The Deputy Chief Executive has appointed Truline Construction to carry out alterations to Bridgehall Community Centre to provide new accommodation for District Nurses, Social Workers, TPA, Business support from Victoria Neighbourhood Team in line with the agreed Asset Management Plan. The award was made after a competitive tendering process.

The Deputy Chief Executive has given consent to the under letting of Unit 5, High Bank Side, Stockport Touchstone Properties have applied for consent to grant a under lease of one of the units to Juniper Training Limited as per the terms set out in the confidential report.

The Cabinet considered a proposal to create an investment facility, including loan, equity and grant mechanisms, to support the Stockport Town Centre West Mayoral Development Corporation (MDC) by enabling it to access funding, subject to appropriate Council scrutiny and approval processes and agreed that:-

·           approval in the principle be given to a strategic approach to Council investment to support the regeneration of Town Centre West and the MDC as described in this report;

·           the creation of a recyclable equity and loan facility with an upper limit of £100m to support the MDC delivery strategy as set out in Section 5 of the report be approved;

·           authority be delegated to the Borough Treasurer and Corporate Director for Place Management & Regeneration, in consultation with the Cabinet Members for Resources, Commissioning, & Governance, Economy & Regeneration and for Sustainable Stockport, for the appraisal, due diligence, and approval of individual loan agreements on a scheme-by-scheme basis.

The Cabinet Member for Adult Care & Health has approved Adult Social Care Local Account for 2018/19 and the Adult Social Care Market Position Statement for 2019-24

(i)    The Local Account forms a key part of the approach to sector led improvement in adult social care. It is designed to tell citizens how the Council has performed in delivering adult social care against its local priorities over, and the relative areas of spend on services within ASC. It also informs citizens of the challenges and the work planned over the coming year, and this year highlights some of the key elements of the new ASC operating model with a focus on early intervention, prevention and community support.

(ii)  The Market Position Statement summarises supply and demand in Stockport and highlights business opportunities within the care market allowing commissioners and providers to work together to explain and explore the current and future care and support needs of the borough.

The documents were considered by the Adult Social Care & Health Scrutiny Committee and the Health & Wellbeing Board in September 2019 who both welcomed the documents.

The Area Committee has given approval to an application from the Friends of Bramall Hall and Park for a grant of £600 from the Ward Flexibility Budget (£200 from ward allocation) towards the cost of establishing a herb garden at the park.

The Area Committee has considered the findings from a consultation undertaken in June and July 2019 on a proposed Permit Parking Scheme in Davenport and Cale Green and agreed to implement the proposed zonal scheme on a pilot basis, to be funded from the parking budget, comprising the updates referred to in Section 7 of the report, and shown on drawing NM27-6228-04 at Appendix C to the report.

The Area Committee further agreed that the scheme would be subject to ongoing monitoring and reviews would be undertaken:-

·         after three months to consider any impact on the areas surrounding the zone.

·         after ten months to consider the operation of the zone itself, associated permits and any impact on the surrounding areas.

The Area Committee has given approval to an application from Etherow Sailing Club for the use of Etherow Park and Lake on Sunday, 2 November 2019 for a Firework Night.

The Area Committee has given approval to the commencement of a consultation with regard to the introduction of moving traffic regulation order in the form of a ‘No Motor Vehicular Except for Access’ on Thornway, Beechway, Daisyway and Meadway, Marple at a cost of up to £4,100 to be funded from the Area Committee’s Delegated Budget (Marple South & High Lane ward delegation).

The Deputy Chief Executive has approved the awarding of a contract to Permicoat Limited for roofing works at Priestnall School and Priestnall Life Leisure.

Estates and Asset Management undertake planned reviews of the condition of the Council’s estates and assets. As part of this process, a need has been identified for roofing works within a number of schools and leisure centres.

For this project, the Council engaged with STaR Procurement to establish the most effective way to appoint a consultant. A competitive tender was adopted, using a risk based sourcing approach. This process included assessment based on Quality, Cost and Social Value Benefit.

Five contractors responded to the tender. Following scoring Permicoat Limited were identified as the preferred supplier.

The Area Committee further approved the statutory legal advertising of the Traffic Regulation Order and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

The Area Committee approved the proposals for the Road Safety around Schools – Norris Bank Primary School scheme and was minded to approve the statutory legal advertising of the Traffic Regulation Order detailed in paragraph 4.2 of the report and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

The Area Committee has given approval to an application from the Museums Service to hold two ‘Plant Hunters Fairs’ at Bramhall Park on Sunday, 5 April and Sunday, 28 June 2020 subject to the organiser producing the appropriate papers including an event plan, health and safety documentation, licences and insurances.

The Area Committee has given approval to an application from Bramhall Together Trust for a grant of £1,000 from the Ward Flexibility Budget (£500 from the Bramhall South and Woodford ward allocation; £400 from the Bramhall North ward allocation and £100 from the Cheadle Hulme South ward allocation) towards the cost of the annual Light Up Bramhall event.

The Area Committee has approved an application from Cheadle Village Partnership to hold a community event entitled ‘A Passion for Cheadle’ at Grange Park Playing Field on 4 April 2020, subject to the organiser producing the appropriate papers, event plans, health and safety documentation, licences and insurances, and paying the fee.

The Area Committee has given approval to the relocation of an existing CCTV camera on Hollins House within Marple Memorial Park to provide expanded coverage of the wheel sport facility and sports area in the park at a cost of £1,660 to be funded from the Area Committee’s Delegated Budget (Marple North ward allocation).

Corporate Director of Place Management and Regeneration, in consultation with the Cabinet Member for Sustainable Stockport, has approved the latest published version of the Greater Manchester Bee Network map produced by TfGM.

The map has been developed with input from the public to help guide decision making at a local and GM level.

The updated map reflects some key priorities identified in the Stockport Plan and will be one of the factors used to prioritise future bid submissions for Mayoral Challenge Funding.

Approval of the revised GM Bee Network Map was delegated to the Corporate Director by the Cabinet at its meeting of 18th June 2019 Cabinet.

The Area Committee was minded to approve the following No Waiting At Any Time Traffic Regulation Order on Manston Drive, Cheadle, at an approximate cost of £700 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme North Ward allocation):-

The Area Committee has given approval to the installation of two cycle stands on Town Street, Marple Bridge at a total cost of £490.04, of which £400 had previously been allocated in 2018/19, and as such approval has been given to expenditure for the oustanding sum of £90.04 from the Area Committee’s Delegated Budget (Marple North ward allocation).

The Area Committee has given approval to the installation of 8 No. Bollards; 6 on Dairyground Road at the junction with Seal Road and 2 on Fairhaven Close at the junction with Seal Road at a cost of £2,000 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation).

The Area Committee has given approval to the legal advertising of the package of Traffic Regulation Orders detailed in Appendix A of the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £1,200 to be funded from the Area Committee’s Delegated Budget (Bramhall North ward allocation).
