The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         The short period of notice given prior to the reinstatement of the pavement on Regent Close, Cheadle Hulme taking place.

·         The conditions of the pavements on Cambridge Road, Gatley, opposite  the railway station, required examination.

 

RESOLVED – That David Wilson be thanked for his attendance

To consider a report of the Corporate Director for Corporate and Support Services

 

To consider an update on the financial standing of the Brookfield Park Shiers Family Trust as at 31 December 2014, the amount of money for distribution to organisations and the relevant performance of investment funds.

 

The Area Committee is requested to:-

 

·         Note the contents of the report;

·         Decide upon the policy that they wish to adopt in respect of the distribution of the Trust; and

·         Advise as to the investment policy that they wish to follow.

Minutes:

A representative of the Corporate Director for Corporate and Support Services submitted a report (copies of which had been circulated) advising the Area Committee of the financial standing of the Brookfield Park Shiers Family Trust as at 31 December 2014, indicating the amount of money available for distribution to organisations and reporting on the relevant performance of investment funds.

 

The representative of the Democratic Services Manager further reported that at the meeting of the Area Committee held on 8 July 2014 Members had considered whether or not to make a distribution of the Trust with regard to the effect of loneliness amongst elderly residents in the area and the consequential effect on their health.  It had been agreed inter alia that a report on the provision of luncheons clubs and other such clubs in the Cheadle and Gatley area be submitted to a future meeting of the Area Committee.

 

RESOLVED – (1) That the report be noted.

 

(2) That the current investment policy be retained.

 

(3) That the organisation Give2Gain be invited to make a presentation under an Open Forum item at the next meeting of the Area Committee on the development of Stockport Timebank and how it can make a difference to people’s lives, for example in addressing isolation.

9.

Ward Flexibility Funding - Manchester Rugby Club pdf icon PDF 168 KB

To consider an application from Manchester Rugby Club towards the cost of a vertidrainer.

 

 

Minutes:

Mr Neil James of Manchester Rugby Club attended the meeting to answer questions from the Area Committee in relation to an application for Ward Flexibility Funding seeking a contribution toward the cost of the purchase of a vertidrainer for the club. The purchase would allow the club to more efficiently maintain the rugby pitches, thereby enabling their more sustained use during the winter and enable more people to participate in rugby matches.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £500 to the Manchester Rugby Club toward the cost of a vertidrainer, comprised as follows:-

 

Cheadle and Gatley Ward - £250

Cheadle Hulme North Ward - £250

Waldon Avenue, Cheadle - Traffic Regulation Order pdf icon PDF 93 KB

To consider a report of the Corporate Director for Place Management and Regeneration

 

To report considers the outcome of an investigation with regard t parked vehicles causing access problems on Waldon Avenue, Cheadle, the findings of a consultation exercise and seeks approval for the introduction of a Traffic Regulation Order.

 

The Area Committee is requested to recommend the Executive Councillor (Communities and Sustainability) to approve the Traffic Regulation Order set out in the report.

Members felt that the introduction of the proposed No Waiting at Any Time restrictions may encourage people to park elsewhere on Waldon Avenue, Cheadle and it was therefore:-

The report sets out the results of an investigation into concerns with regard to parked vehicles on the adopted section of Back Massie Street, Cheadle.

 

The Area Committee is recommended to approve the statutory legal advertising of a proposed No Waiting At Any Time Traffic Regulation Order  on a section of Back Massie Street, Cheadle and, subject to no objections being received within the statutory period, the Order be made.

RESOLVED – (1) That the Area Committee be minded to approve the making of the following No Waiting At Any Time Traffic Regulation Order on Back Massie Street, Cheadle, subject to the outcome of the statutory consultation, at an approximate cost of £525 to be funded from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation):-

 

Proposed No Waiting At Any Time

 

Back Massie Street, Cheadle – south west side, from a point 52 metres north west of the north westerly kerb line of Chapel Street for a distance of 25 metres in a north westerly direction.

 

(2) That approval be given to the statutory legal advertising of the Traffic Regulation Order and subject to no objections being received within twenty one days from the advertisement date, the Order be made.

The report sets out the findings of a consultation exercise into the need for a reduced speed limit on Clifton Drive, Gatley and its surrounding roads and seeks approval for the introduction of a Moving Traffic Regulation Order.

 

The Area Committee is requested to approve the introduction of a Moving Traffic Regulation Order for a 20mph Speed Limit in the Clifton Drive Area, Gatley.

13.

Parking on Carrs Road, Cheadle

This item has been placed on the agenda at the request of the Chair.

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor June Somekh.

 

Councillor Somekh reported that she had received complaints from residents who lived on Carrs Road, Cheadle about people parking on the road when there were two empty car parks nearby. This was because people had been advised by the owners of the private car parks that they could only use them if they possessed a valid permit.

 

RESOLVED – That the Democratic Services Manager be requested to contact the owners of the car parks to try and arrange a meeting with Ward Councillors to discuss the situation.
