The Minutes (copies of which had been circulated) of the meeting held on 15 December 2014 were approved as a correct record and signed by the Chair.

DC056563 – Bridgefield – land bound by Great Egerton Street (A560), Little Egerton Street, Princes Street and Wellington Road North

 

An application for full planning permission for the construction of a high quality leisure led development comprising cinema (class D2), restaurants (class A3), shops (class A1), recladding of the Debenhams department store, together with multi-storey car parking, the creation of a new surface car park, public amenity space and pedestrian circulation routes, highway and infrastructure works, demolition and alteration of existing buildings, and associated works on land off Bridgefield Street within Stockport Town Centre. (amendments relate to improved road junction at Wellington Road North and Leyland Street; introduction of a roundabout on Great Egerton Street; a spiral ramp and associated link bridge and adjustments to the floor levels of the MSCP to achieve statutory vehicle clearance headroom on the public highways.)

 

The Committee is recommended to grant planning permission, subject to conditions

DC056916 – Princes Street, Stockport

 

The construction of new facades to the rear elevations of existing buildings with alterations including demolition, re-cladding and screening comprising fenestration, green walls, access, refuse points and storage and the creation of public amenity space. Specific additional accommodation is proposed in the form of a glass extension to rear of No 54-58 plus a coffee kiosk at the eastern end of Bridgefield Street, all with associated new public realm works and improvements.

 

The Committee is recommended to grant planning permission, subject to conditions.

 

DC057154 – A6 Wellington Road North, Stockport

 

Planning application for the proposed widening to the A6. Including the creation of a dedicated bus layby and associated works at Wellington Road North / Heaton Lane, Stockport.

 

The Committee is recommended to grant planning permission, subject to conditions.

 

In addition, the Committee is recommended to:-

 

·         approve the highway works shown on submitted plan 5110538/HW/GA/001 Rev D and authorise the Corporate Director for Place Management and Regeneration to enter into a Section 278 Agreement with the developer for the design and construction of the works; and

·         authorise the Corporate Director for Place Management and Regeneration to negotiate and agree the required closures of parts of Woodman Street, Port Street and Bridgefield Street as required to facilitate the development under Section 247 of the Town and Country Planning Act 1990.

(a)          In respect of plan no. DC057154 for the proposed widening to the A6. Including the creation of a dedicated bus layby and associated works at Wellington Road North / Heaton Lane, Stockport on the A6 Wellington Road North, Stockport, it was

 

RESOLVED – (1) That planning permission be granted, subject to appropriate conditions.

 

(2) That

 

·         approval be given to the highway works shown on submitted plan 5110538/HW/GA/001Rev D and the Corporate Director for Place Management and Regeneration be authorised to enter into a Section 278 Agreement with the developer for the design and construction of the works the highway works shown;

RESOLVED – (1) That planning permission be approved, subject to appropriate conditions and legal agreements.

·         approval be given to the Highway works on Stockport Road associated with the development and the Director for Place Management & Regeneration be authorised to enter into a Section 278 Agreement with the Developer for the design and construction of the works;

·         the Director for Place Management & Regeneration be authorised to negotiate and agree the required closures of parts of Gorsey Bank Road, Seacombe Grove, Egremont Grove, Wirral Crescent and Tranmere Road as required to facilitate the development, under Section 247 of the Town and Country Planning Act 1990.
