The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also details the current position with regard to the Highway Maintenance and Traffic Management Delegated Budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair advised the meeting that Remembrance Day Services would be taking place in the Cheadle area on Sunday 10 November 2013 as follows:-

 

-       Cheadle – 11.00am

-       Cheadle Hulme – 9.55am

-       Gatley – 10.45am

-       Heald Green – 12 noon.

 

She advised that further details were available on the Council’s Website.

 

The Chair also expressed her thanks to local residents for the work they had carried out in liaising with the various agencies involved with regard to the drainage problems on Sandringham Road, Cheadle Hulme.

5.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the Code of Practice.

 

One public question was submitted requesting an apology to comments made by Officers from Stockport Homes at a meeting held with local residents on 30 July 2013 to discuss the drainage problems on Sandringham Road, Cheadle Hulme.

 

RESOLVED – That the Democratic Services Manager liaise with Officers from Stockport Homes and request a response to the questioner in writing.

5.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last Committee meeting. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         Flooding on Ladybridge Road and Albert Road in Cheadle Hulme. Residents had now been advised that the gulleys would be cleaned every three months and that the culvert that ran along Queens Road was under investigation.

·         The installation of new lamp posts on Councillor Lane, Cheadle.

·         The condition of the pavement on Sandringham Road, Cheadle Hulme.

·         When street cleansing was scheduled to take place on Warren Avenue, Cheadle.

 

RESOLVED – That David Wilson be thanked for his attendance.

Ward Flexibility Funding

St. Mary’s Parish Church, Cheadle on behalf of the Cheadle Christmas Planning Group

 

To consider an application from St Mary’s Parish Church, Cheadle, on behalf of the Cheadle Christmas Planning Group, for funding towards the Cheadle Victorian Christmas Market to be held on 7 December 2013, to be run in conjunction with the Makers’ Market on Cheadle Green.

Minutes:

A representative of the Democratic Services Manager reported on the receipt of an application for Ward Flexibility Funding from St. Mary’s Parish Church, Cheadle, on behalf of the Cheadle Christmas Planning Group, for funding towards the Cheadle Victorian Christmas Market to be held on 7 December 2013, to be run in conjunction with the Makers’ Market on Cheadle Green. The Area Committee was advised that any award of funding was conditional upon Members granting the On-Street Event Application to be considered later on in the meeting (see Minute 9 below).

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 to St. Mary’s Parish Church, on behalf of the Cheadle Christmas Planning Group, from the Ward Flexibility Budget (Cheadle and Gatley Ward allocation) towards the Cheadle Victorian Christmas Market to be held on 7 December 2013, subject to the Area Committee granting the On-Street Event Application to be considered later on in the meeting (see Minute 9 below).

The Chair outlined the procedure approved by the Council for public speaking on planning applications.

RESOLVED- That the Corporate Director for Place Management and Regeneration be authorised to determine the application, pending the applicant entering into a Section 106 Agreement to secure the relevant financial contribution/commuted sum payment towards the provision of children’s and formal open space, in accordance with saved Unitary Development Plan (UDP) policy L1.2 and Core Strategy Development Plan Document (DPD) policy SIE-2 and the upgrading of the bus stop on the site frontage, as required by the Highway Engineer.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing the findings of the 2013 Annual Review of Outcomes Tour undertaken on 15 March 2013.

 

A Member expressed concern about the stained brickwork on the retail and residential development at Warwick Mall, High Street, Cheadle.

10.

The report proposes the resurfacing of the carriageway along Priory Road from its junction with Adshall Road to the entrance to Colishall House.

 

The Area Committee is requested to approve the recommendation in the report.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding the proposed resurfacing of the carriageway along Priory Road, Cheadle from its junction with Adshall Road to the entrance to Colishall House.

 

The Area Committee was reminded that a petition containing twenty one signatures had been submitted to the meeting of the Area Committee held on 9 July 2013 by residents of Coltishall House, Priory Road, Cheadle, requesting the Council to improve the condition of the footpath and roadway leading from Coltishall House.

 

RESOLVED – (1)That the planing and resurfacing of the carriageway on Priory Road, Cheadle from its junction with Adshall Road to the entrance to Colishall House at an approximate cost of £14,100 be approved, with £8,110 to be funded from the Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme North Ward allocation) and the Executive Councillor (Communities and Sustainability) being requested to fund the additional cost of the scheme (£5,990) from his budget.

 

(2) That the Democratic Services Manager be requested to advise the lead petitioner of the Area Committee’s decision.

11.

To consider a report of the Corporate Director for Place Management & Regeneration

 

The report follows a request at the last meeting of the Area Committee to provide an update on drainage in the Sandringham Road area of Cheadle Hulme. The report also includes responses from the Council and partner agencies to concerns raised by residents.

 

The Area Committee is recommended to monitor the situation until the outstanding works are completed.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing an update on the drainage in the Sandringham Road area of Cheadle Hulme. The report also included responses from the Council and partner agencies to concerns raised by residents.

 

Representatives of United Utilities and Stockport Homes also attended the Meeting to respond to Members’ questions.

 

The following comments were made and issues raised:-

 

·         There had been a history of overflowing manhole covers in the area on Grange Avenue, Buckingham Road and Worcester Road. All were connected to a complex system of clean and foul drainage. The outlet to Micker Brook was below the high water mark which hindered drainage.

·         Parking by users of the playing fields on Sandringham Road had been a problem over a number of years. An email had been sent to the home team clubs advising them not to park on Sandringham Road.

 

RESOLVED – (1) That the Corporate Director for Place Management and Regeneration be requested to monitor the situation until the outstanding works had been completed.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to submit a further update report on progress and findings to the meeting of the Area Committee to be held on 4 February 2014.

12.

Review of Polling Districts, Polling Places and Polling Stations pdf icon PDF 23 KB

To consider a report of the Chief Executive.

 

The report seeks the views of the Area Committee on the current polling arrangements within the area in order to inform the Polling District review currently underway. Any comments received will be incorporated final proposals which will be submitted to the Area Committee in December 2013.

 

In particular, the Area Committee is invited to consider the following prompts:-

 

·         Are the existing buildings used as polling stations within you wards convenient to electors within the polling district?

 

·         Are there any issues with accessibility to any of the polling stations currently used in your ward?

 

·         If a polling station is not convenient to electors within the polling district are you aware of any other potentially suitable buildings.

 

·         Are the boundaries of the polling districts well-defined – are there any obstacles to electors reaching their polling station? (NB The review is only concerned with polling districts – the Council has no power to amend ward boundaries which are a matter for the Boundary Commission for England.)

 

The views of the Area Committee are sought on the existing polling arrangements. Any comments or suggestions will then be considered and a recommended scheme brought back to the Area Committee in December for consideration prior to submission to the Executive and full Council on 23rd January 2014.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) seeking the views of the Area Committee on the current polling arrangements within the Cheadle area in order to inform the current Polling District review.  The report also detailed the current polling places within the Cheadle and Gatley, Cheadle Hulme North and Heald Green wards along with the size of the electorate as at October 2013 and the number of electors that would be eligible to vote in person.

 

A Member expressed concern that there was nowhere for the tellers to shelter at Queens Road Primary School.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) seeking support to amend the position of the proposed puffin crossing on High Street, Cheadle, between Eden Place and Ashfield Road as following further detailed design and consultation with Greater Manchester Urban Traffic Control concerns had been raised regarding the lack of forward visibility to the proposed signal head.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to approve the siting of a puffin pedestrian crossing on High Street, Cheadle approximately 42 metres south west of its junction with Ashfield Road.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) seeking support for the reinstatement of a bus stop bench on Wilmslow Road, Heald Green in the vicinity of Long Lane United Reformed Church.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to approve the works for the reinstatement of a bus stop bench on Wilmslow Road, Heald Green, as detailed in paragraph 2.4 of the report, at an approximate cost of £1,897 to be funded jointly from the Highway Maintenance and Traffic Management Delegated Budget (Heald Green Ward allocation) and the Strategic Route Budget, with 50% of the cost being met from each of those budgets.

The report considers the findings of a consultation exercise with local residents following concerns regarding on street parking on Springfield Road, Gatley.

 

The report seeks approval to the introduction of a No Waiting at any Time Traffic Regulation Order on Springfield Road, Gatley.

16.

Procedures for the temporary closure of Bridleways

This item has been placed on the agenda at the request of Councillor John Pantall.

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor John Pantall.

 

Councillor Pantall outlined the background to development application DC049456 for the demolition of existing buildings and the erection of 26 no. new dwellings, access, landscaping, open space and parking at Old Wool Lane, Cheadle.  At the meeting of the Area Committee held on 17 July 2012 Members had recommended that the Planning and Highways Regulation Committee undertake a site visit  and at its meeting held on 2 August 2012 the Planning and Highways Regulation Committee had agreed that planning permission be granted for this application, subject to the conditions contained in the report. The report consider by Members had made no specific reference to the proposed temporary closure of the bridleway. The temporary closure of the bridleway had subsequently been extended for a further six months’ period by the Department for Transport on 6 August 2013. It had become apparent that it was not the current practice of Officers to advise Ward Members of temporary closures of public rights of way or requests to extend temporary closures.

 

RESOLVED – (1) That with regard to future development applications that may include a temporary closure of a public of right of way, the Corporate Director for Place Management and Regeneration be requested to include details of the temporary closure in the report.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to ensure that the future procedure for the temporary closure of public rights of way includes consultation with Ward Councillors and, if necessary, Area Committees.
