One question was submitted asking whether it was Council policy to release green belt land for development.

 

The Chair confirmed that it was not Council policy to do so.

The Planning & Highways Regulation Committee be recommended to grant planning permission.

 

(ii)        DC054212 – Woodford Aerodrome, Chester Road, Woodford

 

Formation and construction of two accesses from Chester Road to serve a development of up to 920 dwellings, C2 Extra Care Unit,: commercial floor space (Comprising up to 8,361 sq.m (90,000 sq.ft) of class B1C); a public house (comprising up to 650 sq.m of class A4 floorspace); retail floorspace (comprising up to 5 shop units and some 1,000 sq.m of class A1, A3 & A5 floorspace); A one form entry primary School; and use class D1 floorspace (up to 300 sq.m)

 

The Planning & Highways Regulation Committee is recommended to grant planning permission.

Hybrid planning application for:-

 

Part A

Outline planning permission (excluding phase 1) for the erection of:

 

·         Up to 775  dwellings;

·         C2 Extra Care Unit

·         Commercial floorspace (comprising up to 8,361sq m [90,000 sq ft] of Class B1c);

·         A public house (comprising some 650sq.m. of Class A4 floorspace);

·         Retail floorspace (comprising up to 5 shop units and some 1000sq.m. of Class A1, A3 & A5 floorspace);

·         A one form entry primary school;

·         Use Class D1 floorspace; and

·         the provision of associated infrastructure (including roads, footpaths, cycleways and open space)

 

ALL MATTERS (ACCESS, APPEARANCE, LANDSCAPING, LAYOUT AND SCALE) ARE RESERVED FOR SUBSEQUENT APPROVAL

Full planning permission for phase 1 (as outlined in green on plan PL1161.D.4000) for:

 

·         The erection of 145 dwellings; and

The Committee considered the following applications relating to the former Woodford Aerodrome, Chester Road, Woodford.

 

(i)        DC053833 – Woodford Aerodrome, Chester Road, Woodford

 

In respect of plan no. 53833 for the demolition of the existing buildings, remediation of land (including mitigation/removal of runways, hardstanding and taxiways) and the regrading of the land to create development platforms for a residential led mixed-use development at Woodford Aerodrome, Chester Road, Woodford, it was

 

RESOLVED – That planning permission be granted subject to conditions, including the following:-

 

·         limiting hours of demolition to 8am to 6pm Monday to Friday and to 8am-1pm on Saturdays;

·         no work to be undertaken on Sundays or Bank Holidays;

·         the provision of an on-site wheel wash facility;

·         an informative suggesting that the applicant engage with the operators of the Aerodrome Heritage Centre on the possible recycling of the Control Tower;

·         the co-ordination with the Council’s Public Realm Service to ensure that non-urgent road maintenance can be avoided for the duration of the demolition.

RESOLVED – That planning permission be granted subject to appropriate conditions.

In respect of plan no. 53832, Hybrid planning application for:-

MOVED and SECONDED – That planning permission be refused on the grounds that the proposal:-

 

·         would have a greater and detrimental impact on the openness and character of the greenbelt due to its scale and massing and that the proposals were contrary to the Council’s Development Plan and national policies in respect of the green-belt;

·         was contrary to the Woodford Aerodrome Opportunity Site Supplementary Planning Document (SPD) as the number of proposed housing units exceed the number recommended in the SPD;

·         provided insufficient employment opportunities and was therefore contrary to the SPD;

·         contained insufficient information in relation to the impact of the proposals on traffic and the highway;

·         did not include a Viability Assessment.

 

In favour of the motion 6, against 6.
