The Cabinet member for Economy and Regeneration has approved the recommendation to allow the Deputy Chief executive and Corporate Director of Place to agree to entry into the contribution agreement with Network Rail, and into any other documents that may reasonably be required to give effect to the contribution agreement.  

The Area Committee has given approval to an application received from Mellor Open Gardens for a grant of £500 from the Ward Flexibility Funding Budget (Marple North ward allocation) towards the cost of this year’s Mellor Open Gardens taking place on two consecutive afternoons: Saturday 3rd and Sunday 4th July from 2 till 6pm for  advertising, the cost of printing tickets, posters and the provision of minibuses and another expenses.

The Area Committee has given approval to an application from Beacon Counselling for a grant of £500 from the Ward Flexibility Funding Budget (£250 from each ward allocation) towards the cost of anticipating even higher levels of demand for 2021 as financial hardship, isolation, and particularly bereavement, continue to impact mental health and support towards funding the voluntary service for those within the ward for 2021.

The Area Committee has approved the installation of seven bollards on the northern footway area at the junction of Bloom Street and Grenville Street, Edgeley, in order to prevent parking on the footway, as shown on Drawing No. NM18-6346-00 attached to the report (Appendix A), at a cost of £3,317.30 to be funded from the Area Committee’s Delegated Budget (Edgeley and Cheadle Heath Ward allocation).

The Area Committee has given approval to an application received from Woodford Cricket Club for a grant of £500 from the Ward Flexibility Budget (Bramhall South & Woodford ward allocation) towards the cost of purchasing replacement practice nets.

The Area Committee has approved the installation of nine bollard posts on the footway to the right of the crossing point of Edgeley Fold/Edgeley Road, Stockport, and extend the access protection markings on the opposite side of the road outside numbers 42 and 44 Edgeley Road in order to close the small gap between them. The proposals are shown on drawing no. NM1-6342-00 attached to the report and the costs of works is £4,468.19 to be funded from the Area Committee’s Delegated Budget (Edgeley and Cheadle Heath Ward allocation).

The Area Committee has given approval to an application from Etherow Country Park Sailing Club for a grant of £500 from the Ward Flexibility Funding Budget (£250 from each ward allocation) towards the cost of providing ‘introduction to sailing’ courses for 10-16 year olds.

The Area Committee has approved the installation of six bollards around the left hand side of the junction of St. Lesmo Road and Edgeley Road, Edgeley, in order to protect pedestrians and neighbouring property, as shown on Drawing No. NM1-6343-00 attached to the report (Appendix A), at a cost of £2,843.00 to be funded from the Area Committee’s Delegated Budget (Edgeley and Cheadle Heath Ward allocation).

The Area Committee has given approval to the legal advertising of the Traffic Regulation Orders detailed in Appendix A to the report and, subject to the receipt of no objections within 21 days from the advertisement date, the subsequent making of the orders at a cost of £1,400 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation).

The Area Committee has given approval to an application received from Beason Counselling for a grant of £1,000 (£333.33 from each of the Bramhall South & Woodford and Cheadle Hulme South ward allocations and £333.34 from the Bramhall North ward allocation) from the Ward Flexibility Budget towards the cost of funding the voluntary service for those within the area represented by the area committee for 2021.

The Area Committee has approved a Traffic Regulation Order to introduce No Waiting At any Time restrictions at the turning head of Bergara Close to aid turning at this point for larger vehicles and a Traffic Regulation Order to include Bergara Close in the Match Day Event Parking Zone 4.

Accordingly, the Area Committee was minded to approve the statutory legal advertising of the following Traffic Regulation Order on Bergara Close, Edgeley; the associated legal/lining works to be funded by the developer as part of the planning conditions (Section 38 Agreement):-

Part I

No Waiting at Any Time

South westerly side  -  from a point adjacent to the southern boundary of plot 31 on the South Westerly kerb line on Bergara Close for a distance of 70 metres in a south easterly direction to a point with the boundary adjacent to the pedestrian/cycleway access of the North easterly kerb line.

Part II

Resident Permit Holders Only on First Team Match days or 1^st Team Rugby Match, 1^st August to 31^st May, noon – 5.30pm or 5.30pm – 10pm

(Match Day Event Parking Zone 4):

BergaraClose  - from the intersection of the southern kerb line of Mercian Way on both sides to its southern extents including the western arm and southern extents. (its full Adopted extents).

The Area Committee approved the statutory legal advertising of the Traffic Regulation Order and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

The Area Committee has approved the installation of six bollards on both sides of the controlled crossing point of the footway on Stockport Road, between Sandown Road/Kent Road, Edgeley, in order to prevent the illegal use of the footway by motorists and prevent parking, as shown on Drawing No. NM1-6345-00 attached to the report (Appendix A), at a cost of £2,978.80 to be funded from the Area Committee’s Delegated Budget (Edgeley and Cheadle Heath Ward allocation).

The Area Committee has given approval for the proposed highway maintenance scheme at Mersey Vale Nature Park and authorises the Corporate Director to order the work in the Heatons South area at a cost of £2,640 to be funded by the Area Committee’s Delegated Budget (Heatons South ward allocation) as follows: -

·         The manufacture, supply and installation of a more robust barrier to replace the existing 2 leaf entrance gates to site.

·         Specification - manufacture and fit 1 No. low level single leaf heavy duty swing beam vehicle control barrier to suit a 3metre opening.

·         Hanging post in 120 x 120 x 5 RHS, Barrier in 80 x 80 x RHS c/w Integral padlock enclosure to allow locking in both open and closed positions. Hung from M24 Gr. 8.8 High tensile fabricated adjustable screw eye hangers and 25mm Diameter gudgeon pins c/w Anti-lift collars. All complete with 120 x 120 x 5 locking post and 1no 80 x 80 locking post for open position.  Allow for lock cover.

·         All to be Hot-Dip Galvanised and finished in Corporate Green.

The Area Committee has given approval to an application received from Hazel Grove Cricket Club for a grant of £1,000 from the Ward Flexibility Budget towards the cost of purchasing an electronic scoreboard.

The Area Committee has given approval to the manufacture and installation of upgraded tourist directional signage for the Forum Theatre at a cost of £900 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation).

The Area Committee has approved Ward Flexibility Funding of £30 to the Social Events and Activities (SEA) Group towards the cost of providing a day out for those who have been socially isolating in their own homes for the last year, to be funded from the Cheadle and Gatley Ward allocation.

The Area Committee has given approval to an application from The Friends of Cheshire Theatre School for a grant of £840 from the Ward Flexibility Funding Budget (£280 from Heatons North ward, £350 from Heatons South ward, £105 from Reddish North ward and £105 from Reddish South ward  allocations) towards the cost of Cheshire Theatre School having been selected to represent Team England at the Dance World Cup. This is a massive opportunity for them to travel and compete against other teams from all around the world (subject to covid restrictions). The physical and educational benefit from doing this at their age is immense.  

The Area Committee has given approval to an application from Beacon Counselling for an increased grant of £2000 from the Ward Flexibility Funding Budget (£500 from each ward allocation) towards the cost of anticipating even higher levels of demand for 2021 as financial hardship, isolation, and particularly bereavement, continue to impact mental health and support towards funding the voluntary service for those within the ward for 2021.

The Area Committee has given approval to an application received from the Social Events and Activities (SEA) Group for a grant of £50 from the Ward Flexibility Budget towards the cost of providing a day out for those who have been socially isolating in their own homes for the last 12 months.

The Area Committee has given approval to an application received from Etherow Country Park Sailing Club for a grant of £500 from the Ward Flexibility Budget towards the cost of providing ‘introduction to sailing’ courses for 10-16 year olds.

The Area Committee has given approval to an application received from Beason Counselling for a grant of £1,000 from the Ward Flexibility Budget towards the cost of funding the voluntary service for those within the area represented by the area committee for 2021.

The Area Committee has approved Ward Flexibility Funding of £1,500 to Beacon Counselling towards the cost of funding the voluntary service for 2021 for those within the area represented by the Area Committee, to be funded as follows:-

Cheadle and Gatley Ward Ward - £500

Cheadle Hulme North Ward - £500

Heald Green Ward - £500

The Area Committee has given approval to the undertaking of a design study into constructing a footway over / across the bell-mouth entry between No. 133A and the Fortune Take-Away premises on Lisburne Lane and appraise the total costs involved at a cost of £750 to be funded from the Area Committee’s Delegated Budget (Offerton ward allocation).

The Area Committee has given approval to install a new lighting column with an LED lantern outside 37/39 Alderley Road in Reddish at a cost of £1,700 to be funded by the Area Committee’s Delegated Budget (Reddish South ward allocation) with additional works to be carried out to relocate and replace two other lighting columns which would be funded separately.

The Area Committee has given approval to install a new lighting column with an LED lantern along the footpath between Maypool Drive and Brentford Road in Reddish at a cost of £2,000 to be funded by the Area Committee’s Delegated Budget (Reddish South ward allocation).

The Area Committee has given approval to an application from Social Events and Activities (SEA) Group for a grant of £500 from the Ward Flexibility Funding Budget  (£500 from the Reddish South ward allocation) towards the cost of organising two days out for those who have been socially isolating in their own homes for the last 12 months to Tiffany Hotel in Blackpool for a meal, (£28 before donations) and the other is to Llangollen, Wales, for a canal trip (£22 before donations).

The Area Committee has approved a proposal for a contribution towards the resurfacing of the carriageways on Buttermere Road and St Ann’s Road North as follows:-

Buttermere Road – St. Ann’s Road North to Crummock Road

St. Ann’s Road North - Buttermere Road to Silverdale Road.

The estimated cost of the works is £18,000 to be funded from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation).

The Area Committee has considered an objection received to a proposed No Waiting At any Time Traffic Regulation Order on Ladybridge Road, Cheadle Hulme and agreed that, notwithstanding the objection received, that the Order be made as originally advertised.

The Cabinet Member for Economy and Regeneration has approved the proposed measures and legal advertising of the Traffic Regulation Orders contained in Appendix B and subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.
