Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 14 February 2012 were approved as a correct record and signed by the Chair,

subject to the amendment in Minute 8 ‘Highway Maintenance and Local Initiatives’ of ‘189/197 Finney Lane, Heald Green’ to ‘189/191 Finney Lane, Heald Green’.

Councillor Burns left the meeting during consideration of this item and took no part in the discussion or vote.

Community Engagement

(i)         Chair’s Announcements

 

To receive announcements from the Chair about local community events or issues.

 

(ii)        Neighbourhood Policing

 

Councillors and members of the public are invited to raise 'Neighbourhood Policing' issues with the local Neighbourhood Policing Team. 

 

(iii)       Public Question Time

 

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice. (Questions must be submitted prior to the commencement of the            meeting on the cards provided. These are available at the meeting and at local libraries and Information and Advice Centres).

 

(iv)       Environmental and Highway Services

 

The Area Conditions Officer and Highways Officer will attend the meeting to provide an update on matters raised at the last Area Committee meeting. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

 

 (v)       Open Forum

 

In accordance with the code of practice no organisation has indicated that they wish to address the Area Committee as part of the Open Forum arrangements.

 

(vi)       Petitions

 

To receive petitions from members of the public and community groups.

 

(vii)     Ward Flexibility Funding

 

To consider applications for Ward Flexibility Funding or to receive feedback from organisations who have received funding.

(i)               Chair's Announcements

 

No announcements were made.

 

(ii)                Neighbourhood Policing

 

Inspector Steve Gilbertson and PC Kirsty Jackson (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

  • The development of Neighbourhood Watch Schemes and Business Watch schemes in the area.
  • The work of Operation Alloy in helping to combat metal thefts.
  • The theft of car number plates and devices used to try and prevent this.
  • A meeting with residents of Marchbank Drive and Minster Drive.
  • Theft of garden furniture and funding available for shed alarms.
  • The work of Operation Harpoon in helping to recover stolen goods.
  • Anti-social behaviour on Foxland Road, Gatley.
  • Anti-social behaviour by young children in the Councillor Lane/Adshall Road area.
  • Bicycles being stolen on Gatley Recreation Ground.

 

RESOLVED – That Inspector Steve Gilbertson and PC Kirsty Jackson be thanked for their attendance and presentation.

 

(iii)              Public Question Time

 

Two public questions were submitted as follows:-

 

(a)  The views of Members of the Area Committee on the issue of mitigating highway noise in the light of the use by the Council of hot rolled asphalt on the A34 from the bridge over the M60 to Gatley traffic lights whilst the Highways Agency used the thin wearing course to the resurfaced M60/A34 slip road in Cheadle; and

 

(b)  The views of Members of the Area Committee on the Highways Agency undertaking a replacement planting scheme to replace the trees and vegetation which had been cut down from the embankments abutting the M60/A34 slip road scheme in order to mitigate the impact on local residents, and whether regular litter clearance would be undertaken on all adjacent Highway Agency land.

 

RESOLVED - That the representative of the Democratic Services Manager be requested to investigate the issues and advise Members of the Area Committee accordingly.

 

(iv)              Environmental and Highway Services

 

David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

  • Incidents of fly tipping in the area.
  • Refuse bags being left at the end of Councillor Lane.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

(b) David Wilson also reported on highway issues within the area represented by the Cheadle Area Committee.

(v)                Petitions

 

No petitions were submitted.

 

(vi)              Open Forum

 

In accordance with the Code of Practice no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

 

(vii)             Ward Flexibility Funding

 

(a)  A representative of Gatley Festival attended the meeting and presented an application requesting funding of £650 towards the cost of the Festival.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £325 towards the cost of the Festival (Cheadle & Gatley Ward allocation)

 

(b)  A representative of the St Ann’s Road North Allotment Association attended the meeting and presented an application requesting funding of £1,000 in order to provide extra plots.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000, to be allocated as follows:-

 

Cheadle & Gatley Ward - £400

Heald Green Ward - £400

Cheadle Hulme North Ward - £200

(a)To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

The Chair outlined the procedure approved by the Council for public speaking on planning applications.

Demolish unauthorised link extension, erect single storey link rear extension

 

The Area Committee is recommended to grant the application.

In respect of plan no. 48980 to demolish an unauthorised link extension and erect a single storey link rear extension at 22 Central Drive, Heald Green

 

a representative of local residents spoke against the application,

 

and

 

a representative of the applicant spoke in support of the application.

RESOLVED – (1) That the Planning and Highways Regulation Committee be recommended to undertake a site visit in order to view the length and use of the existing detached outbuilding.

 

(2) That should Planning and Highways Regulation Committee be minded to grant the application, then it be recommended to impose a condition to ensure that the demolition of the existing extension should be undertaken before the proposed link extension is commenced and an informative is attached to state that the outbuilding should not be used as separate living accommodation.

 

 

4.(ii)

DC 49009 - Brooks Drive, Cheadle Royal Business Park, Cheadle

Erection of a two storey office, training and demonstration centre with car parking, landscaping and development ancillary thereto (application to extend time limit for implementation)

 

The Area Committee is requested to recommend that the Planning and Highways Regulation Committee grant the application.

In respect of plan no. 49009 regarding the erection of a two storey office, training and demonstration centre with car parking, landscaping and development ancillary thereto (application to extend time limit for implementation) at  Brooks Drive, Cheadle Royal Business Park, Cheadle, it was:-

 

RESOLVED – (1) That the Planning and Highways Regulation Committee be recommended to grant the application.

 

(2) That should the Planning and Highways Regulation Committee be minded to grant the application, then it be recommended to impose a suitably worded condition so that sufficient parking provision is made within the site for construction details during the construction of the development.

This report considers the findings of a consultation exercise and a proposal to amend a Traffic Regulation Order on Warren Avenue, Cheadle.

 

The Area Committee is requested to recommend the Executive Councillor (Transportation) to approve the recommendations in the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Place Management) reporting the findings of a consultation exercise and a proposal to amend a Traffic Regulation Order on Warren Avenue, Cheadle.

 

RESOLVED – (1) That the Executive Councillor (Transportation) be requested to approve the following:-

 

Revocation of No Waiting 8.00am – 11.00pm

 

Warren Avenue, Cheadle – both sides, from the south easterly kerb line of Gatley Road for a distance of 15 metres in a south easterly direction.

 

Proposed No Waiting at Any Time

 

Warren Avenue, Cheadle – both sides, from the south easterly kerb line of Gatley Road for a distance of 15 metres in a south easterly direction.

 

(2) That approval be given to the following:-

 

Revocation of No Waiting 8.00am – 11.00pm

 

Warren Avenue, Cheadle – from a point 15 metres south east of the south easterly kerb line of Gatley Road for a distance of 15 metres in a south easterly direction.
