To approve as a correct record and sign the Minutes of the meeting held on 5 September 2013.

The Minutes (copies of which had been circulated) of the meeting held on 5 September 2013 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

To consider a report of the Visiting Team held on Monday, 7 October 2013.    

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing a recommendation made by the Visiting Team on Monday, 7 October 2013.

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

In respect of plan no. 52674 for the development of 10 number two storey affordable dwellings, consisting of 2 terraces of four houses each and a pair of semi-detached houses at St Marks Church, Berlin Road, Edgeley, it was

RESOLVED - That planning permission be granted subject to the removal of permitted development rights and the inclusion of an informative suggesting that the existing church brickwork and bell be incorporated into the proposed development.

Part demolition of existing building used as a garage/ store/ workshop, and its re-building to allow its continued use as vva garage/ store/ workshop.

The Committee is recommended to grant planning permission.

Application to replace extant planning permission DC/043916 - Proposed hydro electric power scheme - electrical production through abstraction of water from the River Goyt to power an Archimedean screw turbine.

The Committee is recommended to grant planning permission subject to the conditions in the report.

The Committee is recommended to grant planning permission.

Extension and decked areas to Northern elevation of existing school building.

The Committee is recommended to authorise the Corporate Director for Place Management and Regeneration to determine the application upon the completion of a Section 106 agreement in respect of highway provision.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report details the findings of the Review of Outcomes Tour undertaken on Friday 15 March 2013.

The Committee is recommended to note the findings of the Review of Outcomes Tour 2013 and agree that the 2014 Review of Outcomes Tour be held during the Spring.

A representative of the Corporate Director for Place Management and Regeneration submitted a report detailing the findings of the Review of Outcomes Tour which took place on Friday 15 March 2013.

RESOLVED – (1) That the findings of the Review of Outcomes Tour 2013 be noted.

(2) That the Corporate Director for Place Management and Regeneration be authorised to organise the 2014 Review of Outcomes Tour in the Spring.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.
