To consider a report of the Director of Public Health

 

The Health and Social Care Act, passed in March 2012, provided a critical step in the transition towards the establishment of a new public health system, founded upon improving health in the local community through joint programmes driven by leadership from local government. The new system, which is due to be fully implemented in April 2013, will see responsibility for public health transfer from the NHS to Stockport Council. As such Stockport Council will take the lead for improving health, co-ordinating local efforts to protect the public’s health and ensuring health services promote population health.

 

The report sets out the legal background, the key messages from the Department of Health and the main responsibilities of the Director of Public Health.

 

The Children and Young People Scrutiny Committee is invited to comment on the report and recommend that the Executive

 

·           Agree to the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) transfer of staff between the PCT and Council and note the various consultation exercises.

 

·           Agree that the acceptance of the Contracts Transfer Scheme, which will take place at the end of March 2013 is delegated to the Chief Executive in consultation with the relevant Executive Councillors.

Minutes:

The Corporate Director, Service to People submitted a report of the Director of Public Health (copies of which had been circulated) setting out the legal background, the key message from the Department of Health and the main responsibilities of the Director of Public Health following the transfer of responsibility for public health in the borough from the National Health Services to Stockport Council.

 

The following issues were raised/comments made:-

·         The Appointments Committee on 25 February 2013 will be required to ratify the appointment of the Director of Public Health, the accountability arrangements and the management structure of Team.

·         The Director of Public Health has statutory responsibility for all the new public health functions assigned to local authorities as well as delivering specific functions around public health protection.

·         Constitutional arrangements relating to public health transition were currently being considered by the Constitution Working Party and the Corporate, Resource Management and Governance Scrutiny Committee.

·         The Public Health grant for 2013-14 is £12.3m and 2014-2015 is £12.8m.

·         There had been a thorough review of the inherited terms of the existing contracts and work had progressed in relation to disaggregating of the block contracts.

 

RESOLVED – That the Executive be recommended to:-

The report outlines the proceeding of the last meeting of the Children’s Trust Board on 18 December 2012.

 

The Scrutiny Committee is recommended to note the report.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) outlining the proceedings of the last meeting of the Children’s Trust Board on 18 December 2012.

 

The following issues were raised/comments made:-

 

·         Councillors enquired as to how physical activity in school was monitored.

·         Growth in the reporting of domestic violence put added pressure on services to respond.

·         It was suggested that a report be submitted to a future meeting comparing the performance of children who attended Children’s Centre throughout the borough.

 

RESOLVED – That the report be noted.
