A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding. The report also included the current position on the ward delegated budgets.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to when waiting restrictions on Carrs Road, Cheadle would be implemented.

 

The questioner was advised by a representative of the Corporate Director for Place Management and Regeneration that objections to the initial consultation on traffic management proposals for the area were currently being examined by Officers and a report would be submitted to a future meeting of the Area Committee.

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         A request was made for Officers to investigate an advertising trailer which was located on Demmings Road, Cheadle.

·         The vegetation on the footpath at Parsonage Way, Cheadle was overgrown and needed cutting back.

 

RESOLVED – That David Wilson be thanked for his attendance.

Petitions

To receive petitions from members of the public and community groups.

 

Gatley Skate Park Improvement

 

(a)To report the receipt of an e petition from 59 signatories as follows:-

 

Statement:

 

“We, the undersigned would like the skatepark to be improved, we would like a grindable ledge to be added to the park and also a round rail that can be grinded on, to give the skatepark new terrain to skate on.

 

Justification:

 

Gatley skatepark is a very popular skatepark and it is used by a lot of people of all ages and urban sports, we feel that the park needs things adding to it, and the terrain that we are asking you to provide us with is a big aspect we look to use at skateparks that we visit. having a grind ledge and a round rail would be highly appreciated amongst the community”.

 

(b) To report the receipt of an e petition from 2 signatories as follows:-

 

Statement:-

 

“We, the undersigned , as a skatepark would like you to clear the un used grass space area and fill it with stone and build brand new ramps on them to give the rider a more safer feeling when riding, therefore the ramps we would like is a roll in ramp, a box and a quarter pipe with a back wall behind it so people can do tricks of it and get more active, we would really appreciate it if you could do this to the skatepark. Many Thanks

 

Justification:-

 

Gatley ramps are getting really old and people are burning them! Which is making it less safer for kids who want to ride on them! We as a skatepark have came together to decide that the ramps are no longer safe and new ones should be built next to it to enhance the experience for the rider to make it fun and to also make kids more active”.

(a)  Gatley Skate Park Improvement

 

An e petition containing 59 signatures was submitted requesting improvements to Gatley Skate Park in order to alter the terrain of the skate park. Another e petition was submitted containing 2 signatures requesting that the unused grass area be cleared and that new ramps be built.

 

RESOLVED – That the petitions be referred to the Corporate Director for Place Management and Regeneration for investigation.

 

(b)  High Grove Hotel, Silverdale Road, Gatley – Asset of Community Vale Nomination

 

Two petitions were submitted in support of an Asset of Community Value nomination with regard to the High Grove Hotel, Silverdale Road, Gatley which was to be considered by the Area Committee later on in the meeting (agenda item 13 refers). An e petition to list the site as an Asset of Community Value had been signed by 414 people and a petition to keep the High Grove as a public house had been signed by 72 people.

 

RESOLVE D – That the petitions be considered in connection with item 13 on the agenda for this meeting (Minute 13 refers) regarding ‘High Grove Hotel, Silverdale Road, Gatley – Asset of Community Value Nomination’.

To consider an application for Ward Flexibility Funding from Gatley Village Partnership towards a sculpture on Gatley Green, near to the War Memorial, as a commemoration to all servicemen from Gatley who lost their lives in war.

Andrew McKnight from Gatley Village Partnership attended the meeting to answer questions from the Area Committee in relation to an application for Ward Flexibility Funding seeking funding towards the cost of a sculpture on Gatley Green, near to the War Memorial, as a commemoration to all servicemen from Gatley who lost their lives in war.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £400 to Gatley Village Partnership towards the cost of a sculpture on Gatley Green, near to the War Memorial, to be funded from the Cheadle and Gatley Ward budget, subject to planning permission being obtained for the sculpture.

The Area Committee is requested to consider whether to agree to a highway creation on a section of Footpath 8(a) and 9(b) Cheadle and Gatley, that runs from the intersection with Footpath 8(a) Cheadle and Gatley and Gatley Road to the intersection of Footpath 9(b) Cheadle and Gatley and Brentwood Drive, as shown on the plan attached to the report.

 

The Area Committee is requested to approve the making of a bridleway creation order in respect of the section of the routes shown between points A-B on the plan attached to the report.

A representative of the Democratic Services Manager submitted a joint report of the Corporate Director for Place Management and Regeneration and Deputy Chief Executive (copies of which had been circulated) requesting the Area Committee to consider making a bridleway creation order on a section of Footpath 8(a) and 9(b) Cheadle and Gatley that runs from the intersection with Footpath 8(a) Cheadle and Gatley and Gatley Road to the intersection of Footpath (b) Cheadle and Gatley and Brentwood Drive.

 

The Area Committee was advised that funding for the surface improvement works had been secured through a Department for Transport Cycle City Ambition Grant. The proposed bridleway upgrade was tied in with other Gatley Railway Station links works on Gatley Road and Foxland Road, Cheadle which were currently underway. The proposals woud enhance and better connect vehicular traffic free routes between communities in the vicinity of Gatley Railway Station.

 

RESOLVED – That the making of a bridleway creation order in respect of the following section of the route between points A-B, as shown on drawing number 0066_Gatley Station attached to the report, be approved :-

 

Commencing at Point A (a point 0.5 metre from the curb on the adopted highway at Gatley Road at point A), and continuing generally north easterly for a distance of 87.7 metres where Footpath 8(a) Cheadle & Gatley intersects with Footpath 9(a) Cheadle & Gatley, and continuing in a south easterly direction for a distance of 34.9 metres at Point B (a point where Brentwood Drive intersects with Footpath 9(b) Cheadle & Gatley.

Damage to Highway Grass Verges pdf icon PDF 87 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The Council is responsible for many kilometres of highway grass verges that are maintained on an ongoing basis in terms of mowing under the Street Cleansing and Grounds Maintenance contract.  However, the Council is receiving an increasing number of reports relating to damaged / rutted grass verges from vehicles parking half on and half off the verge or driving over the verge.

 

The report details the various options for the repair and prevention of damage to grass verges.

 

The Area Committee is recommended to note the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) summarising the Council’s policy and options in responding to damage to grass verges caused by parked vehicles.

 

 RESOLVED – (1) That the limited options available to the Council to take formal action against people who cause damage to grass verges be noted.

 

(2) That the approach to prevent repeated damage by considering each verge on a site by site basis be endorsed.

 

(3) That the Ward Spokesperson be authorised to act as the point of contact for discussion and final decision on the recommended solution.

 

(4) That the costs of any works (above the cost of equivalent repair) being requested from the Ward Delegated Budget be noted.

 

10.

Update on Traffic Regulation Orders in the vicinity of Oak Tree Primary School, Cheadle Hulme

This item has been placed on the agenda at the request of Councillor Paul Porgess.

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Paul Porgess.

 

Councillor Porgess reported that following the opening of Oak Tree Primary School, Cheadle Hulme at the beginning of September there were still parking problems on Queens Road and junctions leading from it, and access protection markings were required for certain properties. The safety of school children was also of paramount concern.

 

Members of the Area Committee expressed concern about the time it had taken for the Traffic Regulation Orders approved at the last meeting of the Area Committee to be advertised.

 

RESOLVED – That the Area Committee expresses concern about the safety of children attending the new Oak Tree Primary School in Cheadle Hulme and requests that the Traffic Regulation Orders approved by the Area Committee at its last meeting held on 11 August 2015 (Minute 12 refers) be advertised and implemented as a matter of urgency.

The report provides the Area Committee with information about a nomination received in response to a Community Right to Bid with regard to the Highgrove Hotel, Silverdale Road, Gatley.

 

The Area Committee is requested to make a formal decision on the nomination and whether under the terms of the Community Right to Bid it is an asset of community value or not, and the rationale for reaching that decision.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated which provided Members with information about the nomination that the Council had received in response to the Community Right to Bid from the ‘Friends of the High Grove’ to list the High Grove Hotel, Silverdale Road, Gatley as an asset of community value.

 

The Community Right to Bid was one of the community rights derived from the Localism Act 2012. The Right provided for voluntary and community organisations with a local connection to nominate an asset (land and buildings) for inclusion on a list of community assets. Should a listed asset come up for sale, voluntary and community organisations would have a chance to delay a sale by up to six months in order to prepare a bid to buy the asset.

 

The Area Committee considered the information provided in the report, together with comments from the Area Manager for Hydes Brewery and observations from Hydes Brewery on specific points contained in the application form. An e petition to list the site as an Asset of Community Value signed by 414 people and a petition to keep the High Grove as a public house signed by 72 people had been submitted earlier in the meeting.

 

RESOLVED - (Seven for) That the High Grove Hotel, Silverdale Road, Gatley (‘the Asset’) be listed as an Asset of Community Value as the Asset’s main use (i.e. not ancillary) had recently been or is presently used to further the social wellbeing or social interests of the local community and could reasonably do so in the future i.e. within the next five years.

The report considers a request from an existing cemetery Deed of Allotment holder to purchase the land for ongoing use as a private cemetery.
