from the Public Sector Decarbonisation Scheme (PSDS) as detailed in the confidential report.

The Cabinet Member for Economy & Regeneration has given approval to: -

·         The removal of all remaining outdated VMS displays, their replacement with fixed signage and replacement of car park counters: and

·         The installation of the new VMS displays described in the report and at locations shown  on the plan attached to the report, with exact locations and final numbers of signs subject to available budget and final assessment for the feasibility of installation.

The Central Stockport and Heatons & Reddish Area Committees considered the matter at their meetings in September/ October 2020 and endorsed the proposals.

The Cabinet Member for Resources, Commissioning & Governance has considered a report detailing the impact of the government’s announcement on 3 March 2021 outlining additional Business Rates support for eligible retail, hospitality, leisure, and nursery businesses in England occupying a qualifying property.

However, as the proposed measures are for 2021/22 only, the government is not changing the legislation relating to the reliefs available to properties. Instead, the government will reimburse local authorities that use their discretionary relief powers under Section 47 of the Local Government Finance Act 1988 (as amended), to grant relief.

The Cabinet Member for Resources, Commissioning & Governance has therefore given approval to the amendment of the Council’s 2021/22 Business Rates discount scheme to include the details set out in section 2.2 of this report being additional temporary nationally prescribed discretionary relief schemes in place which are awarded under Section 47 of the Local Government Finance Act 1988.

The Cabinet Member for Sustainable Stockport has approved the supply and installation of the wooden posts on Turves Lane, Cheadle Hulme as detailed in the report.

The Deputy Chief Executive has given approval for the following: -

1.1  Approval to take a three-month licence from Railway Paths Limited (RPL) to grant the Council access over the bridge to carry out public access improvement works required as part of the Mayor’s Challenge Fund Programme.

1.2  Approval for the licence to be signed by Vicki Bates, CSS Strategic Head of Service due to time constraints.

The Cabinet Member for Sustainable Stockport has approved the supply and installation of the following: -

·         Supply and installation of additional Advanced Warning Signage on Councillor Lane, Cheadle Hulme highlighting the weight restriction for the weak bridge located on Demmings Road/Queens Road, Cheadle Hulme.

·         Supply and installation of additional directional signage on Demmings    Road, Cheadle Hulme directing traffic to Demmings Road Ind. Estate.

·         Supply and installation of an ATC (Automated Traffic Count),  to be installed on Demmings Road/Quees Road, on the bridge itself in order to evidence whether HGV drivers are breaching the weight restriction.
