The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Chair's Announcements

The Chair thanked Cheadle Civic Society for their work in undertaking the improvements at Cheadle Green which were currently taking place.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

RESOLVED – That David Wilson be thanked for his attendance.

In respect of plan no. 53841 regarding the demolition of the existing building and erection of three dwellings with associated car parking (re-submission of application DC052620) at the rear of 8 Brooklyn Road, Cheadle

RESOLVED –  (1) That the Corporate Director for Place Management and Regeneration be authorised to determine the application pending the applicant entering into a Section 106 Agreement or providing the relevant financial contribution/commuted sum payment (£5,852.70p for 3 no. 2 bedroom/3 person properties) towards the provision and maintenance of children’s and formal open space in the borough, in accordance with saved Unitary Development Plan policy L1.2 and Core Strategy Development Plan Document policy SIE-2.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to include an informative in connection with the rights of ownership of the land.

RESOLVED – That the Planning and Highways Regulation Committee be recommended to approve planning permission, subject to the conditions and informatives contained in the report and that particular attention be paid to the condition requiring a construction management plan which would manage the routing and timing of vehicles.

The report considers a proposal to reduce the existing 40mph speed limit on Manchester Road, Cheadle to 30mph.

 

The Area Committee is requested to recommend the Executive Councillor (Economic Development and Regeneration) to approve the speed limit reduction on Manchester Road, Cheadle from 40mph to 30mph following the implementation of the proposed cycle scheme on Manchester Road.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding a proposal to reduce the existing 40mph speed limit on Manchester Road, Cheadle to 30mph.

 

The Area Committee was reminded that the Council had been granted funding from the Department for Transport to provide cycle safety improvements on and off the highway within the Borough. Funding had been made available throughout Greater Manchester for selected schemes where it had been agreed that significant real or perceived hazards to cyclists has been identified. One such scheme was along Manchester Road, Cheadle. During the consultation process and following discussions with Manchester City Council it had emerged that there was a need to lower the existing 40mph speed limit to 30mph due to the new road layout.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to approve the following speed limit reduction following the implementation of the proposed cycle scheme on Manchester Road, Cheadle:-

 

Revoke Existing 40mph Speed Limit

 

Manchester Road, Cheadle, from a point approximately 93 metres north of its junction with Stockport Road for a distance of 1080 metres in a northerly direction.

 

Introduce a 30mph Speed Limit

 

Manchester Road, Cheadle, from a point 93 metres north of its junction with Stockport Road for a distance of 1080 metres in a northerly direction.

The report seeks approval to the introduction of highway markings and bollards on the adopted footway adjacent to 248-258 Finney Lane, Heald Green.

 

The Area Committee is requested to recommend that the Executive Councillor (Economic Development and Regeneration) approves the introduction of edge of carriageway markings, four Pedestrian symbol markings and two Ashton bollards on the adopted footway adjacent to 248-258 Finney Lane, Heald Green.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) following an investigation into the possibility of clearly delineating the limit of the adopted footway adjacent to 248-258 Finney Lane, Heald Green as vehicles were parking on the adopted section of the footway causing an inconvenience to pedestrians.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended to approve the following at an approximate cost of £1,000 to be funded from the Area Committee’s Delegated Budget (Heald Green Ward allocation):-

 

Finney Lane, Heald Green – adopted footway adjacent to nos. 248 – 258

 

The introduction of :-

 

·         Edge of carriageway markings

The report considers the findings of a consultation exercise and to seek approval for the introduction of a Traffic Regulation Order on Ashfield Crescent Road, Cheadle.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) following an investigation into an existing Traffic Regulation Order on Ashfield Crescent Road, Cheadle as it had been felt that the current restriction on parking during the afternoon had led to cars being parked in the vicinity of Cheadle Primary School, causing difficulties with traffic and pedestrian movements at school finishing time.

 

RESOLVED – That approval be given to the following Traffic Regulation Order at an approximate cost of £750 to be funded from the Area Committee’s Highway Management and Delegated Budget (Cheadle and Gatley Ward allocation):-
