Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

With regret, the Chair of the Area Committee advised Members that Lesley Hunter, wife of Mark Hunter MP, had sadly passed away. All those present stood in silence as a mark of respect and the representative of the Democratic Services Manager was requested to convey the Area Committee’s condolences to Mr Hunter.

 

The Chair advised those present of a coffee morning for Macmillan Cancer Support which was being held at 9.30am on 27 September 2013 at Heald Green Library and a coffee morning which was being held by St Ann’s Hospice at 10.00am on 10 October 2013 at Woodford Community Centre.

 

The Chair reported that the ‘Proud of Stockport Awards 2014’ would be held on 4 February 2014 and that the final date for nominations would be 25 October 2013.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

A representative of the Democratic Services Manager reported that no request had been made by Members of the Area Committee for a representative of Greater Manchester Police to attend the meeting.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the Code of Practice.

 

One public question was submitted requesting a general update on issues associated with the development of the Demmings Industrial Site, off Old Wool Lane, Cheadle Hulme.

 

The Planning Officer reported that full planning permission for the demolition of existing buildings and erection of twenty six new dwellings, access, landscaping, open space and parking at Old Wool Lane had been granted by the Council in December 2012, following consideration by this Area Committee and the Planning and Highways Regulation Committee.

 

Following commencement of the development, a number of concerns had been raised by local residents and councillors over the past seven months. The main concerns related to contaminated land; drainage into the Micker Brook; raising of site levels; use of the bridge on Queens Road for construction vehicles; site access arrangements for construction vehicles;

hours of working and deliveries; noise and air pollution; closing of the bridleway; and the impact on trees. A number of responses had previously been provided to residents and councillors by various Council Officers.

 

The Planning Officer was currently in the process of providing a response to further questions raised by residents and councillors. Due to the nature of the issues raised, the comments of the Environment Agency and the Council’s Environment Team, Highway Engineers, Public Rights of Way Officer and Arboricultural Officer were awaited. Once the comments of the relevant officers had been received, the Planning Officer would provide a full written response to councillors and residents.

 

A further three public questions had been submitted where the questioners were not present at the meeting and in accordance with the Code of Practice, the representative of the Democratic Services Manager was requested to respond to the questioners in writing.

5.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised:-

 

           A request for a report on the resurfacing of the carriageway and footway along Priory Road in the Cheadle Hulme North Ward to be submitted to the next meeting of the Area Committee.

           Litter bins on Foxland Road, Gatley which need emptying on a more regular basis.

           Litter being dropped near the new fish and chip shop in the vicinity of the Cheadle and Marple Sixth Form College on Cheadle Road.

           The condition of the pavements on Queens Road near to the junction with Station Road, Cheadle Hulme.

 

RESOLVED – (1) That David Wilson be thanked for his attendance.

 

(2) That a report on the resurfacing of the carriageway and footway along Priory Road be submitted to the next meeting of the Area Committee.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) in connection with a proposal to grant a lease in respect of land and buildings at Ladybridge Bowls Club, Meadway Road, Cheadle Hulme.

 

Members supported the proposal regarding the grant of the lease, but expressed concern regarding the condition of the approach road to the club and enquired if the Council had any responsibility for repairing the pot holes.

 

RESOLVED – (1) That the proposal to grant a 25 years lease to Ladybridge Bowls Club in respect of the land and buildings shown single hatched on the plan attached to the report be supported.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to investigate who had responsibility for repairs to the approach road to the club.

The report seeks comments from the Area Committee regarding the proposed A34 cycle route following the successful bid for funding from the Department for Transport.

 

The Area Committee is requested to comment on the report and recommend that the Executive Councillor (Economic Development and Regeneration) approves the proposals in paragraphs 2.5 and 2.6 of the report and the Traffic Regulation Orders detailed in paragraphs 4.2, 4.3. 4.4 and 4.5.

RESOLVED – That approval be given to the following measures, as shown on plans NM31/267/2 and NM18/5695 attached to the report, at an approximate cost of £2,180 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Heald Green Ward allocation):-

 

·         Introduction of seventeen 20mph Roundel Road Markings

·         Refresh one existing 20mph Roundel Road Marking

·         Introduction of one SLOW Road Marking

·         Four bollards to be erected on Cross Road close to the junction with Oakdene Avenue.

The report advises the Area Committee that the Council has been granted funding from the Department for Transport to provide cycle safety improvements on the highway within the Cheadle area Cheadle Area Committee.

 

The Area Committee is recommended to comment on the proposed cycle link for Queens Road, Cheadle and recommend that the Executive Councillor (Economic Development and Regeneration) approves the measures detailed in paragraph 2.1 of the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) seeking comments from the Area Committee on the proposed cycle link for Queens Road, Cheadle Hulme.

 

Members were advised that the Council had been granted funding from the Department for Transport to provide cycle safety improvements on the highway within the Cheadle area. One of the schemes proposed was to improve the cycle link from Queens Road, across Moseley Road and back on to Queens Road, Cheadle Hulme.

 

RESOLVED – (1) That the Executive Councillor (Economic Development and Regeneration) be recommended to approve the following measures, as outlined on plan 0246/003 attached to the report, at an approximate cost of £33,000 which is included in the 2013/14 Highways Capital Programme as part of the Stockport Safer Cycle bid which had been funded by the Department for Transport:-

 

           the improvement of the existing highway/footway surfacing on Queens Road from its junction with Grange Avenue, through to Moseley Road including the alleyway from Moseley Road to Queens Road and Moseley Road in the vicinity of the crossing as necessary.

 

           the improvement of the signs in the area for motorists, pedestrians and cyclists and street lighting upgrades

 

           the implementation of a 20mph speed limit on Moseley Road to complement the existing 20mph speed limit on Queens Road and the surrounding roads, in order to reduce speeds and increase safety for pedestrians and cyclists.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to investigate when the resurfacing of Grange Avenue was to be carried out and the use of the path between Moseley Road and Queens Road by off road motorcyclists.

Following an investigation into a footway parking problem and the contravention of the existing Traffic Regulation Order for No Waiting at any Time, the report seeks approval for the installation of bollards in the footway of Cheadle Road close to its junction with Buckingham Road, Cheadle Hulme.

 

The Area Committee is recommended to approve the introduction of six morpeth bollards on Cheadle Road, Cheadle Hulme as outlined on the plan attached to the report.

RESOLVED – (1) That approval be given to the introduction of six morpeth bollards on the footway of Cheadle Road, Cheadle Hulme, close to its junction with Buckingham Road, as outlined on plan NM18/5678 attached to the report, at an approximate cost of £1,400 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme North ward allocation).

 

(2) That the Corporate Director for Place Management and Regeneration be requested to give urgent attention to the enforcement of the ‘No Waiting At Any Time’ Traffic Regulation Order at the junction of Cheadle Road and Buckingham Road.

The report is an interim update on progress on drainage investigations being carried out, in conjunction with United Utilities, on Buckingham Road and Sandringham Road, Cheadle Hulme.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) providing an interim update on progress on drainage investigations being carried out in conjunction with United Utilities at Sandringham Road, Cheadle Hulme.

 

A member of the public had been in contact with Council Officers and United Utilities staff and raised concerns on several aspects relating to foul and surface water and the potential for flooding.

 

RESOLVED – (1) That the Council’s Flood Management and Drainage Team resume the investigation and assess how and where the three gully pots on Buckingham Road are connected and how these function.

 

(2) That a design check be undertaken to evaluate the gullies on Sandringham Road to determine if the highway drainage has the capacity for heavy rainfall and assess whether the Council can or should provide additional drainage.

 

(3) That a further report be submitted to the meeting of the Area Committee to be held on 5 November 2013 to assess the outcome of the work undertaken in (1) and (2) above.

The report considers the use of commuted sums for play provision inj the Cheadle Committee area and seeks approval for the location of the play areas where these sums are to be spent.

 

The Area Committee is recommended to approve the allocation of the commuted sums detailed in the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing proposals for the use of new commuted sums for play provision in the Cheadle area and locations of the play areas where these sums were to be spent.

 

RESOLVED – (1) That approval be given to the use of £3,848.13 from development no. 1049 (DC049827, Sandringham Road, Cheadle Hulme) towards future playground improvements at Adswood Park.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to investigate whether commuted sums could be used for play provision in the future at the Carrs Road Park, Cheadle Hulme.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) in connection with a request which had been received from the owner of the land to be granted rights of vehicular access to the south east section of The Drive, Cheadle Hulme.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Corporate and Support Services be advised that the Area Committee had concerns about the access to the properties being on an unmade road and the maintenance costs required.

Incursion by travellers at the Cheadle and Marple Sixth Form College site, Cheadle Road, Cheadle Hulme

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor John Pantall.

 

Councillor Pantall reported that because this incursion by travellers was on private land, the legal procedures had to be carried out by Cheadle and Marple Sixth Form College, with the Council acting in an advisory capacity. Councillor Pantall enquired whether there were any particular procedures which should be followed as the site belonged to an educational establishment.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to clarify the position with regard to travellers’ incursions on land belonging to educational establishments.

Temporary closure of a section of the Footpath at Old Wool Lane, Cheadle Hulme

Minutes:

Further to the response to the public question earlier in the meeting (Minute 5 (iii) refers) Councillor John Pantall referred to his request for information relating to the footpath from Old Wool Lane to the Demmings, Cheadle Hulme and in particular information relating to the impact of the possible, and subsequently approved, development at the Demmings, particularly in relation to the necessity for the possible closure of the footpath.

 

Members had been advised at the meeting held on 6 August 2013 that the temporary footpath closure order had been extended by the Department for Transport for a period of six months.

 

RESOLVED – That the issue be considered further at a future meeting of the Area Committee.

RESOLVED – (1) That the application from Cheadle Civic Society to hold a ‘Makers’ Market’ at Cheadle Green on 2 November 2013 be approved subject to:-

 

           The Area Committee being provided with information from the Corporate Director for Place Management and Regeneration on the number of stalls and the number of local producers and traders.
