Exclusion of the Public and the Public Interest Test

To consider whether it is in the public interest to exclude the public during consideration of agenda item 7(ii)  and (iii) DC052220 and DC052222 - Barnes Hospital, Kingsway, Cheadle which contains information “not for publication by virtue of Category 3 ‘Information relating to the financial or business affairs of any particular person (including the authority)’ as set out in the Local Government Act 1972 (as amended).

RESOLVED – That in order to prevent the disclosure of information relating to the financial or business affairs of any particular person (including the authority) which was not for publication as defined in Category 3 of Schedule 12A of the Local Government Act 1972 (as amended), the disclosure of which would not be in the public interest, would not be fair and would be in breach of Data Protection principles, the public and press be excluded from the meeting during consideration of the ‘not for publication’ appendix as part of Agenda Item 7(v) – DC052220 and DC052222 - Barnes Hospital, Kingsway, Cheadle should the content of this appendix need to be discussed.

DC052220 - Listed Building Consent Application for the conversion, extension, restoration and alteration of the former hospital building to provide 78 residential apartments.

 

The Committee is recommended to grant planning permission.

 

DC052222 - Hybrid Planning Application comprising:-

 

(a)       Full Planning Application for the conversion and extension of the former hospital building to provide 78 residential apartments and the erection of 100 residential apartments within three blocks to the north with associated access, parking, landscaping and open space.

 

(b) Outline Planning Application for the erection of 63 residential dwellings to the east and south and the erection of 59 residential apartments within two blocks to the south west with associated access, parking, landscaping and open space.

 

The Committee is recommended to grant planning permission.

In respect of plan no. 52220 and 52222 for the listed building consent application for the conversion, extension, restoration and alteration of the former hospital building to provide 78 residential apartments and the Hybrid Planning Application comprising:-

 

(a) Full planning application for the conversion and extension of the former hospital building to provide 78 residential apartments and the erection of 100 residential apartments within three blocks to the north with associated access, parking, landscaping and open space.

 

(b) Outline planning application for the erection of 63 residential dwellings to the east and south and the erection of 59 residential apartments within two blocks to the south west with associated access, parking, landscaping and open space at Barnes Hospital, Kingsway, Cheadle. 

 

A representative of the Corporate Director for Place Management and Regeneration advised there were specific considerations associated with the site which were unique and had influenced officer’s recommendations in the report.

 

RESOLVED – (Seven for, five against) That in the event that the application is not called in by the Secretary of State, the Corporate Director for Place Management and Regeneration be authorised to determine the application upon the applicant entering into an appropriate legal agreement and the insertion of clawback arrangements into the legal agreement.

Introduction of Changes to the Council's Checklist for the Validation of Planning Applications pdf icon PDF 23 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report details proposals to make changes to the Council’s Application Validation Checklist (AVC) for the validation of planning applications, and a new supporting document ‘Explanatory Notes for the National and Local Information Requirements for the Validation of Planning Applications’.

 

The Committee is invited to recommend that the proposed changes be adopted.
