Erection of retirement living accommodation comprising 40 self-contained apartments with associated communal facilities, landscaping and car parking, following demolition of existing buildings/structures.

 

The Committee recommend to grant planning permission subject to conditions and the completion of a legal agreement securing the following heads of terms:

 

·         £97,000 be paid to the Council to fund improvements to sports, recreation and play facilities in Torkington Park;

·         £30,000 be paid to the Council to fund improvements to the two bus stops on Commercial Road closest to the application site and for the provision of additional dropped kerbs and tactile paving in the vicinity of the application site; and

·         £248,000 be paid to the Council for the provision of affordable housing off-site subject to a recovery provision reducing/eliminating this commuted sum should the development be prevented from generating income from ground rents prior to occupation of proposed dwellings.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to area committees.

 

The representative of the Deputy Chief Executive provided the following updates to the report:-

 

·         The appeal against the refusal of planning permission for the erection of a single detached dwelling and detached garage on land between 510 and 518 Chester Road, Woodford had been dismissed.

·         The appeal against the refusal of planning permission to remove condition 3 to permit 24 hour opening at the Red Lion Filling Station, Cheadle had been dismissed.

·         Appeals had now been received in respect of:-

o   the refusal of consent for advert banner at La Veranda 22c Station Road, Cheadle Hulme.

o   the refusal of planning permission for a new school and the erection of up to 325 dwellings at the Seashell Trust, Stanley Road, Cheadle Hulme.

o   the refusal of planning permission for extensions at 54 Andrew Lane, High Lane.
