Decision:

The Deputy Chief Executive has approved the acquisition of the access road leading to Ladybridge Sports Ground to faciliate improved control over the sports ground that the Council currently owns. Current access to the site is via this access road that the Council has a right of access to, but does not currently own.

The acquistion of the road is at no cost to the Council other than covering the professional fees incurred by the current owner as part of the sale.

Decision:

Pursuant to the Cabinet decision of 18 June 2018 approving the publication of a statutory proposal for the expansion and re-location of Lisburne School, and in accordance with the delegation made by the Cabinet, the Deputy Chief Executive has approved the following proposals, without modification, subject to the grant of planning permission under Part 3 of the Town and Country Planning Act 1990, by 31st December 2020:

      Increase the number of places available at the School from the current number of 109 to 208 for children aged 4-11, following the re-location;

      Re-locate the School from Half Moon Lane to a larger, newly constructed building on the former Offerton School site from September 2021 onwards.

The proposal was published on Wednesday  26 June 2019 and the subsequent representation period ended on Tuesday 23 July 2019. A total of five representations were received which largely repeat concerns about traffic and parking in the locality, which will be addressed as part of the planning application and highways proposals that are designed to mitigate any impact as part of the proposed new scheme.

Decision:

The Cabinet Member of Sustainable Stockport agrees with the the recommendations in the report of The Corporate Director Place Management & Regeneration dated 16th July 2019 relating to the above matter, and approves the retention of the island with additional road markings and replacement of the VAS signs for implementation in the 2019/20 financial year.

 

The proposals shown option 2 which include;

 

·         Retain the existing central traffic island

·         The carriageway markings are refreshed and the central hatching is re-laid on a red texture mat to provide background contrast to improve and enhance the road marking layout on the chosen option

·         Vechile Activated Signs (VAS) are replaced

·           the budget options and proposals outlined in section 2 and 3 of the report and within the appendices be noted and with regards to these areas approval be given to commence appropriate consultation and engagement on proposals; and

·           scrutiny committees be invited to discuss and comment upon proposals relating to their remit.

The Cabinet considered the outcomes of the Summer Review of the Council’s Medium Term Financial Plan (MTFP) 2019/20 to 2022/23 and agreed that:-

 

·           the outcomes of the Review be noted;

·           the Council’s savings requirement not having been revised using the available resources identified following the completion of the MTFP Summer Review be noted;

·           the intention be noted that available resources identified to be held to support the Council’s 2020/21 budget setting process and MTFP once further information was made available about the impact of the risks identified; and

·           the intention that updates to the MTFP be reported to Cabinet as part of the 2020/21 budget setting process be noted.

·      the forecast position for the 2019/20 Capital Programme be noted; and
