The Minutes (copies of which had been circulated) of the meeting held on 20 February 2013 were approved as a correct record and signed by the Chair.

Councillor Hendley left the meeting during the consideration of the item and took no part in the discussion or vote.

The Committee is recommended to refuse planning permission.

In respect of plan no. 51300 for the redevelopment of Cheadle and Marple Sixth Form College's Marple Campus including refurbishment of existing building on the Buxton Lane site and construction of new college buildings to provide 6,473 sqm of new educational floorspace, together with car parking and landscaping works, construction of synthetic floodlight pitch; and demolition of existing buildings on the Hibbert Lane site and erection of a class A1 store (3,651 sqm gross external) together with petrol filling station and associated highways, servicing and landscaping works at Cheadle and Marple Sixth Form College, Hibbert Lane, Marple:

 

A representative of the Service Director (Place Development) reported that the applicant had requested that the Committee give consideration to the deferral of the application to enable the applicant to have additional time to address concerns in relation to the impact of the proposed development on the highway.  Notwithstanding this request, the Committee was of the view that it had sufficient information contained within the report to enable it to come to a decision on the application.

 

The Committee further gave detailed consideration to the cross-funding argument in relation to securing significant benefits to the Cheadle and Marple Sixth Form College arising from the application proposal which it was contested could only be achieved through the redevelopment of the Hibbert Lane site as a supermarket within the context of the current proposals.

 

It was then

 

RESOLVED – (Seven for, two against) That planning permission be refused on the grounds that the application failed to satisfy the sequential test; the impact of the proposed development on the vitality and viability of the Marple District Centre; the negative impact that the siting of the proposed substation off Hibbert Lane would have on the visual appearance of the area; the poor accessibility of the site and the lack of proposed mitigation measures which contributed to a failure to demonstrate that the proposals would not have a detrimental impact on highway safety.

Demolition of existing structure and erection of Class A1 foodstore and flexible use unit with associated public realm and highway works, vehicular access, car parking, servicing area and hard and soft landscaping.

 

The Committee is recommended to grant planning permission subject to the conditions contained in the report and subject to a Section 106 Agreement to include a Travel Plan, Car Park Management Scheme and Traffic Regulation Orders.

In respect of plan no. 51408 for the demolition of existing structure and erection of Class A1 foodstore and flexible use unit with associated public realm and highway works, vehicular access, car parking, servicing area and hard and soft landscaping on land bounded by Trinity Street/ Chadwick Street, Marple, it was

 

RESOLVED - (Eight for, one against) That the Service Director (Place Management) be authorised to determine the application subject to the completion of a Section 106 agreement to include a travel plan, car park management scheme and associated Traffic Regulation Orders.
