To consider a report of the Democratic Services Manager.                         

                     

The report provides an update on progress on decisions taken by the Area Committee since the last meeting and details the current position on area flexibility funding.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

RESOLVED – (1) That the report be noted.

 

(2) That Members of the Committee be provided with the plans for the scheme for St. Ann’s Road North, Heald Green.

Community Engagement

5.(i)

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Sergeant Christian Evans and PC Dave Wright (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           the delivery of leaflets to make residents aware of car crime.

           Robberies at Bargain Booze on Finney Lane in Heald Green and at the Spar shop on Foxland Road in Gatley.

           Thefts at a number of Barclays Bank cash machines in the area.

           Operation Treacle in the lead up to bonfire night and highlighting to young people the danger of fireworks.

           The success of Operation Gotham, Greater Manchester Police’s anti-burglary campaign, in the area.

           As part of Operation Antidote young people were being targeted who were causing annoyance and taking part in anti-social behaviour

           The establishment of business watch in Gatley.

           The safer plates scheme and advise on car security.

           The enforcement of the no right turn out of Massie Street car park onto the High Street in Cheadle.

 

RESOLVED – That Sergeant Christian Evans and PC Dave Wright be thanked for their attendance and presentation.

 

5.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

5.(iv)

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

a) David Wilson (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           The incorrect presentation of waste by certain householders.

           The use of litter bins for household waste.

           The problems of fly tipping in the area.

           Litter left in Gatley Brook.

           The frequency of clearing large items of refuse left near to litter bins, particularly at bus stops.

           The emptying of litter bins in shopping areas at weekends and whether larger or double litter bins were needed in such areas.

           Recycling open days such as the ones held at Longley Lane recycling centre at Sharston.

 

RESOLVED – (1) That David Wilson be thanked for his attendance.

 

(2) That consideration be given to the feasibility of having larger or double litter bins.

 

(b) Councillors and members of the public raised issues in relation to highway issues within the area represented by the Cheadle Area Committee.

 

The following issues were raised/comments made:-

 

           Pot holes at the junction of Norbreck Avenue and Ingle Road in Cheadle.

           On Councillor Lane the warning sign for motorists turning left was too close to the junction with Stockport Road.

           The flooding problems on Styal Road and at the A560/A34 junction in Cheadle.

 

RESOLVED – That the representative of the Democratic Services Manager advise Solutions SK of the issues raised so that they can be investigated.

To receive petitions from members of the public and community groups.

Local Development Framework – Allocations Development Plan

 

The open forum will provide the opportunity for councillors and members of the public to ask questions and to discuss issues and possible solutions in terms of the use of land and buildings in their local area. In addition it is the intention to use the forum to raise awareness of the Allocations Development Plan Document (DPD) and to encourage the public to contribute to the process by feeding back through the formal consultation process. The main documents themselves went live on Monday 17 October 2011at www.stockport.gov.uk/allocationsdpd.”

Local Development Framework – Allocations Development Plan

 

Representatives of the Service Director (Place Development) attended the meeting and made a presentation on the consultation on the Stockport’s Allocations Development Plan Document that would support the spatial vision, objectives and strategic priorities of the Core strategy and would inform the allocation of uses of land in the borough.

 

RESOLVED – (1) That the presentation be noted.

 

(2) That a report be submitted to the next meeting of the Committee which includes the proposals for the Cheadle area.

The report seeks approval to the introduction of a Traffic Regulation Order in the vicinity of Outwood Primary School .following complaints from local residents who use mobility scooters with regard to blocked dropped crossing points by parked vehicles.
