Election of Chair

To elect a Chair of the Working Party for the period until the next Annual Council Meeting.

Minutes:

RESOLVED – That Councillor Hazel Lees be elected Chair of the Working Party for the period until the next Annual Council Meeting.

Declarations of Interest

Councillors and Officers to declare any interests which they have in any of the items on the agenda for the meeting.

Minutes:

No declarations of interest were made.

3.

To consider a report of the Democratic Services Manager

 

The report sets out draft Procedure Rules for the Working Party.

 

The Working Party is requested to formally adopt the Procedure Rules.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) setting out for consideration the draft procedure rules for the Working Party.

 

RESOLVED – That the procedure rules as detailed in the report be adopted for the purposes of the working party review into the issue of Visitor Parking Permits.

To consider a report of the Democratic Services Manager

 

The report sets out draft Terms of Reference for the Working Party.

 

The Working Party is requested to approve the Terms of Reference.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) outlining for consideration the draft terms of reference.

 

RESOLVED – That the draft terms of reference as detailed in the report be adopted for the purposes of the working party review into the issue of Visitor Parking Permits.

 

5.

The Working Party is invited to consider the Council’s current policy.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) outlining the current Residential Parking Scheme Policy and drawing the Working Parties attention to the element which related to Visitors Parking Permits.

 

RESOLVED – That the current policy be noted.

6.

Future Lines of Enquiry

The Working Party is invited to agree future lines of enquiry.

Minutes:

The Chair reminded Councillors of the reasons why the Working Party had been set up and asked for comments in respect to the current policy and on any issues which they wished for the Corporate Director for Place Management and Regeneration to report back on.

 

The following comments were made/ issues raised:-

 

·         Clarification was sought in respect to the number of senior citizens entitled to permit parking. Councillors also asked if further information could be supplied in respect to the number people on disability benefits who were entitled to/ had obtained a free pass.

·         The accuracy of the figures quoted in the proposed motion to Council – Councillors asked that they be checked.

·         It was suggested that comparisons should be drawn with other comparable Greater Manchester authorities.

·         The number and extent of parking schemes in priority areas.

·         The potential to offer a Visitor Parking permit free of charge to blue badge owners who did not own a car.

·         It was further suggested that the Working Party may wish to consider the issue of enforcement.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to give consideration to the issues raised and commented on by the Working Party and submit a report to the next meeting.

Date of Next Meeting

The Working Party is invited to agree a date for its next meeting.
