To approve as a correct record and sign the Minutes of the meeting held on 25 July 2013.

The Minutes (copies of which had been circulated) of the meeting held on 25 July 2013 were approved as a correct record and signed by the Chair subject to the deletion of resolution of Minute 9 ‘Introduction of changes to the Council's checklist for the Validation of Planning Applications and its replacement with the following:-

“RESOLVED – That approval be given to the proposed amendments to the Application Validation Checklist”.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

To consider a report of the Visiting Team held on Monday, 2 September 2013.    

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing a recommendation made by the Visiting Team on Monday, 2 September 2013.

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

Change of use of barn to dwelling, demolition of modern extension and erection of detached garage/store.

The Committee is recommended to grant planning permission.

In respect of plan no. 52636 for the change of use of barn to dwelling, demolition of modern extension and erection of detached garage/store at Bradshaw Trees Farm, Chatterton Lane, Mellor, it was

RESOLVED – That planning permission be granted.

Erection of a new detached 4 bed dwelling to the side garden of 30 Brassington Road, Heaton Mersey.

The Committee is recommended to grant planning permission.

In respect of plan no. 52710 for the erection of a new detached 4 bed dwelling to the side garden of 30 Brassington Road, Heaton Mersey, it was

RESOLVED – That planning permission be granted.

Demolition of existing garage and erection of single storey double garage on different part of the site.

The Committee is recommended to grant planning permission subject to the conditions contained in the report.

In respect of plan no. 52849 for the demolition of existing garage and erection of single storey double garage on a different part of the site at Distaff Farm, Woodford Road, Bramhall, it was

RESOLVED – That planning permission be granted, subject to the conditions contained in the report.

First floor extension over existing garage.

The Committee is recommended to grant planning permission subject to the conditions contained in the report.

In respect of plan no. 52874 for the first floor extension over existing garage at 34 Daylesford Crescent, Cheadle, it was

RESOLVED – (Ten for, two against) That planning permission be granted, subject to the conditions in the report.

Extensions, refurbishment and alterations of the Vernon building including: New sixth form block and platform lift; new entrances for relocated Castle Hill School and relocated Stockport Music Service; new roof covering, new windows and doors ; formation of level accesses to receptions and classrooms; erection of new boundary and playground enclosures; formation of Multi Use Games Area (MUGA); formation of new car park & reconfiguration of the site to provide minibus, bus and car parking; erection of cycle shelters; erection of storage container to gymnasium.

The Committee is recommended to grant planning permission.

The Committee is recommended to grant planning permission.

In respect of plan no. 52938 for the extension of primary school and nursery buildings with extended playground, landscaping, car parking and off-site highways works at St Paul’s Primary School, Brinnington Road, Brinnington, it was

RESOLVED – (1) That planning permission be granted subject to the inclusion of a condition to ensure that the provision of a speed camera in the vicinity of the site would be maintained and that should repositioning be required the period of time where the camera would be inoperable should be minimised.

(2) That the Corporate Director for Place Management and Regeneration be requested to circulate the decision notice to Members of the Committee for information.

To consider a report of the Council Solicitor.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

The Committee is recommended to note the report.
