Stationing of static caravan for residential use in connection with Brook Vale Farm.

 

The Committee is recommended to grant planning permissions subject to the conditions contained the report.

Minutes:

The Committee considered plan no. 48285 for the stationing of a static caravan for residential use in connection with Brook Vale Farm on Bean Leach Road, Hazel Grove.

 

The Committee expressed concern that the County Fire Officer had not responded as part of the consultees’ consultation and when requested to do so by the Committee.  The Committee highlighted the importance of the County Fire Officer’s response in relation to this application and requested that the County Fire Officer comment on future planning applications when requested by the Committee.

 

RESOLVED – (1) That planning permission be granted subject to the inclusion of:-

 

(i) an informative expressing the Committee’s concern in respect of the close proximity of the barn / stable (livestock) to the proposed static caravan and the potential fire risks and hazards;

 

(ii) a request to install a fire protection barrier to mitigate fire and explosions, seeking guidance from Greater Manchester Fire and Rescue Service; and

 

(iii) an informative expressing the Committee’s concern regarding the storage location of the gas canisters for the static caravan and that statutory inspections be carried out on them.

 

(2) That the Corporate Director for Place Management and Regeneration in consultation with the Chair, be requested to write to the County Fire Officer and Chief Executive of Greater Manchester Fire and Rescue Service expressing the Committee’s concerns regarding the health and safety on site and draw the attention of the County Fire Officer to a recent fire involving a number of caravans and gas cylinders that took place at a farm in a neighbouring local authority.

The Committee is recommended to grant planning permission.

In respect of plan no. 50214 for the change of use to develop the site as a waste storage treatment and recycling facility including open air soil screening and hardcore crushing and screening including parking at former Brickworks Site, Adswood Road, Cheadle Hulme, it was

 

MOVED AND SECONDED – That planning permission be refused on the grounds of the detrimental impact on the highway network and increase in volume of traffic and the detrimental impact on the local amenity of residents, caused by dust and noise.

 

In favour 4, against 6, 1 abstention

RESOLVED – (1) (7 in favour, 4 against) That the Corporate Director for Place Management and Regeneration be authorised to determine the application subject to the conditions, contained in the report and the additional conditions:-

 

·           Reshaping of the bunds to be higher than the piles of materials on site.

·           A condition that the weighbridge be used for private use only and not open for public use.

·           A condition for a wheel wash plan.

·           A condition to control the operating hours on site and an informative to advise that vehicles were prohibited from waiting on site or outside the site prior to the site’s operating hours.

·           A condition that the facility would treat waste materials arising from construction, demolition and excavation works and not organic materials. 

 

(2) That following the determination of the application, the Corporate Director for Place Management and Regeneration be requested to circulate the decision notice to Members of the Committee and Davenport and Cale Green Ward Councillors.

RESOLVED – (1) That planning permission be granted subject to the inclusion of the following conditions:-

 

·           A material condition of red brick to match neighbouring properties.

·           The removal of permitted development rights.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide to Members of the Planning & Highways Regulation Committee information on the threshold of commuted sum payments in relation to number of bedrooms for properties and include information on the provision of amenity space in relation to proposed developments in future reports to the Committee.

The Committee is recommended to grant planning permission subject to the conditions and informatives contained in the report.

The Committee considered plan no. 51715 for the demolition of existing office building and construction of an 80 bed care home, landscaping, car parking and associated works at Abney Court, Manchester Road, Cheadle.

 

It was noted that the Committee understood the description of the development in particular that the site was located within the Green Belt and that Abney Hall was a grade 2 listed building with a grade 2 listed walled garden. 

 

RESOLVED – That planning permission be granted subject to the conditions and informatives contained in the report.
