The Minutes (copies of which had been circulated) of the meeting held on 20 December 2011 were approved as a correct record and signed by the Chair, subject to the third bullet point in the pre-amble to Minute 9 ‘Neighbourhood Action Plans’ being amended to read ‘The predominantly elderly tenants at Queens Gardens would welcome assistance from Stockport Homes in ensuring that the road surface was improved’.

3.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

RESOLVED – That the report be noted.

Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

Further to Minute 15 of the last meeting of the Committee, the Chair reported that the Service Director (Place Management), in consultation with himself, had approved the application from Cheadle Village Partnership to hold a festival (Diamond Jubilee celebration) on 2 June 2012.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Phil Gibbs (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           The continual problems with metal theft which Operation Alloy aimed to address.

           Operation Harpoon in targeting burglaries in the area.

           Anti-social behaviour in the vicinity of disused buildings at the back of the ‘Sozzled Sausage’ public house in Cheadle Hulme.

           The Stockport West Neighbourhood Policing Team had recently relocated its office base from Cheadle Heath Police Station, to Cheadle. The facility would not have a public desk, but would be staffed throughout the day and evening.

           Burglaries, robberies and anti-social behaviour had all seen reductions throughout the area from the same point last year, however vehicle crime had seen an increase.

           Work was being undertaken with licensing officers from Stockport Council to target problems with taxis on Station Road, Cheadle Hulme.

           A significant number of burglaries on Marchbank Drive, Cheadle.

           Residents were encouraged to report crimes so that a pattern of offences could be established.

           Motorists turning right out of Massie Street in Cheadle onto the High Street when it is prohibited.

           Thefts from cash point machines.

           Drug taking at the back of the Tatton cinema site.

           Young people cutting through the fencing as a short cut on York Close.

 

RESOLVED – (1) That Phil Gibbs be thanked for his attendance and presentation.

 

(2) That Inspector Steve Gilbertson be requested to re-arrange the scheduled meeting with the residents of Marchbank Drive, Ward Councillors, Council Officers and himself so that it is held in the near future.

 

5.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           The incorrect presentation of waste

           Information was requested on the savings in landfill achieved by the Council by the increases in recycling.

           Dog fouling at the top of Oak Road in Cheadle.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

(b) David Wilson also reported on highway issues within the area represented by the Cheadle Area Committee.

 

The following issue was raised/comment made:-

 

           A request was made for schedules for the annual programme of works, such as gulley cleaning.

 

 RESOLVED – That the attendance of a Highways Officer be requested at the next meeting of the Area Committee.

(a)  Greater Manchester Fire and Rescue Service Corporate Plan for 2012/15 – Consultation

 A representative of the Greater Manchester Fire and Rescue Service will attend the meeting and make a presentation on this consultation document which provides details of the changes which are being proposed to the Greater Manchester Fire and Rescue Services’s operational arrangements across all the boroughs in Greater Manchester, ensuring as a service that resources are deployed flexibly whilst still meeting the demands upon them. In addition, the Corporate Plan offers a suggestion as to how the Fire and Rescue Service can achieve a reduction of between 25% and 40% over the next four years which translates to funding cuts of between £18 and £25 million. (b) FLAG – For Local Advice and Guidance

 

A representative of ‘FLAG – For Local Advice and Guidance’ will attend the meeting and make a presentation on the work of the organisation in providing free, impartial information and advice in relation to adult health and social care services in Stockport and, in particular, the area represented by the Cheadle Area Committee.

 

 

Minutes:

(a) Greater Manchester Fire and Rescue Service Corporate Plan for 2012/15 - Consultation

 

Andy Ross, Station Commander, reported on the Greater Manchester Fire and Rescue Service Corporate Plan for 2012/15 which provided details of the changes which were being proposed to the Greater Manchester Fire and Rescue Service’s operational arrangements across all the boroughs in Greater Manchester, ensuring as a service that resources were deployed flexibly whilst still meeting the demands upon them. In addition, the Corporate Plan offered a suggestion as to how the Fire and Rescue Service could achieve a reduction of between 25% and 40% over the next four years which translated to funding cuts of between £18 and £25 million. The deadline for the consultation was 23 January 2012.

 

The following comments were made/issues raised:-

 

           Clarification on the proposed resources for Cheadle fire station with regard to the designation of the station, the number of appliances and the personnel on ‘24/7’ duty,

           The effect of the proposed manpower changes, and whether any fire officers would be made redundant.

           It was important that the foam unit returned to Cheadle fire station, as proposed, because of the area’s proximity to Manchester Airport.

           Clarification on the current and anticipated average response times.

           The fact that firefighters in Greater Manchester now rescued more people from road traffic collisions than they did from fires.

 

RESOLVED – That the Fire and Rescue Authority be advised that this Area Committee expresses the strong opinion that the foam unit should be at Cheadle fire station, as proposed in the consultation document.

 

(b)  FLAG – for Local Advice and Guidance

 

Beverley Hart from FLAG attended the meeting and made a presentation on the work of FLAG (For Local Advice and Guidance) in the last twelve months. FLAG provided confidential, free and independent advice to residents about adult health and social care services. In 2011 the service had provided advice to 2200 customers, across a range of age groups and on a variety of issues, not exclusively related to social care and health services. Over 20% of enquiries from residents in the area had been about finance and benefits, followed by enquires about disability issues and carers or caring.

 

The following comments were made/issues raised:-

 

·                     FLAG was an organisation wholly funded by the Council to provide advice and support services.

·                     Where the local events were held and how they were publicised.

           The role of advisers in assisting customers and ‘signposting’ them to other services, for example those offered by the Citizens Advice Bureau.

           The breadth of topics on which advice was provided.

 

RESOLVED – That the report be noted and Beverley Hart be thanked for her attendance and presentation.

The Chair outlined the procedure approved by the Council for public speaking on planning applications.

The report advises Members of the financial standing of the Brookfield Park Shiers Family Trust, the amount of money available to distribute to organisations and reports on the relevant performance of investment funds.

 

The Area Committee is requested to decide upon the policy that they wish to adopt in respect of the distribution of the Trust and advise the Corporate Director, Business Services as to the investment policy that they wish to follow.

RESOLVED – (1) That the report be noted.

 

(2) That no distribution of the Trust be made at this stage and that it be reviewed again in six months’ time.

 

(3) That the current investment policy for the Brookfield Park Shiers Family Trust be retained.

 

(4) That the accumulated value of the investment fund be re-worked.

This report considers the results of surveys regarding the speed of vehicles on Schools Hill, Cheadle, and the recent consultation exercise carried out with residents of Schools Hill and The Downs.

 

The Area Committee is requested to recommend that the Executive Councillor (Transportation) approves the installation of two vehicle activated signs which will state ’30 SLOW DOWN’ signs when vehicles approach them above the speed limit and ‘rippleprint’ surfacing which will be located on the downhill section from the A34 roundabout.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Place Management) in connection with the results of surveys regarding the speed of vehicles on Schools Hill, Cheadle and the recent consultation carried out with residents of Schools Hill and The Downs.

 

RESOLVED –  That the Executive Councillor (Transportation) be requested to introduce the following speed reduction measures as shown on drawing number NM18/5420 attached to the report, at an approximate cost of £9,500 to be funded from the development agreement associated with Sainsbury’s at Cheadle Royal:-

 

•        Two vehicle activated signs (VAS), which will state ’30 SLOW DOWN’ when vehicles approach them above the speed limit;

 

•        ‘Rippleprint’ surfacing which will be located on the downhill section from the A34 roundabout, being a material that vibrates vehicles travelling at speed, thereby warning them to slow down. It has been located on the approach to the first VAS sign from the A34.
