The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Dave Barrett (Greater Manchester Police) and Nigel Hudson (Community Safety Unit, Stockport Council) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

  • Avoiding possible burglaries by closing windows in unattended rooms and not leaving keys in back doors.
  • The launch of Operation Whistler aimed at targeting theft related offences with the aim of reducing burglary, car theft, shoplifting and other crimes.
  • The crushing of illegally ridden off-road motorcycles.
  • Off-road motorcycles being ridden in the vicinity of York Close, Cheadle Hulme.
  • The problem of stolen car number plates.
  • Scams emanating from people knocking on residents’ doors.
  • Lorries over the weight limit using the bridge near to the Demmings Industrial Estate, Cheadle.
  • Motorists breaking the speed limit on Councillor Lane.

 

RESOLVED – That Inspector Dave Barrett and Nigel Hudson be thanked for their attendance.

5.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the Code of Practice.

 

One public question was submitted regarding the temporary closure of a section of the footpath at Old Wool Lane and why there was a need for the closure order to be extended.

 

A representative of the Democratic Services Manager reported that work on site was progressing but had not been completed, including the section of the footpath affected by the closure order. The Temporary Closure Order was in keeping with the Council’s duty to ensure safety on a public right of way, especially as heavy machinery was involved.

 

RESOLVED – That the issue be considered further at the next meeting of the Area Committee.

5.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following issue was raised:-

 

           Following work carried out to the pavements on Audlem Walk, Cheadle, there was a gap between the road and dropped kerb which caused difficulties for people with mobility problems.

 

RESOLVED – That David Wilson be thanked for his attendance.

Open Forum - Chelwood Foodbank Plus

To consideration a presentation from Marc Godwin on the work of the foodbank and other services based at Chelwood Baptist Church

Minutes:

Marc Godwin gave a presentation on the work of the foodbank and other services based at Chelwood Baptist Church. Mr Godwin referred to the expanding demand for the services provided, partly as a result of delays before people received welfare benefits and changes to the payment of housing benefit resulting from the under-occupancy of accommodation. The problems people experienced with ‘loan sharks’ and a lack of take up of free school meals were also contributory factors to the increase in the demand for the services of Chelwood Foodbank Plus.

 

RESOLVED – That Marc Godwin be thanked for his attendance and presentation, and the invaluable work carried out by Chelwood Foodbank Plus.

5.(vii)

Ward Flexibility Funding

To consider any applications for Ward Flexibility Funding or to receive feedback from organisations who have received funding.

 

-       St. Ann’s Road North Allotment Association

Minutes:

 A representative of the Democratic Services Manager reported on the receipt of an application for Ward Flexibility Funding from St Ann’s Road North Allotment Association towards the paving of the current grassed paths.

 

RESOLVED – (1) That the Democratic Services Manager be requested to make a grant of £1,000 to St. Ann’s Road North Allotment Association towards the paving of the current grassed paths, divided between the three wards in the Cheadle area as follows:-

 

-           Heald Green Ward - £474

-           Cheadle & Gatley Ward - £333

-           Cheadle Hulme North Ward - £193

 

(2) That approval be given to St. Ann’s Road North Allotment .Association retaining an unspent sum of £296.21 from a previous Ward Flexibility grant awarded by the Area Committee and used towards the works referred to in (1)  above.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

RESOLVED – That planning permission be refused on the grounds of the loss of amenity to the neighbouring property and one of the minimum separation distances to an adjoining property being contrary to the policies contained in the adopted Design of Residential Development Supplementary Planning Document.

The Area Committee is recommended to grant planning permission.

In respect of plan no. 52823 for the erection of one detached dwelling house (resubmission of application DC051214) on land to the rear of 103 Gatley Road, Cheadle

 

two local residents spoke against the application (for three minutes in total).

RESOLVED – That the application be deferred until the next meeting of the Area Committee to allow for the provision of more accurate diagrams and detailed information with regard to the measurement of the access road from Gatley Road, and the application being referred to the Greater Manchester Fire and Rescue Service for confirmation that emergency vehicles can access the dwelling.

9.

The report considers a series of access improvements in the vicinity of the Sainsbury’s store, Cheadle Royal, together with associated Traffic Regulation Orders.

 

The Area Committee is requested to recommend the Executive Councillor (Economic Development and Regeneration) to approve the proposed measures and the supporting schedule of Traffic Regulation Orders detailed in Appendix C to the report.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) in connection with a proposed series of access improvements in the vicinity of the Sainsbury’s store, Cheadle Royal, together with associated Traffic Regulation Orders.

 

The following comments were made/issues raised:-

 

           With regard to plan no. 5004/SCR/ 05 A3/CONSULTATION attached to the report, a Member expressed concern about making the short section of the driveway access to Bruntwood Park adjacent to Oak Cottage (from Schools Hill) one-way as it would restrict access/egress for users of the park and the car park was utilised for dropping off and picking up children at nearby schools, as well as reducing the number of vehicles on Conway Road and Schools Hill.

           Concern was expressed about the vegetation obscuring the sight line for the service entrance and entrance for staff parking at the back of the John Lewis’ store on Wilmslow Road, and the safety of pedestrians walking across the entrance.

           It was not easy for pedestrians crossing the south side of Etchells Road as they left the bus stop.

 

RESOLVED – That, subject to consideration of the comments of the Area Committee, the Executive Councillor (Economic Development and Regeneration) be recommended to approve the access improvements in the vicinity of the Sainsbury’s store, Cheadle Royal and associated Traffic Regulation Orders.

10.

Proposed Warning Sign (pedestrians in road ahead) - Normanton Road/Norbreck Avenue pdf icon PDF 28 KB

To consider a report of the Service Director (Place Management)

 

The report outlines the results of an investigation of the need for a warning sign to advise motorists of pedestrians under the bridge that links Normanton Road in Edgeley & Cheadle Heath Ward, and Norbreck Avenue in Cheadle Hulme North Ward.

 

The Area Committee is recommended to approve the erection of two illuminated warning signs on wide base poles, with electric connections.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) outlining the results of an investigation of the need for a warning sign to advise motorists of pedestrians under the bridge that links Normanton Road in the Edgeley & Cheadle Heath Ward and Norbreck Avenue in the Cheadle Hulme North Ward.

 

Whilst the Ward spokespersons for both Wards had approved the proposal in principle, the Edgeley & Cheadle Heath Ward allocation had been spent for 2013/14. The Ward spokesperson for the Cheadle Hulme North Ward had agreed to fund the scheme with the proviso that the Edgeley & Cheadle Heath Ward repay their half in the next financial year.

 

RESOLVED - That approval be given to the erection of two illuminated warning signs on wide base poles, with electric connections, at a cost of £1,700 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme North ward allocation), with the proviso that £850 is repaid from the Edgeley and Cheadle Heath ward allocation to the Cheadle Hulme North ward allocation in 2014/15.
