To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

With regard to the item on notice boards in the Cheadle area, Members felt that local voluntary and community organisations should be requested to take responsibility for all future maintenance of the boards, including the removal of out of date notices and ensuring that the criteria for what notices could be displayed were adhered to. In addition, the Area Committee felt that insurance for the notice boards and their content should remain with the Council.

 

RESOLVED – That the report be noted.

Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Sergeant Gareth Davies (Greater Manchester Police) attended the meeting to report on current issues and answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Cheadle area.

 

The following issues were raised/comments made:-

 

           The work of Operation Gotham in helping to reduce the number of robberies.

           The annual Operation Treacle had begun to address anti-social behaviour connected with Halloween and Bonfire Night. This involved the Council, the Police and the Fire Service working in partnership.

           Door step and telephone scams, particularly those targeted at elderly and vulnerable residents.

           Cyclists going through the red lights at the junction of Gatley Road and Kingsway.

 

RESOLVED –That Sergeant Davies be thanked for his attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

           The schedule for highway safety inspections.

           The Stockport Intensive Partnership Sweep which was taking place on 18 November in collaboration with the Police.

           Tackling overgrown hedges with the assistance of Age UK.

           The need for residents to be specific about locations when reporting problems.

 

RESOLVED – That David Wilson be thanked for his attendance and presentation.

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Councillor Iain Roberts submitted a petition from residents of Greenvale Drive, Cheadle requesting permit parking.

 

RESOLVED – That the petition be referred to the Service Director (Place Management) for investigation and a report submitted to a future meeting of the Area Committee.

Open Forum

Stockport ‘Kill the Chill’/Toasty Stockport

 

To consider a presentation from Marion Gordon from Strategic Housing in relation to the ‘Toasty Stockport’ campaign which ends in December and which offers free cavity wall and loft insulation to all private sector residents.

 

Stockport Council’s Housing Strategy Team is keen to ensure that all private sector residents are aware that the free cavity wall and loft insulation scheme will be coming to an end in December and that any vulnerable residents are offered a support programme from the Council who will work with them to improve their energy usage and maximise their income.

Stockport ‘Kill the Chill’/Toasty Stockport

 

Marion Gordon (Strategic Housing, Stockport Council) attended the meeting to advise the Area Committee that the ‘Toasty Stockport’ campaign which offered free cavity wall and loft insulation to all residents of private housing (subject to particular restrictions) was scheduled to end in December 2012 and that those residents who had not yet availed themselves of the service needed to register by the end of November.

 

The following comments were made/issues raised:-

 

           The publicity for the cessation of the ‘Toasty Stockport’ scheme which was taking place through the Council’s website, extensive production of leaflets and the local media.

           The launch of the Winter Warmth campaign on 16 October and the publicity for the event.

 

RESOLVED – That Marion Gordon be thanked for her attendance.

The Area Committee is requested to recommend that the Planning and Highways Regulation Committee grant planning permission.

In respect of plan no. 49861 for the refurbishment of the existing scout hut and a new one storey extension with new entrance, meeting area and hall at the Scout Hut, Oak Avenue, Cheadle Hulme

 

a representative of the applicant spoke in support of the application.

RESOLVED – That the Planning and Highways Regulation Committee be recommended to grant planning permission subject to the conditions and informatives contained in the report, the collection of commuted sums for recreation to provide adequate provision for open space (and its maintenance) and a financial contribution towards measures to improve the public footpath which run adjacent to the site and to footway and crossing facilities within Turves Road to assist and encourage sustainable travel choices to enhance the accessibility of the site.

 

(iii)       DC049862   Turves Road, Cheadle Hulme, Stockport

 

In respect of plan no. 49862 for the development of 11 new 2 storey house, consisting of 8 numbers of 3 bedrooms 5 persons and 3 numbers of 2 bedroom 4 person houses at Turves Road, Cheadle Hulme, Stockport, it was

 

RESOLVED – That the Planning and Highways Regulation Committee be recommended to grant planning permission subject to the conditions and informatives contained in the report, the collection of commuted sums for recreation to provide adequate provision for open space (and its maintenance) and a financial contribution towards measures to improve the public footpath which run adjacent to the site and to footway and crossing facilities within Turves Road to assist and encourage sustainable travel choices to enhance the accessibility of the site.

The report details the provision of the borough’s festive lights and festive trees, notably in the Town Centre, the District Centres and several ley local Centres.

Minutes:

A representative of the Service Director (Place Development) submitted a report (copies of which had been circulated) detailing the provision of the borough’s festive lights and festive trees, notably in the Town Centre, the District Centres and several key local Centres.

 

The representative of the Service Director (Place Development) also circulated detailed plans of the proposed location of festive lights and trees within the Cheadle area, with examples of the types of lights that would be installed as part of the programme.

 

RESOLVED – That the report be noted.

Potential Cycle Projects for the Transportation Capital Programme pdf icon PDF 27 KB

To consider a report of the Service Director (Place Management)

 

The report details proposals for potential cycle projects that could be included within the transportation capital programme to encourage cycling to local and district centres for 2012/13.

 

The Area Committee is recommended to consider and comment on the list of potential schemes and identify their priorities to enable a final programme to be developed for approval by the Executive Councillor (Economic Development and Regeneration).

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) detailing proposals for potential cycle projects that could be included within the transportation capital programme for 2012/13 to encourage cycling to local and district centres.

 

Of the potential cycle projects outlined in the report, there was support for cycle stands, a review of ‘No Cycling Traffic Regulation Orders’, dropped kerbs, improved signing and widening the cycle lanes where possible.

 

The suggestions of canopies for certain groups of stands, the publication of pocket sized leaflets highlighting cycling times between all centres, and information boards for the district centres placed under covered stands were not supported. 

 

RESOLVED – That this Area Committee supports in principle the following potential schemes:-

 

-           Cycle stands

-           A review of ‘No Cycling’ Traffic Regulation Orders on paths that could safely be utilised and remove ‘End of Route’ and ‘Cyclists Dismount’ signs where practical.

-           The provision of dropped kerbs in places for continuity.

-           Improved signing – listing journey times; and

-           Widening cycle lanes where possible following any major resurfacing or maintenance work.

 

11.

A34 Kingsway, Cheadle - Proposed Lane Destination Amendments pdf icon PDF 26 KB

To consider a report of the Service Director (Place Management).

 

This report advises the Area Committee of the results of traffic modelling and a subsequent proposal to amend the lane destination road markings and signs on the northbound A34 Kingsway through Cheadle.

 

The Area Committee is requested to recommend that the Executive Councillor (Economic Development and Regeneration) approves the proposal detailed in the report.

RESOLVED –  That the Executive Councillor (Economic Development and Regeneration) be recommended to approval the proposal detailed in the report and shown on drawing number 5004/506 to amend the lane destination road markings and signs on the northbound A34 Kingsway through Cheadle at an approximate cost of £32,000 to be funded from the development agreement received from the extension to the Sainsbury Store at Cheadle Royal.

To consider a report of the Service Director (Legal and Democratic Services)

 

This report considers a request to grant a new 30 year lease (with five yearly reviews) of the land and property at Bruntwood Park, Cheadle.

 

The Area Committee is requested to recommend that the lease term be increased to 30 years and the lessees are permitted to invite the general public to participate for five days annually.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Legal and Democratic Services) in connection with a request to grant a new 30 year lease (with five yearly reviews) of the land and property at Bruntwood Park, Cheadle.

 

Although a Member expressed concern about the length of the lease being inconsistent with that for other land and property in the area, it was:-

 

RESOLVED – That the Corporate Director, Corporate and Support Services be recommended to increase the lease term to 30 years (with five yearly reviews) to the Trustees of the Bowmen of Bruntwood Archery Club and that the lessees be permitted to invite the general public to participate for five days annually.
