To approve as a correct record and sign the Minutes of the meeting held on 1 March 2013.

The Minutes (copies of which had been circulated) of the extraordinary meeting held on 1 March 2013 were approved as a correct record and signed by the Chair.

No declarations of interest were made.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local libraries and Information Centres).

No public questions were submitted.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing a recommendation made by the Visiting Team on Monday, 11 March 2013.

RESOLVED – That the report be noted.

To consider a report of the Service Director (Place Development).                                   

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

Stationing of static caravan for residential use in connection with Brook Vale Farm.

The Committee is recommended to grant planning permission subject to conditions contained in the report.

In respect of plan no. 48285 for the stationing of a static caravan for residential use in connection with Brook Vale Farm on Bean Leach Road, Hazel Grove, it was

RESOLVED – (1) That consideration of this application be deferred until the next meeting of the Planning and Highways Regulation Committee on Tuesday, 23 April 2013 in order to allow further discussions between the Applicant and the Planning Authority in relation to fire safety measures and clarification of the location of the gas bottles for the static caravan.

(2) That the Planning and Highways Regulation Committee strongly request a consultee response from the Fire Officer in relation to the introduction of any necessary appropriate fire safety measures.

(3) That should a response from the Fire Officer not be received prior to the next meeting on 23 April 2013 the Democratic Services Manager be requested to organise a site visit to Brook Vale Farm.

Demolition of existing garage and building of two storey side extension and modifications to existing dwelling.

The Committee is recommended to grant planning permission subject to conditions contained in the report.

In respect of plan no. 51436 for the demolition of existing garage and building of two storey side extension and modifications to existing dwelling at 501 Chester Road, Woodford, it was

RESOLVED – That planning permission be granted subject to the conditions contained in the report.

Part 2 storey,part single storey rear extension. Alterations to front elevation. Raised rear patio. Detached outbuilding to rear garden. New access stairs to side plus alterations to front boundary and construction of hardstanding area.

The Committee is recommended to grant planning permission.

In respect of plan no. 51449 for a part 2 storey, part single storey rear extension, alterations to front elevation, raised rear patio, detached outbuilding to rear garden and new access stairs to side plus alterations to front boundary and construction of hard-standing area at 131 Bramhall Lane South, Bramhall, it was

RESOLVED – That planning permission be granted subject to the following additional conditions:-

• A condition on the outbuilding to remain ancillary to the use of the main dwelling house.
• A condition that landscaping on site be carried out within 6 months of the occupation or substantial completion of the development. 
• The removal of permitted development rights.

Two storey rear extension, single storey rear extension, increase in ridge height and alterations to front elevation (Amended description).

The Committee is recommended to grant planning permission subject to conditions contained in the report.

In respect of plan no. 51581 for the two storey rear extension, single storey rear extension, increase in ridge height and alterations to front elevation (Amended description) at 118 Styal Road, Gatley, it was

RESOLVED – That planning permission be granted subject to the conditions contained in the report.

Single storey rear extensions, increase in roof ridge height, dormer to front elevation and creation of new gable end.

The Committee is recommended to grant planning permission.

In respect of plan no. 51656 for the single storey rear extensions, increase in roof ridge height, dormer to front elevation and creation of new gable end at 286 Longhurst Lane, Mellor, it was

RESOLVED – That the Service Director (Place Development) be authorised to determine the application subject to neighbouring properties being consulted.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

The Committee is recommended to note the report.
