The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on the ward flexibility funding budget. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

 

-       Catering in Abney Park.

Minutes:

The Chair reported that the Friends of Hall Street Green, Cheadle would be holding a launch event on 8 September between 12 noon and 3.00pm.

 

The proprietors of Abney Garden Teas outlined their plans for catering facilities in Abney Hall Park.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Sergeant Gareth Davies (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Cheadle area.

 

The following issues were raised/comments made:-

 

           The success of business watch on the High Street in Cheadle.

           Scams when people called at residents’ homes.

           The work carried out by Police Officers in assisting in the success of Heald Green Festival.

 

RESOLVED –That Sergeant Davies be thanked for his attendance.

5.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

5.(iv)

Public Realm Service

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

           The need for an area near to be cleared on Ashfield Road, Cheadle, near to the library using the community payback scheme.

           Grafitti at Cheadle Royal.

           The need for rose beds to be cut back at the junction of Orrishmere Road and Cheadle Road, Cheadle Hulme and Bank Street and Stockport Road, Cheadle.

           Flooding problems caused by the recent heavy rainfall.

           The need for a system where the street cleaning staff report back when gulleys can not be cleaned because they are blocked.

           The need for residents to be advised when streets are to be cleaned so that they can remove cars which are parked on the highway and particularly over the grids.

           Problems caused by taxis parking on the grass verge on Queens Road, Cheadle Hulme.

           The number of fly tipping incidents since the last meeting of the Area Committee.

           Litter bins and dog bins not being emptied near to the Ladybrook Valley.

           Successful work carried out with regard to the cleaning of the passageway between Queens Road and Moseley Road, Cheadle Hulme.

 

RESOLVED – That David Wilson be thanked for his attendance.

Stockport Homes Neighbourhood Action Plans

 

To consider a report of the West Area Housing Manager (Stockport Homes Limited)

 

Representatives from Stockport Homes will attend the meeting to provide an update on the progress of the delivery of Stockport Homes (SHL) Neighbourhood Action Plans and seeks feedback on the draft 2012/13 action plans.

 

The Area Committee is requested to note the outcomes of the earlier Neighbourhood Action Plans and comment on the draft plans for 2012/13.

Joanne Richardson (Stockport Homes) attended the meeting to provide an update on the progress on the delivery of Stockport Homes Neighbourhood Action Plans and seek feedback on the draft 2012/13 action plans.

 

The following comments were made/issues raised:-

 

           the cleaning of the valleys near to The Cloisters.

           the multi-agency team working with families who have difficulties, based within the Council, and which had resulted in reductions in anti-social behaviour.

           How Stockport Homes worked with other landlords such as Mossbank Homes.

           Work carried out in conjunction with Life Leisure in providing coaches at Gatley Skate Park and sports co-ordinators in the school holidays.

           Successful work carried out on the Brookfield Road estate with regard to the installation of a multi-use games area (MUGA).

 

RESOLVED - That Joanne Richardson be thanked for her attendance and presentation.

Installation of 2 no. air conditioning units to side elevation. Widening of existing access, creation of second vehicle access point and new boundary wall and piers & gates.

 

The Area Committee is recommended to grant the application.

Construction of a synthetic sports pitch with associated floodlighting, fencing, viewing area and footpath

 

The Area Committee is recommended to request the Planning and Highways Regulation Committee to grant the application, subject to the conditions set out in the report.

Demolition of existing training centre building and erection of 17 no. residential units (Class C20, garden pavilion, electrical distribution panel and associated works, hard and soft landscaping, areas of play and parking facilities.

 

The Area Committee is recommended to request the Planning and Highways Regulation Committee to grant the application, subject to conditions.

RESOLVED –  (1) That the Planning and Highways Regulation Committee be recommended to undertake a site visit in order to consider the proposed access to the site and issues of highway safety and pedestrian safety.

 

(2) That should the Planning and Highways Regulation Committee be minded to approve the application, then it be recommended that  permitted development rights be removed by way of condition to control future development.

 

(ii)        DC049634      18 Daylesford Road, Cheadle

8.

Enforcement Development Plan Document: Preferred Options pdf icon PDF 21 KB

To consider a report of the Service Director (Place Development).

 

The report details the Boroughwide framework for the Council in taking formal Planning Enforcement action as part of an Enforcement Development Plan Document (DPD).

 

Due to the removal of Planning Policy Guidance 18: Enforcing Planning Control by the recently published National Planning Policy Framework (NPPF), there is a requirement for Local Planning Authorities to develop a local planning policy document covering planning enforcement. In the case of the Council, this involves updating its existing standalone planning enforcement policy. The role of the Enforcement Policy DPD is to provide a framework to secure the implementation of the LDF, in particular to secure compliance with the adopted Core Strategy. The Enforcement Policy DPD will become part of the Local Development Framework (LDF) and will set out how the Council should carry out its planning enforcement activities.

That a 20mph speed limit be introduced on Lorna Grove and Dingle Grove, Gatley, as detailed in the report.

No Ball Game Sign - Lavington Road, Cheadle

This item has been placed on the agenda at the request of Councillor Paul Porgess

Minutes:

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Paul Porgess.

 

Councillor Porgess reported on the problems caused by children playing football on the car park at Lavington Avenue and kicking balls into people’s gardens and causing damage to cars. Over approximately the last four months several complaints had been received from residents on Lavington Avenue about young people playing ball games on the car park. The local policing team had been patrolling the area in an attempt to stop the ball games.

 

RESOLVED – That the Executive Councillors (Supporting Communities) and (Public Realm) be recommended to agree to the installation of a ‘No Ball Games’ sign at Lavington Avenue, Cheadle in view of the problems experienced by residents and that the Service Director (Place Management) be authorised to meet the cost of the signage from the Area Committee’s Highway Maintenance and Traffic Management delegated budget (Cheadle Hulme North Ward allocation).

           Provide political nominations for the authority vacancies at Orrishmere Primary School and Outwood Primary School (paragraph 2.0 of the report).

           Appoint Ms A Charles-Jones to the governing body at Outwood Primary School (paragraph 2.1 of the report).

           Recommend the reappointment of the governors detailed in paragraph 2.2 of the report.
