To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

A Member expressed concern that the works to lift the kerb height and reshape the footway at 189/191 Finney Lane, Heald Green and lift the kerb height and reshape the footway and provide additional slot drainage to the rear of the footway at 253 Outwood Road, Heald Green had not yet been completed.

 

RESOLVED – That the report be noted.

5.(i)

To receive any announcements from the Chair about local community events or issues.

 

Greater Manchester Energy Switching Scheme

 

This scheme is being organised by the ten councils within Greater Manchester and brings together a number of people who want to switch providers into one ‘auction’. Energy providers then bid for their business by offering the best available prices. The more people join the collective scheme, the better a deal everybody gets. On average residents are expected to save up to £250 a year by switching energy suppliers through this scheme.

 

There will also be a number of dedicated switching sessions at the following locations:-

 

·         Tuesday 15 January 2013 – Fred Perry House

·         Thursday 17 January 2013 – Abacus Children’s Centre

·         Tuesday 22 January 2013 – Fred Perry House

·         Thursday 24 January 2013 – Central Library

Minutes:

Greater Manchester Energy Switch Campaign

 

The Chair advised the meeting of a new Energy Switch Scheme which allowed residents across Greater Manchester to come together and boost their buying power by auctioning their combined energy requirements to see which provider would give them the best deal.

 

The Area Committee noted that residents would be able to register their interest in the scheme and an auction would then be held with energy suppliers being able to compete to offer the best deals. After the auction process had been completed, everyone who signed up would get an individual offer from the chosen provider and they could then decide whether or not to switch without any obligation.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Sergeant Craig Blackburn (Greater Manchester Police) attended the meeting to report on current issues and answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Cheadle area.

 

The following issues were raised/comments made:-

 

           Incidents of anti-social behaviour had reduced over the last couple of years.

           The switchboard for Greater Manchester Police should have the telephone numbers for police forces around the country.

 

RESOLVED –That Sergeant Blackburn be thanked for his attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

5.(iv)

Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental and highway quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

           Whether there was additional ways of communicating with residents that their street was to be cleaned and advising them to move cars from the kerbside, for example by e-mail.

           The success of the programme for the removal of tree stumps and replacement tree planting in the Cheadle and Gatley ward.

           Refuse bags being left out too early outside houses at the junction of Cross Road and Outwood Road in Heald Green.

 

RESOLVED – That David Wilson be thanked for his attendance and presentation.

Open Forum - Stockport Homes Neighbourhood Action Plans pdf icon PDF 68 KB

 

To consider a report of the West Area Housing Manager (Stockport Homes)

 

This report details progress with the delivery of Stockport Homes’ Neighbourhood Action Plans in the Cheadle area and seeks comments from Members about this progress and any future actions for inclusion in the 2013-2014 action plans.

 

 

 

 

Minutes:

Ferri Jebelli, Stockport Homes, attended the meeting to provide members with an update on the work being undertaken by Stockport Homes and partners to implement the Neighbourhood Action Plans for the housing areas in Cheadle, Cheadle Hulme North, Gatley and Heald Green.

 

The following comments were made/issues raised:-

 

           In the light of the Welfare Reform Act, a Member praised the proactive approach taken by Stockport Homes in supporting the customers that were of working age who would have their housing benefit reduced because they under-occupy their home.

           Customers would require further support when Universal Credit was          introduced later this year.

           The consultation undertaken by Stockport Homes on the removal of the age restriction on two bedroom flats and a Member requested a list of available flats in the area. A consequence of the removal of the age restriction was that there would be more  younger people living in the area and an increase in car ownership and therefore fewer car parking spaces available.

           The need for more joint working with Moss Bank Homes and for them to be represented at Neighbourhood Police Team meetings.

           A Member welcomed Stockport Homes’ Health and Wellbeing Strategy.

           A Member requested an advance programme of the estate walkabouts in the ward which he represented.

 

RESOLVED – That Ferri Jebelli be thanked for her attendance and that progress with the implementation of the Stockport Homes Neighbourhood Acton Plans be welcomed.

5.(vii)

Open Forum - A6 to Manchester Airport Relief Road pdf icon PDF 6 MB

 

As part of the on-going consultation on the A6 to Manchester Airport Relief Road, representatives of the project team will be attending open forums at the Area Committees directly affected by the scheme. This will be an opportunity for questions and comments on the scheme to be addressed by the project representatives. General questions and comments will be welcome as well as junction specific questions and comments in line with the consultation leaflet that has been issued for information. The project team will give a short presentation which will introduce the road scheme to people attending the Area Committee.

 

Minutes:

Sue Stevenson (Transport Policy, Programmes, GIS and Technical Support Manager), Stockport Council, attended the meeting to update the Area Committee on developments with the A6 to Manchester Airport Relief Road Scheme and to highlight the on-going public consultation.

 

The first phase of the consultation had commenced on 20 October 2012 and would close on 25 January 2013. The consultation process included sending leaflets to approximately 85,000 properties in the area of the scheme, holding 17 days of exhibitions, information on the dedicated website including an interactive map, dedicated phone number and e-mail address for queries and radio, local press, bus and road sign advertisements. Social media (facebook and twitter) had also been used. A report on the final phase one consultation results and a recommendation on a preferred scheme would be provided in the spring once all the responses had been analysed and further scheme development work had been undertaken in order to determine the proposed preferred scheme.

 

The following comments were made/issues raised:-

 

           The danger of the road not being built should a future Government withdraw support and funding for it.

           How the building of the road equated with Manchester Airport encouraging people to go there by public transport.

           The bus operators in Stockport were intending to use the road as a quick way of getting to the airport.

           During the construction of the road, weight limit checks needed to be carried out by the Police on lorries using local roads to access the site.

           The route from the A6 to Manchester Airport should be opened at the same time to prevent traffic using local roads as an interim measure before the whole road was open to traffic.

 

RESOLVED – That Sue Stevenson be thanked for her attendance and presentation.

Erection of two units comprising 681 square metres gross for use within Class A1/A2 with associated car park, access and landscaping works.

 

The Area Committee is requested to recommend the Planning and Highways Regulation Committee to grant planning permission.

The Chair outlined the procedure approved by the Council for public speaking on planning applications.

 

DC050618      Former Greyhound Public House, 169 Ladybridge Road,

In respect of plan no.50618 for the erection of two units comprising 681 square metres gross for use within Class A1/A2 with associated car park, access and landscaping works at the former Greyhound Public House, 169 Ladybridge Road, Cheadle,

 

a representative of local residents spoke against the application

 

and

 

a representative of the applicant spoke in support of the application.

 

It was then

 

RESOLVED – (1) That the Planning and Highways Regulation Committee be recommended to undertake a site visit to examine the servicing of the development and conflict between servicing vehicles, refuse and recycling vehicles, passing cars, parking and safety of customers/pedestrians; hours of opening and servicing; access to The Drive and safety issues; proposed parking provision and consideration of restricting parking within the immediate area and on The Drive; potential effect on Wrights Wood; litter; and landscaping to the western boundary in order to protect the amenity of residents on The Drive.

 

(2) That should the Planning and Highways Regulation Committee be minded to grant the application, then the Area Committee recommends that conditions be imposed to limit the hours of servicing and opening (the proposed hours of 06:00 to 23:00 were considered to be inappropriate) and the sizes of delivery vehicles restricted to 11.0 metres length/7.5 tonnes weight, as recommended by the Highway Engineer.
