The Minutes (copies of which had been circulated) of the meeting held on 8 September 2011 were approved as a correct record and signed by the Chair.

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

(a) To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

The Corporate Director of Place is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. Erection of 5 no. detached dwellings

The Committee is recommended to grant planning permission subject to conditions contained in the report and the signing of a S106 agreement.

In respect of plan no. 45953 for the erection of five detached dwellings at Greave Tennis Club, Hillcourt, Romiley, it was

RESOLVED – That the Service Director (Place Development) be authorised to determine the application subject to imposition of conditions and the completion of a S106 agreement to secure the relocation of the Club to Woodley Sports Club prior to the commencement of the redevelopment of the site and the payment commuted sum in relation to off site recreational open space in line with policy SIE-2.

Creation of five tennis courts and additional parking

The Committee is recommended to grant planning permission subject to the imposition of conditions and the signing of a S106 agreement.

In respect of plan no. 45963 for the creation of five tennis courts and additional parking at Woodley Sports Centre, Lambeth Grove, Woodley, it was

RESOLVED – That the Service Director (Place Development) be authorised to determine the application in accordance with recommendation of the report.  This should include the use of the financial contribution secured through the proposed Section 106 agreement for the maintenance of the woodland and the footpath adjacent to the proposed development site and the requirement to link the proposed development to the closure, relocation and redevelopment of Greave Tennis Club.

The Service Director (Legal & Democratic Services) will update the Committee on the conduct of decision making when a Councillor withdraws from a meeting during consideration of a development application.

A representative of the Service Director (Legal & Democratic Services) clarified the procedure for the conduct of decision making when a Councillor withdraws from the meeting during consideration of a development application.  She confirmed that if during the consideration of a development application members of the Committee left the meeting room, upon their return they should not participate any further in the deliberation of vote on that planning application.

RESOLVED – (1) That the report be noted. 

(2) That the Service Director (Legal & Democratic Services) be requested to provide a written clarification concerning members’ participation in the consideration of development applications, should they leave the meeting room.

This report summarises recent appeal decisions, lists current planning appeals and dates for local inquiries and informal hearings according to Area Committee.

A representative of the Service Director (Legal & Democratic Services) submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to Area Committees.

RESOLVED – (1) That the report be noted.

(2) That the Service Director (Legal & Democratic Services) be requested to submit a report to the next meeting detailing issues relating to enforcement issues at 80 - 82 Wellington Road North during the last 12 months and that the report be also circulated to the Brinnington & Central Ward Councillors.

(3) That the Service Director (Legal & Democratic Services) be requested to submit a report to the next meeting relating to enforcement issues at the Tatton Cinema site.

To consider a report of the Service Director (Place Development).                                                  

This report informs the Committee of the intention to change the status of the Woodley Local Centre from the current status as Prohibited Streets to Consent Streets for Street Trading.

The Committee is recommended to support the creation of a ‘Consent Street’ area in Woodley Local Centre to facilitate the hosting of events which are subject to the Council’s event application process and Area Committee approval.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Place Management) setting out a proposal to change the status of the Woodley Local Centre from the current status as Prohibited Streets to Consent Streets for street trading.

RESOLVED – That the application to change the status of Woodley Local Centre from the current status as Prohibited Streets to Consent Streets for street trading be approved.

To consider a report of the Service Director (Place Management)

The government has produced a draft National Planning Policy Framework (NPPF) for consultation. The government indicates that the NPPF is a revised, and simplified planning framework, easier to understand and put into practice

The purpose of this report is to provide members of the Committee with a summary briefing, explanation and comment on the key components of the NPPF    

The Committee is recommended to note the contents of the report.

The Head of Planning submitted a report (copies of which had been circulated) of the Service Director (Place Management) detailing the Government’s draft proposals for the National Planning Policy Framework (NPPF).

The following issues / comments were raised:-

• A member expressed concern at the proposed changes to the Green Belt and how wards which did not have areas of land within the greenbelt would be adversely affected.
• How Brownfield sites would be developed under the proposed changes.
• Members commented on the reduction of the national planning guidance from over 1,000 pages to less than 100. 
• Members expressed that they wanted to see extra protection for residents and for them to be able to voice their opinions.
