To approve as a correct record and sign the Minutes of the meeting held on 10 October 2013.

The Minutes (copies of which had been circulated) of the meeting held on 10 October 2013were approved as a correct record and signed by the Chair.

No declarations of interest were made.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local libraries and Information Centres).

To consider a report of the Visiting Team held on Monday, 18 November 2013.   

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing recommendations made by the Visiting Team on Monday, 18 November 2013.

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

Erection of ten dwelling houses with associated access and landscaping.(Re-submission of DC052499)

The Committee is recommended to grant planning permission subject to the conditions contained in the report.

In respect of plan no. 53463 for the erection of ten dwelling houses with associated access and landscaping (re-submission of DC052499) at 244 Wellington Road North, Heaton Chapel, it was

RESOLVED – That the Corporate Director for Place Management and Regeneration be authorised to determine the application subject to the applicant either paying the relevant commuted sum or entering into a Section 106 agreement for the provision of recreation and amenity open space as required by Policy SIE-2 of the Core Strategy DPD.

Clearance of site and creation of 2 detached 3 bedroom homes, access and associated infrastructure (Amended Plans - revised siting, design, including garage, means of access and on site parking).

The Committee is recommended to grant planning permission.

In respect of plan no. 53263 for the clearance of site and creation of two detached three bedroom homes, access and associated infrastructure (amended Plans - revised siting, design, including garage, means of access and onsite parking) at land adjacent to St. Mark's Vicarage, Berlin Road, Edgeley, it was

RESOLVED – That the Corporate Director for Place Management and Regeneration be authorised to determine the application subject to the applicant either paying the relevant commuted sum or entering into a Section 106 agreement for the provision of recreation and amenity open space as required by Policy SIE-2 of the Core Strategy DPD.

Single storey rear extension

The Committee is recommended to grant planning permission.

In respect of plan no. 53335 for the single storey rear extension at Lake Cottage, 19 Low Lea Road, Marple Bridge, it was

RESOLVED – That planning permission be granted.

To consider a report of the Council Solicitor.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

The Committee is recommended to note the report.

A representative of the Council Solicitor submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to Area Committees.

RESOLVED – (1) That the report be noted.

(2) That in the light of the successful appeal against the decision of the Heatons and Reddish Area Committee to refuse planning permission for the conversion of an existing dwelling to a residential children’s home at The Old Rectory, Reddish Road, the Corporate Director for Place Management and Regeneration be requested to submit a report to a future meeting of the Committee detailing the current position with regard to the development of Children’s Homes in the Borough with particular regard to:-

·         the suitability of the location of Children’s Homes.

·         the proliferation of Children’s Homes within residential areas.

·         the implications of the recent successful planning appeal at The Old Rectory, Reddish Road.

·         the controls that the Council can exercise over these factors in current and future planning policies.
