The Cabinet Member for Communities & Housing approved the introduction of a bench and additional works on the grass verge on Ladybridge Road, opposite Twinning Brook Road, as indicated on plan NM18_6292_01 attached to the report, at an estimated cost of £1,420 to be funded from the Area Committee’s Delegated Budget (Cheadle Hulme North Ward Allocation).

The Cabinet member for Communities & Housing approved the statutory legal advertising of the following Traffic Regulation Order and subject to no objections being received within 21 days of the advertisement date, the order can be made.

Revocation of Existing Waiting at Any Time

Newlands Road, Cheadle -, south east side, from a point 2 metres north east of the north easterly kerb line of Manchester Road for a distance of 9.2m in a north easterly direction.

Proposed Limited Waiting Monday – Saturday 8am – 6pm for 2 Hours No Return within 2 Hours

The Cabinet Member of Communities & Housing approved the legal advertising of the following Traffic Regulation Orders and subject to no objections being received within 21 days from the advertisement date the following orders can be made:

Proposed Traffic Regulation Order No Waiting Monday-Saturday 8am-4.30pm Hatters Court North Western Arm – South Western side from a point 6 metres North West of the North Westerly kerbline of Hatters Court for a distance of 28 metres in a North Westerly direction.

Hatters Court North Western Arm – North Eastern side from a point 6 metres North West of the North Westerly kerbline of Hatters Court for a distance of approximately 25 metres in a North Westerly direction and then 6 metres in a North Easterly direction.

The Cabinet has considered a report on Greater Manchester’s feasibility study and its Outline Business Case to reduce nitrogen dioxide exceedances in Stockport and across Greater Manchester and has:-

a)      noted that the Council is legally obliged to produce a feasibility study to identify the option that will deliver compliance with the requirement to meet legal limits for nitrogen dioxide following the Secretary of State issuing a direction under the Environment Act 1995;

b)      adopted the feasibility study undertaken to date;

c)      noted that further stakeholder engagement and public consultation was an essential part of the process to help inform and refine ongoing work to produce a Full Business Case by the end of the calendar year;

d)      approved the OBC (for submission to the government's Joint Air Quality Unit);

e)      required Government to provide the financial support necessary to enable the Council to meet its legal limits for nitrogen dioxide;

f)       noted that despite this Council being required to address nitrogen oxide exceedances the Government has not yet addressed this issue for its own assets, including Highways England and the motorway network;

g)      approved the commencement of the public conversation and engagement activity from 15 May 2019;

h)      noted that further reports would be submitted to Cabinet on:

-        the proposals for statutory consultation, informed by the outcome of the public conversation and engagement; and

-        formal approval of the Full Business Case.

i)       agreed that Transport for Greater Manchester continue with the activity to produce the Full Business Case on their behalf under the direction of the Greater Manchester Clean Air Steering Group; and

j)        delegated to the Corporate Director for Place Management & Regeneration, in consultation with the Cabinet Member for Health the approval of submission of supplementary information.

The Cabinet Member for Communities & Housing approved the amendments to the Consolidation Order 2010 for the purpose of enforcement of School Keep Clears in compliance with the Traffic Signs Regulations and General Directions 2016 and in accordance with Road Safety Around Schools ambitions.

These amendments to the Consolidation Order 2010 require the following actions:-

·         Articles 8 and 9 under the heading ‘Prohibition of stopping’ on page 10 – remove text ‘Articles 15, 16, 17 and 18’ and replace with text ‘Article 15A’.

·         Article 15 under the heading ‘Exemptions’ on page 11 – remove text ‘Articles 8, 9, 10 10A and 11’ and replace with text ‘Articles 10 10A and 11’.

·         Introduce new Article 15A under the heading ‘Exemptions’

These actions will require the removal of Articles 8, 9 and 15 from Appendix A – Consolidation Order 2010’ and replace with Articles 8, 9 15 and 15A from ‘Appendix B – Consolidation Order 2010 – Amendments to Pages 10, 11 and 12’.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) updating the Area Committee on progress on the National Productivity Investment Fund (NPIF) schemes at:-

• A560 Stockport Road/M60 Junction 2 ‘Roscoe’s’ Roundabout
• Abney Hall Park Path and Path Links to Manchester road
• A560 Stockport Road/High Street/Manchester road junction.

RESOLVED – That the report be noted.

The Cabinet Member for Communities & Housing approved the Section 106 Agreement for DC071556 and assigned the Formal Sport contribution of £36,797.24 to sport improvements at High Lane Park.

The Section 106 Children’s Play contribution of £8,761.55 has already been assigned to play area improvements at Gotherage Lane Play Area.

The Cabinet Member for Reform & Governance, following consultation with the chairs of area committees, has agreed to award grants from the Borough-Wide Flexibility Fund to the following organisations for the sums specified below:-

Help for Hatters - £750

Music in Sheds - £100

Vale Dance Studio - £500

Samaritans - £1000

Stockport Pride - £1000
