To approve as a correct record and sign the Minutes of the meeting held on 20 June 2013.

The Minutes (copies of which had been circulated) of the meeting held on 20 June 2013 were approved as a correct record and signed by the Chair.

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Personal Interest

To consider whether it is in the public interest to exclude the public during consideration of agenda item 7(ii)  and (iii) DC052220 and DC052222 - Barnes Hospital, Kingsway, Cheadle which contains information “not for publication by virtue of Category 3 ‘Information relating to the financial or business affairs of any particular person (including the authority)’ as set out in the Local Government Act 1972 (as amended).

RESOLVED – That in order to prevent the disclosure of information relating to the financial or business affairs of any particular person (including the authority) which was not for publication as defined in Category 3 of Schedule 12A of the Local Government Act 1972 (as amended), the disclosure of which would not be in the public interest, would not be fair and would be in breach of Data Protection principles, the public and press be excluded from the meeting during consideration of the ‘not for publication’ appendix as part of Agenda Item 7(v) – DC052220 and DC052222 - Barnes Hospital, Kingsway, Cheadle should the content of this appendix need to be discussed.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local libraries and Information Centres).

To consider a report of the Visiting Team held on Monday, 22 July 2013.     

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing recommendations made by the Visiting Team on Monday, 22 July 2013.

RESOLVED – That the report be noted.

To consider a report of the Service Director (Place Development).                                   

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

Erection of 42 dwellings

The Committee is recommended to grant planning permission subject to the applicant entering a Section 106 legal agreement for the provision of recreational open space.

In respect of plan no. 51671 for the erection of 42 dwellings at Man Diesel & Turbo UK Ltd, Mirrlees Drive, Hazel Grove, it was

RESOLVED – That the Corporate Director for Place Management and Regeneration be authorised to determine the application upon the applicant entering into a Section 106 Agreement in respect of the provision of recreational open space.

Demolition of existing conservatory and its replacement with a new conservatory which projects 1 metre further than the present conservatory.

The Committee is recommended to grant planning permission subject to conditions contained in the report.

In respect of plan no. 52367 for the demolition of existing conservatory and its replacement with a new conservatory which projects 1 metre further than the present conservatory at 24 Henbury Drive, Woodley, it was

RESOLVED – (1 against) That planning permission be granted, subject to the conditions contained in the report.

Revised retail park highway access from Manchester Road to provide a signalised junction and pedestrian crossing into the retail park, associated relocation of an existing bus stop, blocking up of the existing access, amendments to the retail park car parking, vehicle and pedestrian access arrangements including the demolition of two existing retail units to provide additional car parking and the provision of a new fence to separate the car park areas from the service yard.

The Committee is recommended to grant planning permission.

Proposed two storey side extension with single storey rear extension plus widening of driveway.

The Committee is recommended to grant planning permission subject to the conditions contained in the report.

In respect of plan no. 52583 for a proposed two storey side extension with single storey rear extension plus widening of driveway at 8 Firswood Mount, Gatley, it was

RESOLVED – That planning permission be granted, subject to the conditions contained in the report.

DC052220 - Listed Building Consent Application for the conversion, extension, restoration and alteration of the former hospital building to provide 78 residential apartments.

The Committee is recommended to grant planning permission.

DC052222 - Hybrid Planning Application comprising:-

(a)       Full Planning Application for the conversion and extension of the former hospital building to provide 78 residential apartments and the erection of 100 residential apartments within three blocks to the north with associated access, parking, landscaping and open space.

(b) Outline Planning Application for the erection of 63 residential dwellings to the east and south and the erection of 59 residential apartments within two blocks to the south west with associated access, parking, landscaping and open space.

The Committee is recommended to grant planning permission.

In respect of plan no. 52220 and 52222 for the listed building consent application for the conversion, extension, restoration and alteration of the former hospital building to provide 78 residential apartments and the Hybrid Planning Application comprising:-

(a) Full planning application for the conversion and extension of the former hospital building to provide 78 residential apartments and the erection of 100 residential apartments within three blocks to the north with associated access, parking, landscaping and open space.

(b) Outline planning application for the erection of 63 residential dwellings to the east and south and the erection of 59 residential apartments within two blocks to the south west with associated access, parking, landscaping and open space at Barnes Hospital, Kingsway, Cheadle. 

A representative of the Corporate Director for Place Management and Regeneration advised there were specific considerations associated with the site which were unique and had influenced officer’s recommendations in the report.

RESOLVED – (Seven for, five against) That in the event that the application is not called in by the Secretary of State, the Corporate Director for Place Management and Regeneration be authorised to determine the application upon the applicant entering into an appropriate legal agreement and the insertion of clawback arrangements into the legal agreement.

To consider a report of the Service Director (Legal & Democratic Services)

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

The Committee is recommended to note the report.

A representative of the Service Director (Legal & Democratic Services) submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to Area Committees. 

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report details proposals to make changes to the Council’s Application Validation Checklist (AVC) for the validation of planning applications, and a new supporting document ‘Explanatory Notes for the National and Local Information Requirements for the Validation of Planning Applications’.

The Committee is invited to recommend that the proposed changes be adopted.
